$75,000.00 FOR A SENIOR SERVICES ASSESSMENT AND TO CONCERNED
AFRICAN WOMEN IN THE AMOUNT OF $24,907.00 FOR A YOUTH AFTER CARE
PROGRAM; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING AN EFFECTIVE DATE.
Staff Summarv
Backqround
On August 31, 2007, the department of Community Development issued a Request for
Proposals (RFP) for Public Services. The RFP made Community Development Block
Grant Funds (CDBG) available to agencies interested in providing Public Services to
City of Miami Gardens residents. The total amount of funds available in the Public
Services for fiscal year 2007-08 is $191,024. Proposals were due on October 5, 2007.
The RFP document separated the total funds available into 3 categories: 1) $75,000 for
Youth Services, 2) $75,000 for Senior Services, and 3) $41,024 for Financial Literacy.
A total of eight (8) proposals were received. Attached is a spreadsheet that reflects the
following:
- Name of the agencies
- Category for which they applied
- Proposal score

Each of the proposals was evaluated by City staff. In order to be considered for
funding, proposals must receive a minimum score of 70. However, receiving the
minimum score does not guarantee that agency will be funded.
The funding recommendations and program summaries are as follows:

A resolution allocating CDBG funds to each of these organizations is required.
Recommendation
It is recommended that the City Council approve the attached resolution allocating its
2nd Year CDBG Funds in the amount specified in the resolution to each of the above
referenced organizations. The resolution requires that a sub-recipient agreement be
executed by each of the organizations that will outline the term of the services to be
provided to City of Miami Gardens residents, performance requirements, and funding
distribution.
**The above recommendation conditions the approval of the funding allocation to
Concerned African Women on the agency successfully completing its performance
obligations on their current contract with the City. This contract term expires December
31, 2007. Should City staff determine that all contractual obligations have been met,
city staff is authorized to proceed with the execution of a new agreement for the above
referenced program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI

AMOUNT OF $24,907.00 FOR A YOUTH AFTER CARE PROGRAM;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;

1 WHEREAS, the City has allotted the sum of $191,024.00 to be set aside for
2 public services from its 2008 Community Development Block Grant Funds (CDBG), and
3 WHEREAS, the City's Community Development staff issued an RFP on August
4 31, 2007, to entities offering public services to the residents of Miami Gardens, and
5 WHEREAS, the RFP was separated into three categories including Youth
6 Services, Senior Services and Financial Literacy, and
7 WHEREAS, the City staff evaluated the responses to the RFP and is
8 recommending, that the City Council award the sum of $75,000.00 to Independent
9 Living Systems for their Senior Services Assessment Program, and the sum of
10 $24,907.00 to Concerned African Women for their Youth After Care Program, and
11 WHEREAS, it is being further recommended that the City Council authorize the
12 City Manager to enter into an Agreement with these agencies,
13 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
14 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
15 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
16 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
17 made a specific part of this Resolution.
18 Section 2. AUTHORIZATION: The City Manager is hereby authorized to enter
19 into a contract in the amount of $75,000.00 to Independent Living Systems for their
20 Senior Services Assessment Program, and in the amount of $24,907.00 to Concerned
21 African Women for their Youth After Care Program.
22 Section 3. EFFECTIVE DATE: This Resolution shaEl take effect immediately
23 upon its final passage.
