A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS,
FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE ORDER,
IN ACCORDANCE WITH THAT CERTAIN GENERAL SERVICES
ADMINISTRATION SECURITY ACCESS SYSTEM CONTRACT, IN AN AMOUNT
NOT TO EXCEED $193,541.00 TO GLANZ TECHNOLOGIES, INC.; PROVIDING FOR
THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE.
Staff Summary
On April 11, 2007, the City Council authorized the purchase of property to house the Police
Department and all services related to the operation of that department. As part of the general
assessment of the building it was determined that the need for a security access and
surveillance camera monitoring system is needed. The inherent nature of law enforcement
necessitates that the building be secure at all times and limit access to the general public. As
international and domestic terrorism is a constant concern, staff has reviewed various security
systems and made evaluations of each based on timeliness of installation, compatibility with
the ongoing construction, and expansion capabilities to move toward a Citywide system.
Analvsis:
The conclusion of staff was that the most comprehensive system being offered was the Bosch
Security System in terms of availability and possible expansion. A quote was received from
Glanz Security Consultants based upon pricing available through an existing GSA Contract.

Issue Purchase Order for Security Access
System Contract
The plan involves instailation of a compiete security access and monitoring system which will
track and deter unauthorized entries, photographically capture incidents occurring inside and
outside of the facility and monitor secure access points. The system is also capable of being
expanded to provide coverage to other City owned locations that would be monitored from the
police facility. This would allow for greater response times to incidents occurring at City owned
properties and add an additional layer of security to these facilities.
Federal Supply Service negotiated and awarded a contract for "Schedule 084" which includes a
Total Solutions for Law Enforcement Security. Counties and Cities are authorized to purchase
with the same terms, conditions and pricing under GSA Disaster Recovery Contract GS-07F-
7820C. Award was made to Bosch Security Systems, Inc. for a contract period of September
2005 to August 2010. The local authorized Bosch representative is Glantz Technologies, Inc.
Recommendation:
That the City Council approve the attached resolution authorizing the City Manager to issue a
purchase order in accordance with the General Services Administration Security Access System
contract in an amount not to exceed $193,541 to Glanz Technologies, Inc. located in North
Miami, Florida, for the purchase and installation of a security access system.

17 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
18 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
19 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
20 made a specific part of this Resolution.
21 Section 2. AUTHORIZATION: The City Manager is hereby authorized to issue
22 a purchase order in accordance with the General Services Administration Disaster
23 Recovery Contract GS-07F-7820C, in an amount not to exceed $193,541.00 to Glanz
24 Technologies, Inc. located in North Miami, Florida, for the purchase and installation of a
25 security access system.
26 Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately

upon its final passage.
