Re: Change Order to BEA International, Inc. for Architectural Services at North
Dade Optimist Park
Backqround:
The City previously contracted BEA International, Inc. ("BEA") for professional
architectural and engineering services via a non-exclusive continuing contract on
November 9, 2005, via Resolution No. 2005-147-324; thereby, issuing a purchase order
to BEA in the amount of $423,111 for architectural services relating to the Parks and
Recreation Master Plan. The purchase order included eight parks, one of which was
North Dade Optimist Park, in order to perform the following services: surveying and
geotechnical work, planning the park layouts through community involvement,
completing a conceptual design and providing full construction documents for bidding.
The purchase order did not include, however, the construction of a recreational facility
as this was part of a previously established project spearheaded by The Coalition to
Improve North Dade, Inc. ("CIND"), a private, nonprofit entity comprised of residents
and business professionals.
CIND was awarded a series of community based organization grants for the
construction of a recreation building at the park. As of July 2004, the County parks were
officially transferred ownership to the City of Miami Gardens as a result of its
incorporation; the agreement(s) with CIND were still considered active although funds
had not yet been drawn down and construction had not yet begun. Since the expiration

date of the agreement befinreen CIND and the County was approaching (June 30,
2005), the City volunteered to take over the project with endorsement from CIND.
The City enlisted BEA as the park layout designer to finish obtaining the necessary
approvals in order to expedite the project through the permitting process and assist in
the competitive bidding process for construction. The fee proposal provided represents
the continuation of the project from permitting to construction administration.
Approval of the change order would bring the total contract price for BEA to $546,911.
RECOMMENDATION: It is recommended that the City Council approve the proposed
resolution issuing a change order to Purchase Order No. 06-00870 in the amount of
$123,800 for the recreational building at North Dade Optimist Park.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING A CHANGE ORDER IN THE
AMOUNT OF $123,800.00 TO THAT CERTAIN PURCHASE ORDER
ISSUED IN ACCORDANCE WITH THAT CERTAIN AGREEMENT
BETWEEN THE CITY OF MIAMI GARDENS AND BEA
INTERNATIONAL, INC., FOR PROFESSIONAL ARCHITECTURAL AND
ENGINEERING SERVICES, APPROVED IN ACCORDANCE WITH
RESOLUTION NO. 2005-147-324, TO PROVIDE PROFESSIONAL
ARCHITECTURAL AND ENGINEERING SERVICES RELATING TO THE
CONSTRUCTION OF A RECREATIONAL FACILITY IN THE NORTH
DADE OPTIMIST PARK; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE.
~ WHEREAS, on November 9, 2005, via Resolution No. 2005-147-324, the City
2 Council of the City of Miami Gardens approved a non-exclusive continuing contract for
3 architectural and engineering services with BEA International, Inc., ("BEA"), and
4 WHEREAS, in accordance with the continuing contract, a Purchase Order was
5 issued for BEA to provide architectural and engineering services for construction in
6 eight City parks, and
7 WHEREAS, the original Purchase Order did not include the construction of a
8 recreational facility as a part of the North Dade Optimist Park, and
9 WHEREAS, the City would like to provide for a change order in the amount of
10 $123,800.00 to the original purchase order issued to BEA International, Inc., to provide
11 for architectural and engineering services in accordance with the recreational facility to
12 be located at North Dade Optimist Park,
13 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
14 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:

15 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
16 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
17 made a specific part of this Resolution.
~ 8 Section 2. AUTHORIZATION: The City Council of the City of Miami Gardens
19 hereby authorizes the City Manager to issue a change order in the amount of
20 $123,800.00 to BEA International, Inc., in accordance with that certain non-exclusive
21 continuing contract approved by the City Council on November 9, 2005, via Resolution
22 No. 2005-147-324, and in accordance with that certain Purchase Order in the amount of
23 $423,111.00 that was previously issued to BEA International, Inc., for said services, in
24 accordance with the proposal attached hereto as Exhibit A.
25 Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately
26 upon its final passage.

Dear Antranette:
We are pleased to submit the enclosed fee proposal on the above referenced project for your review and
approval.
Project Description
The new one storey building will have an area of approximately 4,700sf and house Restrooms, Computer
Room, Team Room, Offices, Equipment and Storage areas as per the concept and plans developed by
Thomas Gill Architect. It is estimated that the construction cost for the building will be in the range of $200
per square feet of covered area or approximately $940,000 excluding soft costs and improvements to the
Park.
A/E Services Description: BEA International will provide Design Verification through Construction
Administration Services including architecture, structural, civil, mechanical, electrical plumbing and fire
protection engineering. It is understood that the design concept previously developed for the project will
be used as a base of the new building. BEA's work will entail the following:
Phase 1. Design Verification.
Estimated Time Frame (4-6 weeks upon having received written approval to proceed)
• Up to two meetings with the users to review current design.
• Review existing design for compliance with Florida Building Codes and other appropriate
regulations, note aspects that are not compliant.
• Prepare CAD plans of existing design to be used as a base for the preparation of the construction
documents.
Deliverables
One set of documents summarizing non-complaint aspects of the project.
One set of computer generated plans ready for construction documents preparation.

Phase 2 Construction Documents and Permit
Estimated Time Frame (12 weeks upon having received written approval to proceed, excludes
permitting time)
• Up to 3 meetings with the users to review project.
• Preparation of full Construction Documents and Specifications.
• Assist the City in obtaining a Building Permit.
• Pick-up comments from the Building Department and revise plans as appropriate.
Deliverables
2 sets of sign and sealed plans for Permit
4 sets of construction documents for Bidding
Phase 3 Bid
Estimated Time Frame (4-6 weeks upon having received written approval to proceed)
• Assist the City during Bid Phase.
• Respond to questions by Contractors.
• Tabulate Bids.
• Recommend Bid Award.
Phase 4 Construction Administration
Estimated Time Frame (10 months upon having received written approval to proceed)
• Provide Standard Construction Administration services during construction as defined by the
Master Agreement.
• Provide bi-weekly on-site observation meetings not to exceed a total of 20.
• Provide shop drawing reviews, answers to request for clarifications and sketches as necessary
• Provide project close-out services.
The Fee Proposal covers the Consulting Services in accordance with the terms and conditions of the
Non-Exclusive Continuing Professional Services Agreement dated April 27, 2005 between BEA
International and the City of Miami Gardens. Compensation will be provided on the basis of a lump sum
of the percentage of the construction cost. If the construction cost increases, the fee will be
recalculated accordingly.

Exclusions
Services not part of the basic scope which shall be considered additional services include but are not
limited to: Providing geotechnical reports and surveys; providing services in connection with the project
beyond 18 months of having received a notice-to-proceed; continuous on-site representation; permit
expediting; identification and removal of hazardous materials; interior design services; furniture,
equipment and fixture selection; preparation of record documents, specialty consultants such as
Acoustics and Audio Visual engineering, providing construction documents for more than one building
permit or phased construction and any other service not specifically outlined above.
Please indicate your acceptance of this proposal by issuing a work order. We will begin work upon
receipt of the work order & will work diligently to complete our services in a timely manner.
