Re: Proposed 2007 City of Miami Gardens State Legislative Program
The Regular Session of the Florida Legislature will convene on Tuesday, March 6, 2007. In
preparation for the upcoming session, staff has prepared a legislative program that
documents the City of Miami Garden's legislative properties in 2007. The proposed
legislative program is separated into three sections; Policy Statements, Legislative
Proposals, and Appropriations requests.
Policv Statements
The policy statement is a written expression of the Council's official position on an issue,
the adoption of these statements will provide our state lobbyist with clear direction
regarding the City's legislative priorities.
Le_qislative Proposals
These proposals represent legislation that the City is directing its lobbying team to develop
and pursue during the 2007 session.
Appropriations Requests
The appropriations requests are a product of the Community Budget Issue Request
submissions forwarded to the Legislative Delegation in December 2006. Per the direction
of our lobbying team the focus of this year's requests are storm water management related.
Recommendation: That the City Council approve the attached resolution adopting the
2007 City of Miami Gardens State Legislative Program.

RESOLUTION No. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, URGING THE MEMBERS OF THE FLORIDA
LEGISLATURE TO SUPPORT CERTAIN ISSUES DURING THE 2007
LEGISLATIVE SESSION; PROVIDING FOR DIRECTIONS TO THE CITY
CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING AN EFFECTIVE DATE.
1 WHEREAS, the Regular Session of the Florida Legislature will convene on
2 Tuesday, March 6, 2007, and
3 WHEREAS, in preparation for the upcoming session, staff has prepared a legislative
4 program that documents the City of Miami Garden's legislative properties in 2007, and is
5 recommending that the City Council approve the proposed program, and
6 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
7 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
8 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
9 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
10 made a specific part of this Resolution.
11 Section 2. REQUEST FOR LEGISLATIVE ACTION: The City Council of the
12 City of Miami Gardens hereby urges Governor Charlie Crist and members of the Florida
13 Legislature to support the legislation as outlined on Exhibit "A" attached hereto.
14 Section 3. DIRECTIONS TO THE CITY CLERK: The City Clerk is hereby
15 directed to send a certified copy of this Resolution to Governor Charlie Crist and to all
16 members of the Florida Legislature.

State Legislative Program
POLICY STATEMENTS
The City of Miami Gardens City Council supports the preservation of state funding for cultural
programs.
With the predicted cycle of increased hurricane activity over the next few years, municipal governments
are faced with the costly impact of disaster recovery, creating fiscal constraints for many cities statewide.
The City of Miami Gardens City Council supports the creation of alternative funding options for
municipal governments responsible for responding to the impacts of declared disasters.
The City of Miami Gardens City Council opposes any legislation that would cap municipal
expenditures or revenues.
The City of Miami Gardens City Council supports the preservation of state funding for recreational
programs and open space preservation grants.
Over the past two years, the City of Miami Gardens has experienced a 28% increase in property values.
This rapid increase in the cost of housing places the average working resident at a disadvantage when
faced with attaining adequate housing for their family. The City of Miami Gardens City Council
supports legislation that maintains the availability of workforce housing for residents of the City of Miami
Gardens.
LEGISLATIVE PROPOSAL.S
Enact legislation that places a reasonable time frame on the completion of the DOR audit process and or
makes the communication services providers responsible for correcting billing systems after formal
notice from a local municipality and provide penalties for non-response to include interest.
Enact legislation recognizing F.S. 468.609 as the statewide certification for Building officials and delete
provisions that allow local jurisdictions to require other qualifications beyond the state certification
requirements.
Support legislation that establishes a dedicated funding source for youth violence prevention programs,
and provides support for alternative positive programming for teens such as local level youth councils.
APPROPRIATIONS REQUESTS
The following locations have been identified by City engineers as areas of critical concern; these
locations are in need of storm water drainage improvements due to flooding and require immediate
attention. Projects involve design and construction of the local drainage system:
• NW 179th Street Drainage Project -(Between NW 32 Avenue and NW 35 Court)
Total Estimated Cost: $ 225,000
City Contribution: $ 112,500
State Appropriation Request: $ 112,500
• NW 1915t Street Drainage Project- (Between NW 10th Avenue t and NW 11th Court)
Total Estimated Cost: $ 325,000
City Contribution: $ 162,500
State Appropriation Request: $ 162,500
• NW 215f Avenue Drainage Project- (Between NW 194 Terrace and NW 196 Street)
Total Estimated Cost: $ 350,000
City Contribution: $ 175,000
State Appropriation Request: $ 175,000
