HomeMy WebLinkAboutItem L-1: City Manager's ReportStaff Monthly Report Jan-Feb 2007 CITY MANAGER'S OFFICE • Worked on Disability Resources Manual for the Americans with Disabilities Act. • Met Glendale, Arizona City Council. • Met with Miami-Dade County on the purchase of the police sub-station on 27t" Avenue. County asking price is $13 million. • Secured an option on a possible police and public works site and order the required finro appraisals. • Had phone meeting with a potential buyer of the Modernage site in the Industrial park.. • Attended weekly police transition meetings. • Attended and gave welcome at the two police information meetings held in chambers. PUBLIC WORKS (Tom Ruiz) 1. Staff continues to perform asphalt street repairs and concrete sidewalk repairs and installation on- going citywide. 2. Staff continues to clean and maintain bus bench areas throughout the City. 3. Staff continues to mow public right-of-ways to ensure that the roadways are aesthetically pleasing. 4. Staff continues to trim and prune trees citywide. 5. Coordinate with KMGB to plant trees on NW 37th Ave and NW 181 St ( 30 green buttonwoods) 6. Received the budgeted Tandem Dump Truck. 7. Cleanup during Super Bowl. 8. Continue to coordinate with Vila and Son on NW 27th Ave Beatification Project (Completion 75 % ) • Continue to install ground cover material sod, shrubs, etc ) . Public works processed 15 driveway, 2 paving and/or drainage and 11 utility permits. 10.441 Landscape project - 5th invoice of $10,541.00 was processed (project is paid in full except the 10% retainage. A second punch list was made on 2/12/2007. 11. 12. Golden Glades/441 Landscape Project is 74% completed - 3rd invoice of $114,293 was processed: 13. H& J re-paved NW 17 Ave from NW 168 Terrace to NW 183 Street. Road will be striped within 3 weeks. 14. Staff had a pre-construction meeting with Straight-line Engineering for sidewalk project. A requisition of $ 75,000 was made and the sidewalk project will start within a month. 15. Director met with the County's Ad- Hoc Committee for bus shelters and benches for future standards on January 16, 2007. 16. Director set up meeting for the Andover Area by the water plant per Councilwoman Watson to address the restoration of the new water line being installed by North Miami Beach. 17. Public Works staff had training on Sunshine-One calls for underground locations on January 26, 2007. 18. Director attended an Emergency Response meeting given by Col. Frank Bradley at North Miami Beach on January 31, 2007. 19.Attended the Community Traffic Safety Meeting on February 5, 2007. 20. Director attended the Vista Verde & Kings Gardens Infrastructure Improvements CDBG Public Meeting on February 6, 2007. 21. Staff met with DERM and other municipalities on the State's requirement for the National Pollution Discharge Elimination System on February 8, 2007. Keep Miami Gardens Beautiful Florida Highway Beautification Grant • Applied for $300,000 to help landscape 183~d Street. • Approved • Landscape plans for 183~d street should be completed by end of Feb. MEDIA AND SPECIAL EVENTS Coordinator (Ula Zucker) • Planning Jazz in the Gardens Jazz festival. • Soliciting sponsors for Jazz in the Gardens event. • Calling upon sponsors and visiting them for jazz in the Gardens as well as for other City events. • Working with Circle of One Marketing to coordinate press and interviews for Jazz in the Gardens. • Attending Jazz in the Gardens marketing/production meetings. • Planning Miss Miami Gardens Pageant which will be held on March 3~d, 2007 • The MLK event was planned and well-attended on January 15, 2007 • The MLK committee met to recap the event and discusses management of the event. • Attended several Super Bowl related events and meetings • Attended a meeting with City of Glendale Arizona officials, host City of Super Bowl 2008. Discussed Super Bowl Host Committee relations and operations. • Planned the Mayor and Councils Super Bowl Reception that was hosted for elected officials and dignitaries. • Worked in collaboration with code enforcement to disseminate information to media and radio stations regarding Super Bowl Notice regarding vending during Super Bowl in the City. • Met with Tsahai and Marianna to discuss press event to cover landscaping upgrades on 441 INFORMATION TECHNOLOGY (William Henderson) I. Travel a. Microsoft Launch 4 i. I will be attending the Microsoft Launch for Windows Vista and Office 2007 being held at the Sheridan Hotel Mart. II. Software Upgrades a. Microsoft i. We are currently evaluating Microsoft Office 2007, and Windows Vista b. Trach-IT i. Our new IT work order tracking application, Track-IT has been installed and fully implemented. ii. Please find attached a report of IT work Orders for January - February. c. Laserfiche i. Implementation of the Laserfiche system is underway. We are still on target for go-live next month. III. Hardware Upgrades a. APC Smart - UPS 6000 VA i. We have received our UPS upgrade. It is scheduled to be installed Friday, Feb 23. 1. This is an essential upgrade needed to offset the additional demand placed upon or current Smart-UPS 3000 VA as a result of additional hardware added to our server room. 2. This upgrade will provide more uptime in the event of a power failure as well as a more stable and redundant power supply system overall. b. CISCO Switches . i. We have purchased 2 additional switches to serve as our network backbone. Additional fire extinguishers were serviced and installed in Parks. Content insurance coverage was obtained for Police Department equipment. • Met with the health insurance representatives to discuss expectations for benefit orientation when additional police staff is hired. CDMP found "in compliance" by DCA. Notice of Intent published by DCA in Miami Herald on January 24, 2007 confirming same. 2. City's CDMP enforceable as of February 14, 2007 (21 day review period after Notice of Intent). MASTER PLANS - • Transit Circulator Feasibility Analysis. - On hold; needs signatures in Tallahassee; David Plummer Associates is ready to commence project, subject to approval. (Jay Marder) • State Road 7 Livable Community Study - Coordinating completion of final study report with Kimley Horn and Associates consulting firm. Tentative date for final report presentation and adoption by City Council is set for April 4, 2007. (Bhairvi Pandya). • Municipal Grant - Submitted a proposal to the Metropolitan Planning Organization's municipal grant program for 2007 for Miami Gardens' Palmetto Expressway Corridor Livability Project. ZONING - Jay Marder, Bhairvi Pandya and Oneca Lowery • Permitted Use Table - Compilation of all permitted uses within zoning districts into a tabular format is almost complete. This table will provide the basis to simplify and diminish the number of uses, redundancies, etc. while allowing consistency to be upheld between zoning districts. • Dimensional Requirement Table - Compiling setbacks, coverage and other similar requirements in a tabular manner for all zoning districts. • Procedural Requirements - Compiling summaries of procedural requirements so that Council can review same and choose alternatives. • Electronic Changeable Copy Sign Regulations - Compiling report, researching data from neighboring municipalities, developing alternatives for Council's consideration. 10 ZONING - Jay Marder, Nixon Lebrun, Marilu Nava • Reviewed over 100 Certificate of Use/ Occupational License applications for Code Enforcement; • Reviewed over 50 building permits, conducted more than 20 inspections and signed over 10 Certificate of Occupancy for Building. • Held DIC meeting for D.R. Horton road closure/privatization petition in Majorca area in order to build an entrance gate, Toledo Investments rezoning, South Florida Credit Union site plan application • Wal-Mart Landscaping and TCO: Additional $75,000 worth of landscape has not been completed. Worked with Building Official to extend Temporary Certificate of Occupancy (TCO) for 30 days • Composed approximately 10 zoning verification letters. Impalas have been assigned to Training Director and Professional Compliance Captain. 13 • Marked units 001 and 002 will be assigned to the two new captains when they come on board in February. • Oral Boards completed for selection of candidate processing for seven captain positions. • Two Captains have been selected and are currently going through hiring process consisting of polygraph, psychological, drug screening, and medical. Current target date for hire is February 27, 2007. • Two captains will facilitate the sergeant oral boards. Oral boards for sergeant candidates will commence on Monday, March 12. Twelve sergeants will be hired with a start date of June 4. The remaining eleven sergeants will be hired on October 1. J. King Park ^ Twenty-three students are attending the after-school program. Some after-school participants attended the NFL Experience at Dolphin stadium where they participated in football drills and activities. ^ There is line dancing taking place on Wednesday, Thursday and Friday nights. Brenfinrood Park ^ Thirty-eight students are attending the after-school program. The seniors attended field trips to Bodies: The Exposition and Fruit and Spice Park. The seniors had a Barbeque luncheon at the park where they enjoyed socializing and relaxing. On January 24th, five seniors attended a Dream Dinners workshop where they were able to make three, six-serving meals. 17 Buccaneer Park ^ Eight students are attending the After-school program. Some after-school participants attended the NFL Experience at Dolphin stadium where they participated in football drills and activities. ^ Seniors program has seventy participants registered. ^ The seniors attended field trips to Bodies: The Exposition and Fruit and Spice Park. The seniors are engaged in line dancing, group walks and meeting every Friday. Also, the seniors held an Art Show at A.J. King Park. They meet every Wednesday at 10am for breakfast and current events. The seniors attended field trips to Bodies: The Exposition and Fruit and Spice Park. Lake Lucerne Park ^ There are five participants in the after-school program. Some after-school participants attended the NFL Experience at Dolphin stadium where they participated in football drills and activities. ^ There are seven teens enrolled in the program. The teens are engaged workshops, fieldtrips and receiving tutoring assistance. ^ There are nine teens enrolled in the Teen Program. Miami Carol Park ^ Sixteen students are registered in the after-school program. Some after-school participants attended the NFL Experience at Dolphin stadium where they participated in football drills and activities. ^ The Martin Luther King, Jr. Day celebration was held at the park on January 15th from 12-6pm. ^ Miami Carol City High School has been utilizing the baseball field for practices and games. Myrtle Grove Park ^ There are eight children registered in the after-school program. Some after-school participants attended the NFL Experience at Dolphin stadium where they participated in football drills and activities. Norwood Park 18 ^ There are 38 children registered in the after-school program. Some after-school participants attended the NFL Experience at Dolphin stadium where they participated in football drills and activities. ^ There are 13 teens enrolled in the Teen Program. Rolling Oaks Park ^ There are currently 32 children registered in the after-school program. Some after- school participants attended the NFL Experience at Dolphin stadium where they participated in football drills and activities. ^ The seniors attended field trips to Bodies: The Exposition and Fruit and Spice Park. The program held a successful Bid Whizt tournament at A. J. King Park on January 27tn. Scott Park ^ There are currently 11 children registered in the after-school program. Some after- school participants attended the NFL Experience at Dolphin stadium where they participated in football drills and activities. ^ There are finro teens enrolled in the Teen Program. Vista Verde Park ^ Children from the neighborhood come to the park to complete their homework and play games. Athletics & Sports Development: ^ Basketball and cheerleading has a total of 292 participants with about 20 staff members assisting. Practices are on Mondays and Wednesdays.. Ages 5-6 and 7-8 play games on Thursdays only. All other ages will play on Saturday mornings. The first game was February 6, 2007 and will continue to March 6, 2007. ^ Football registration will begin within the end of February. The Parks and Recreation Department will be continuing its partnership with the Marian Center. The basketball program will begin February 28, 2007. Teen Program: ^ The Village: In January and February the Teen program participants attended workshops every Monday and Wednesday facilitated by The Village Organization. The Village is an organization that provides workshops to teens that focus on the areas of peer pressure, education, drug abuse, and conflict resolution. In these workshops the teens were given the opportunity to role play about situations that affect their everyday lives. ^ Keep Miami Gardens Beautiful: On Saturday January 20, 2007, four Teen Program participants and three staff members took part in a Keep Miami Gardens Beautiful Project. We helped to paint the graffiti-filled walls along 199th Street and Northwest 19 32"d Avenue. Our teens also participated by picking up litter along 199th Street. Our teens felt a sense of pride by being able to help keep their community clean. ^ ADMIT Program: The teens completed the F-CAT song that they had been previously working on. During the City Hall Council meeting on Wednesday, January, 24, 2007 the teens graduated from the ADMIT program and the song was released. They were excited about taking pictures with the Mayor and Council members. The Bodies Exhibition: On Saturday January 27, 2007. The teens took a trip to Sunset Place to see the Bodies Exhibition. Eleven teens and six staff viewed bodies from China and learn about the intricacies of the human body and how the human body looks underneath the skin. It was a very educational experience for the teens and in their own words, "a once in a lifetime opportunity". ^ NFL Pepsi Smash Concert: On Thursday February 1, 2007, the teens took a trip to the Pepsi Smash Concert at Dolphin Stadium. We saw perFormances by John Legend, Fergie, Kanye West, Ludicris, Common, and Will I am. For most of the teens it was their first time attending a concert. NFL Experience and Reggaetone Smash Concert: On Friday February 2, 2007, the teens took a trip to the NFL Experience and attended a portion of the reggaetone concert. During the NFL Experience the teens were able to train like football players and compete at different interactive booths. Celebrity Hoops Basketball Game: On Saturday February 3, 2007, the teens took a trip to the Bank Atlantic Center on the University of Miami campus. While there they got the opportunity to watch a basketball game featuring celebrities. Celebrities that participated included: DJ Clue, Terrell Owens, Rocsi, Melissa Ford, Andre Risen, Curtis Martin, Robert Smith, Jim Jones and a hosts of other athletes and celebrities. Hep-C-Alert Workshop: On Monday February 5, 2007, Hep-C- Alert Organization facilitated a workshop for our teens. In this workshop they learned how to protect themselves from sexually transmitted diseases and learned the symptoms of STD's. The guest speaker Mr. Jon Kelly demonstrated strategies on how to say no to sex if and when you are not ready.
