Re: Community Development-Public Services Applications
The Community Development Block Grant Program (CDBG) is a flexible program that provides
communities with resources to address a wide range of unique community development needs.
The funds are targeted to provide assistance to low and moderate income families, defined as
those earning 80% of area median income (AMI) or below.
For entitlement cities, the CDBG regulations allow a maximum of 15% of its annual allocation to
fund public service (also known as social service) activities. Public services include but are not
limited to those concerned with employment, crime prevention, child care, health, drug abuse,
education, energy conservation, welfare or recreation needs, if such services have not been
provided bv the unit of qeneral local qovernment.
Based on the City of Miami Gardens' 2006-07 CDBG allocation, it is recommended that
$150,000.00 be made available from which local non-profit organizations or community based
organizations can competitively request funding for their public service programs.
Attached is the application package that will be made available to interested entities. The package
outlines the basic requirements, pertinent dates, and evaluation criteria. Staff is also requesting
that the council authorize the creation of a Community Development Advisory Board that will serve
as the committee to review the applications received. The Advisory Board will then make funding
recommendations to the City Council once they have completed their evaluation process.
It should be noted that once approved by the City Council, a sub-recipient agreement will be
executed with each of the organizations that will receive funding. These agreements will be

administered by the Department of Community Development who will ensure that performance
benchmarks are established and met in order for allocated funds to be disbursed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE
ALLOCATION OF $150,000.00 FROM THE CITY OF MIAMI
GARDENS' 2006/2007 CDBG FUNDING FOR THE
ADMINISTRATION OF SOCIAL SERVICE GRANTS IN
ACCORDANCE WITH THE COMPETITIVE PROCESSES
OUTLINED IN EXHIBIT "A" ATTACHED HERETO;
PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE.
1 WHEREAS, the City of Miami Gardens has established a Community
2 Development Department and has initiated community development programs, and
3 WHEREAS, the City receives funds from the federal government through the
4 Community Development Block Grant (CDBG) Program, and
5 WHEREAS, the CDBG regulations permit a city to utilize 15% of its annual
6 allocation to fund public service programs including, but not limited to, employment,
7 crime prevention, child care, health, drug abuse, education, energy conservation,
8 welfare and recreational needs, so long as such services are not being provided by the
9 city, and
10 WHEREAS, the City of Miami Gardens through its 2006/2007 CDBG allocation
11 can fund such programs up to $150,000.00 based upon certain competitive
12 requirements, and
13 WHEREAS, the City Community Development Staff has initiated an application
14 process for certain entities that provide social services to be considered for funding,
15 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
16 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:

17 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
18 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
19 made a specific part of this Resolution.
20 Section 2. AUTHORIZATION: The City Council of the City of Miami Gardens
21 hereby authorizes and approves the allocation of $150,000.00 from the City of Miami
22 Gardens' 2006/2007 CDBG funding for the administration of social service grants in
23 accordance with the process outlined in Exhibit "A" attached hereto.
24 Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately
25 upon its final passage.

I. General Information
CDBG is the Community Development Block Grant Program funded by the U.S.
Department of Housing and Urban Development (HUD). The CDBG Pro~ram provides, on
an annual basis, an allocation of funds to local governments for a wide-range of eligible
housing and community devetopment activities. The stated purpose of the program is:
"The development of viable urban communities, by
providing decent housing and a suitable living
environment and expanding economic opportunities,
principally for persons of low and moderate
income. "
The City of Miami Gardens is allocated a certain amount of money each year by the U.S.
Department of Housing and Urban Development (HUD) through the Community
Development Block Grant (CDBG) Program. The CDBG Program is a principal revenue
source for local communities to address the roots and consequences of poverty.
Although the City of Miami Gardens must administer the use of CDBG funds in
accordance with specific federat regulations, the Miami Gardens City Council determines
how to use the grant money accordin~ to the local needs. In Miami Gardens, a portion
of the CDBG funds are dispersed to agencies recommended by the Miami Gardens
Community Development Advisory Committee (CDAC) and approved by the City Council.
The a~encies must competitively apply for these funds.
The CDBG regulations allow for a maximum of 15% of its annual allocation to fund public
service (also known as social service) activities. Public services include but are not
limited to those concerned with employment, crime prevention, child care, health, drug
abuse, education, energy conservation, welfare or recreation needs, if such services
have not been provided by the unit of general local government. Agencies are also
encouraged to find other funding sources to help leverage the CDBG funds.
Beginning in February 2007, the City will be soliciting proposals for funding from
agencies to contract with the City to carry out eligible public service activities that
meet local priority needs outlined in the city's 5 year Consolidated Plan. Quatified
applicants include community and faith-based organizations and non-profit
organizations. These apptication guidetines outline necessary information so that
interested parties can understand the process and the requirements for CDBG funding.
Applications will be reviewed for eligibility by the Community Development Department.
Eli~ible applications are then reviewed and evaluated by the CDAC, which makes funding
recommendations to the Mayor and the City Council. A public hearing is held on those
recommendations as the final step of the allocation process

III. Funding Avai(abitity
For the 2006/07 program year, the City of Miami Gardens has budgeted $150,000 in
CDBG Program Funds in the Public Services category. This is the total amount that will
be available for which interested parties can apply.
Proposals in response to the 2006-07 RFP must be submitted on or before, February 28,
2007, at 4:00 p.m. at the Office of the Citv Clerk. Project proposals submitted after
that time will not be considered for funding.
IV. Fund Limits
To avoid the submission of unrealistic grant requests, a maximum level of $25,000 is
suggested for each Public Service request, though this is not a requirement. Multi-year
proposals will also be considered, based on capacity building. All single year Public
Service Projects must be completed by September 30, 2007.
V. General Funding Policies
The City of Miami Gardens' goal through the CDBG Program is to provide services that
meet a national objective. To this end, the City intends to fund projects that (1) address
a priority need identified by the residents of Miami Gardens in the City's 2006
Consolidated Plan and (2) are consistent with the City's strategy for resource allocation.
The strategy (set forth in the Consolidated Plan) is designed as a tool to ~uide the
allocation of limited resources in a way that most effectively addresses the needs of
Miami Gardens' residents in need of assistance.
Each application for CDBG funding must comply with one of three National Objectives:
0 Benefiting low-and moderate-income persons,
0 Preventing or eliminating slums or bli~ht, or
0 Meeting and Ur~ent Need
After looking for compliance with one of these three objectives, the CDAC will be asked
to evaluate each Proposal based on whether the proposed project:
• Addresses a local priority as outlined in our Consolidated Ptan
• Provides clear and measurable performance outcomes
• Serves the residents of the City of Miami Gardens
The organization (agency) submitting the Proposal will also be evaluated based upon:
• Organizational capacity as evidenced by corporate documents and structure
• Experience in providing the services for which they are seeking fundin~
• Ability to provide or obtain levera~e fundin~ for services that witl be provided
• Ability to complete proposed services and comply with applicable federal
regulations
VI. Additional Considerations
All approved agencies will be required to enter into a sub-recipient agreement with the
City of Miami Gardens. The sub-recipient agreement will outline all applicable laws and
regulations concerning the expenditure of allocated funds; as well as clearly outline
performance expectations and measurement. Including, but not limited to, the agencies
provision of reports on City of Miami Gardens residents served. The sub-recipient
agreement will also outline contract termination provisions which will be at the sole
discretion of the City of Miami Gardens.
CDBG funding is provided to approved agencies on a reimbursement basis only. The
agency must have the financial capacity to fund the service and will then submit
monthly draw requests to the Department of Community Development. Cash Advances
will not be provided. Agencies will not be allowed to submit reimbursement requests
for expenses incurred prior to formal award date.
