Staff is preparing a"Call for ldeas" proposal for submission to the MPO for the 2007
timeframe. Last year's successful submission for a Miami Gardens Traffic Circulator
Feasibility Study has just gotten underway and Council will be hearing more about that in
coming months. The 2007 application proposes a follow-on work program to refine the
planning concepts developed for the Palmetto Expressway through the Florida Public Officials
Design Institute at Abacoa through FAU. City staff has prepared the overall summary of the
concept which is attached. A scope of work portion of the application is being prepared by
Corradino Group at the date of this writing and is anticipated to be available at the Council
meeting.
Recommend that the City Council approve the 2007 Call For ldeas Application to the
Miami Dade MPO entitled, "Miami Gardens' Palmetto Expressway Corridor Livability
Study."

Application
Title of Idea: Miami Gardens' Palmetto Expressway Corridor Livability Project
Objective / Purpose: The City of Miami Gardens is developing plans for each of its three
major transportation corridors, State Road 7 through a Livable Community Study, NW 27th
Avenue through transit-related plans in conjunction with and by Miami Dade Transit, and the
Palmetto Expressway through a conceptual plan by the Florida Public Officials Design Institute at
Abacoa through FAU (copy attached).
The focus of this Call for ldeas is the five mile segment of the Palmetto Expressway within the City
of Miami Gardens. The FAU plan needs to be further refined and developed in a manner that
incorporates an intermodal approach. FDOT's Livable Communities approach offers a basic
methodology to further analyze and develop more detailed cross-sections and functional plans for
implementation. A limited access expressway corridor with a frontage road system and
interchanges such as the Palmetto is quite different than a typical arterial roadway with direct
access such as State Road 7. Therefore, while a modified approach must be taken, the study process
steps are essentially similar.
Comments: The City seeks to further explore intermodal design enhancement and functionality
of the Palmetto in greater depth, especially as it relates to the frontage road system known as NW
167th Street. The aesthetics and functionality of the roadway, both the expressway itself, the
frontage roads and its intersections are also of concern. This is a very desirable corridor due to its
high traffic counts, visibility and central location within the Miami-Dade/Broward area of South
Florida. There are a number of development and redevelopment opportunities which are taking
place; the City would like to take a systematic and detailed look at this important corridor and
implement enhanced planning for its future.
Coordination with the Florida Department of Transportation, District IV Office, the Miami Dade
County Expressway Authority, Miami Dade Transit, the Miami Dade Metropolitan Planning
Organization and other related entities will be essential to a successful plan.
The MPO's Municipal Grant Program would appear to be an appropriate opportunity to approach
this issue. The City believes that this would be an effective study for the MPO to undertake,
because the people of Miami Gardens, through extensive visioning undertaken in the development
of our Comprehensive Development Master Plan, our Transportation Master Plan, and the FAU
plan feel that there is more potential that needs to focus on this transportation facility. Mixed use
areas have been planned along the Palmetto Expressway in planning for the future. It is now
imperative that we take a proactive approach to this facility to explore its intermodal potential in a
systematic and comprehensive manner with public involvement, meaningful alternatives and
ultimate consensus. As the third largest city in Miami Dade County, with a diverse economy and
land uses encompassing residential, business, commercial and industrial categories, this project
reflects an innovative approach to planning an expressway corridor.
