StafF Summarv In 2003, the City established a capital improvement program to oversee the development and implementation of capital projects throughout the City, including the planning, professional selection, monitoring, billing and compliance with all applicable conditions, contract requirements and grants. Since that time, the CIP program has initiated several steps to begin the renovation of the City's entire park system including the selection of architectural/engineering firms to formulate a re-design of the master plan for all City owned parks. As the master plan process is nearing completion, construction is nearing commencement. City Staff noted the need for a project manager with the technical expertise to conduct field inspections and keep the construction portion of the project(s) on course (timeline, scope of work, building code guidelines, etc.). The project manager's responsibilities would include: authorizing and monitoring the work of architectural and engineering consultants and contractors engaged in the design and construction of a variety of complex City structures and related projects. In addition, the project manager would be expected to provide the management of several projects simultaneously in various phases of development including planning, consultant selection, design management, selection of contractor, construction management, inspection, pre-bid assistance, warranty administration and project close out. J-1) CONSENT AGENDA RESOLUTION PROJECT MANAGER SERVICES BID REJECTION In order to obtain these services the staff prepared a Request for Proposal for Project Manager Services. A broadcast notice was sent to 1911 vendors. Seventeen supplemental suppliers were notified. Sixty-finro proposal packages were requested by potential bidders. Seven proposals were received and opened on May 10, 2007. A Selection/Evaluation Committee consisting of Renee Farmer, Assistant City Manager; Tom Ruiz, Public Works Director; Antranette Pierre, Special Projects Director; Jim Allan, Building Plans Examiner; and Pam Thompson, Procurement Manager evaluated the proposals. The evaluation committee short listed to three companies and scheduled oral presentations on June 4, 2007. The three companies were: A.D.A. Engineering; CMS-Construction; EBS Engineering. Upon conclusions of the oral presentations, the committee decided that the City will be better served if the project manager services were performed by an individual employed by the City, therefore, staff is advertising for this position and anticipates hiring a professional at a significantly lower cost than the hourly rates provided in each proposal. ~ Recommendation: We recommend that the City Council approve the attached resolution rejecting the responses to RFP#06-07-020 for Project Manager Services. RESOLUTION No. 2007- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, REJECTING ALL BIDS RECEIVED IN RESPONSE TO RFP #06-07-020 FOR PROJECT MANAGER SERVICES; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, in 2003, the city established a Capital Improvement Program to 2 oversee the development and implementation of capital projects throughout the City 3 including planning, professional selection, monitoring, billing, etc., and 4 WHEREAS, the planning process for many City capital projects is nearing 5 completion, and City management has recognized a need for a Project Manager to 6 assist with the technical expertise relating to timelines, scopes of work and building 7 code guidelines, and 8 WHEREAS, RFP #06-07-020 was issued by the City, and seven (7) proposals 9 were received and opened on May 10, 2007, and 10 WHEREAS, the proposals were evaluated, and it was determined by City staff, 11 that the City would be better served if project management services were provided by 12 an individual employed by the City, 13 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 14 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 15 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas 16 paragraphs are hereby ratified and confirmed as being true, and the same are hereby 17 made a specific part of this Resolution. 18 Section 2.
