Staff Summarv When the MGPD transitions police service from Miami-Dade County (MDC) on December 1, 2007, use of speed enforcement radar hand held or mounted units will be an integral part of daily police operations. The speed enforcement radar trailer is also an integral part of daily police operations. The radar equipment provides law enforcement with advantages in deterring drivers from speeding on city streets. Funding is available in the General Fund, Police Department budget. Analvsis In order to provide the best police service available, the transition team researched various speed enforcement radar units and determined that the best continued performance was provided by Kustom Signals, Inc.'s Talon II with directional capabilities and the Kustom Signal, Inc.'s Smart VMS III which has a variable message sign display. Specifications were prepared by staff for the purchase and delivery of 15 Talon II speed enforcement hand held or mounted radar units with charger and 2 Smart Trailer speed enforcement radar trailers and advertised on May 25, 2007. A broadcast notice was sent to 128 vendors. Seven vendors requested bid packages. The bids were opened on June 7, 2007. Four bids were received and publicity read one was a"no bid". (Attachment 1- tabulation sheet). The bids were analyzed for compliance with the specifications. The units (Talon II and Smart Trailers) submitted by Law Enforcement Supply Company were determined to be in compliance with the specifications. J-2) CONSENT AGENDA RESOLUTION TALON HANDHELD/MOUNTED SPEED ENFORCEMENT UNITS Recommendation We recommend that the City Council authorize the issuance of a purchase order to Law Enforcement Supply Company, located in Miami, Florida for the purchase of 15 Talon II speed enforcement units at $1,925.00 each (including chargers) and 2 Smart VMS Trailer III's at $16,000.00 each, for a total of $60,875.00. RESOLUTION No. 2007- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE ORDER IN THE AMOUNT OF $60,875.00 TO LAW ENFORCEMENT SUPPLY COMPANY, FOR THE PURCHASE OF FIFTEEN (15) TALON HANDHELD/MOUNTED SPEED ENFORCEMENT UNITS AND TWO (2) SMART SPEED ENFORCEMENT TRAILERS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, when the City transitions police services from Miami-Dade County 2 on December 1, 2007, the use of speed enforcement radar handheld or mounted units 3 will be an integral part of daily police operations, and 4 WHEREAS, the City advertised RFP #06-07-024 for this purpose, and 5 WHEREAS, there were three responsive bids received in response to the RFP, 6 and 7 WHEREAS, the bids were analyzed for compliance with the specifications, and 8 WHEREAS, City staff has determined that Law Enforcement Supply Company 9 located in Miami, Florida, would be the best vendor to supply the units, and 10 WHEREAS, funding for this purpose is available in the General Fund and in the 11 Police Department budget, 12 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 13 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 14 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas 15 paragraphs are hereby ratified and confirmed as being true, and the same are hereby 16 made a specific part of this Resolution. 17 Section 2. AUTHORIZATION: The City Council of the City of Miami Gardens 18 hereby authorizes the City Manager to issue a purchase order to Law Enforcement 19 Supply Company in the amount of $60,875.00 for the purchase of fifteen (15) Talon 20 handheld/mounted speed enforcement units and two (2) Smart speed enforcement 21 trailers for the Police Department. 22 Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 55 upon its final passage.
