Summarv Section 2.1 (B) of the City Charter (Attachment 1) provides for the selection of a Vice- Mayor, to serve in the absence or inability of the Mayor to perform, for a maximum term of finro (2) years. The current Vice-Mayor was appointed by the Council in July, 2005 and his term of office will expire at the July 25, 2007 Council meeting. Recommendation: I recommend approval of the resolution, designating a Couniclmember to serve as the Vice-Mayor for a maximum term of finro-years, effective July 25~', 2007. K-1) RESOLUTION VICE-MAYOR APPOINTMENT Resolution No. RESOLUTION No. 2007- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPOINTING TO SERVE AS VICE-MAYOR FOR A TERM OF TWO (2) YEARS EFFECTIVE JULY 25, 2007; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, pursuant to Section 2.1(b) of the City's Charter, the City Council is to 2 select a Vice-Mayor, who is to serve a term of no more than two (2) years, and 3 WHEREAS, Councilman Oscar Braynon, II has served as Vice-Mayor for a finro 4 (2) year period, and 5 WHEREAS, the City Council is required to appoint a Councilmember to serve as 6 Vice-Mayor for the next term, 7 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 8 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 9 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas 10 paragraphs are hereby ratified and confirmed as being true, and the same are hereby 11 made a specific part of this Resolution. 12 Section 2. APPOINTMENT: The City Council of the City of Miami Gardens 13 hereby appoints to serve as Vice- 14 Mayor for the City of Miami Gardens for a finro (2) year term commencing July 25, 2007 15 and ending July 24, 2009. 16 Section 3. ARTICL.E (I. MAYOR, VlCE-MAYOR AND CITY GOUNCIL 5ection 2.1 Niayor and Vice-Mayor. (A) Powers of fhe Mayar. The Mayor shali preside at meetings of the Councif and be a voting member of the Council. In addition, fhe Mayor shall have the following specific respansibilities: (1) The Mayar shall present a S#ate of the City address annual}y~ (2) The Mayor may create and appaint subject to Council approval, committees of the Cauncil, which may include non-Council members. (6} The Mayor shall app4int the City Manager, City Attorney and City Clerk subject ta the approval ~f the majority of the Council. (B} Vice-Mayor Shall be selected by the Ciry Council at it first duiy held meeting, and shall serve a term of no more than 2 years. During the absence or incapaciiy af the Mayor, the Vice-Mayor shall have all the powers, a~athority, duties and responsibilities of the Mayor. Section 2.2 City Cauncil. There shall be a City Cauncii (#he "Council") vested with all legislative powers of the City. The Counci) shal! consist of the Mayor, and six Council members ("Council members"}. References in fhis Charter t~ the Council andlar Council members shall include the Mayor unfess the context dictates otherwise. Section 2.3 Election and Term of O~ce. (A) Elecfion and Term of CJffice.
