Staff Summary There are several safety items that Police Officers and Community Service Aids require in order to perform their duties. These items include but are not limited to: bullet resistance vests, riot helmets, utility belts, plus miscellaneous items such as police tape, evidence bags, safety cones etc. The City will supply each officer with one vest, one helmet, one gas mask, utility belt as well as provide each mobile unit with all the necessary safety items to ensure the officers safety and to assist in performing their duties. ~ Based on the Command staff's years of experience and knowledge regarding the different safety supplies' manufacturers and models a determination was made as to what items best suited the needs of the City's officers. Purchasing staff worked with Police Department to prepare specifications based on the determination that a term contract was needed to purchase safety items for an initial period of one year with option to renew annually, not to exceed a maximum of three years, subject to the appropriation of funds. The specifications were prepared to award in six groups of similar items. The bid was advertised on June 8, 2007. A broadcast notice was issued J-1) CONSENT AGENDA RESOLUTION LAW ENFORCEMENT SUPPLY COMPANY / PURCHASE ORDER to 365 suppliers. Eighteen vendors requested bid packages. Eleven bids were received and publicly read on June 21, 2007. Not all of the bids received submitted on all groups. (Bid tabulation- Attachment A) The bids were evaluated for compliance with the specifications and the companies' ability to provide the items as required. The apparent low bidder, for Group A, Group C, and Group F is Law Enforcement Supply Company, Inc. located in Miami, Florida. The apparent low bidder for Group B is Dana Safety Supply Inc., located in Miami, Florida. Group E will be awarded per line item to the apparent low bidders. Group D is not recommended for award as none of the bids met specifications. It is anticipated that expenditures for Group A, B, C and E will not exceed the City Manager's spending authority and therefore is not included in this agenda item for your approval. Recommendation That the City Council approve the attached resolution authorizing the City Manager to issue purchase orders to Law Enforcement Supply Company for Group F which is the bullet resistant vests, riot helmets and riot control gas masks in the amount of $134,720.00. Funding for this expenditure is available in the Police Department Budget. RESOLUTION No. 2007- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE ORDERS TO LAW ENFORCEMENT SUPPLY COMPANY IN AN AMOUNT UP TO $134,720.00 FOR THE PURCHASE OF BULLET-RESISTANT VESTS, RIOT HELMETS AND RIOT-CONTROL GAS MASKS FOR THE POLICE DEPARTMENT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, there are numerous safety items that police officers and community 2 service aids require in order to perForm their duties in the protection of the citizenry of 3 Miami Gardens, and 4 WHEREAS, among these items are bullet-resistant vests, riot helmets, riot- 5 control gas masks, utility belts, and various miscellaneous items such as police tape, 6 evidence bags, safety cones, and so forth, and 7 WHEREAS, the City intends to supply each police officer with one vest, one 8 helmet, one gas mask, and one utility belt and to provide for each mobile unit all of the 9 necessary safety items to ensure the officers' safety and to assist them in the 10 perFormance of their duties, and 11 WHEREAS, the Purchasing staff has worked with the Command's staff in order 12 to prepare specifications based on the determination that a term contract is needed to 13 purchase safety items for an initial period of one year, with an option to renew annually, 14 not to exceed a maximum of three years, subject to the appropriation of required funds, 15 and 16 WHEREAS, specifications were prepared to award in six groups of similar items, 17 and the bid was advertised on June 8, 2007, and a broa~cast notice was issued to 365 18 suppliers, and 19 WHEREAS, the bid submissions were received and collated in groups, and 20 WHEREAS, Law Enforcement Supply Company was found to be the lowest, 21 responsive bidder for Group F purchases which include bullet-resistant vests, riot 22 helmets and riot-control gas mask, in the amount of $134,720.00, for which there is a 23 budgeted allowance, 24 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 25 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 26 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas 27 paragraphs are hereby ratified and confirmed as being true, and the same are hereby 28 made a specific part of this Resolution. 29 Section 2. AUTHORIZATION: The City Council of the City of Miami Gardens 30 hereby authorizes the City Manager to issue purchase orders to Law Enforcement 31 Supply Company in an amount of $134,720.00 for the purchase of bullet-resistant vests, 32 riot helmets and riot-control gas masks for the Police Department. 33 Section 3.
