Staff Summarv The City Council approved the purchase of the Police and Public Works properties on April 11, 2007. The telecommunications company that occupied the buildings left behind computer work stations, file cabinets, office chairs, side chairs, outdated computer hard drives, monitors and telephone equipment. Some of the office furniture has been salvaged and will be used in the Police department as well as in other City departments. However, much of the furniture is broken, outdated and unusable. The City is beginning to replace personal computers which were purchased when the City first incorporated. These PCs do not have sufficient capacity to meet our software and hardware needs and requires surplus. Our Fleet Division has recently replaced a 1998 two-cubic-yard Chevrolet dump truck previously used by Public Works. This unit was purchased used and is fully depreciated. It requires continuous repairs in order to function and is recommended for surplus. J-5) CONSENT AGENDA RESOLUTION SURPLUS PROPERTIES An inventory of these and other miscellaneous surplus items is attached (Exhibit A). The City participated in the Southeast Florida Cooperative Group RFP for Auction Services. Fisher Auction Company, Inc. located in Miami, Florida was awarded "On- Site Auction Services" and Lone Star Auctioneers, Inc. located in Ft. Worth, Texas was awarded "Internet Auction Services". Staff will arrange to have one of the Auction companies auction the vehicle and miscellaneous equipment and office supplies. Recommendation We recommend that the City Council declare the property as surplus and approve the attached resolution, authorizing the City Manager to dispose of the surplus property. RESOLUTION No. 2007 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, DECLARING CERTAIN CITY PROPERTIES AS SURPLUS AND NON-SALVAGEABLE; AUTHORIZING THE CITY MANAGER TO DISPOSE OF SUCH PROPERTIES IN THE MOST EFFICIENT AND ECONOMICAL MANNER APPROPRIATE TO THE CIRCUMSTANCES, IN ACCORDANCE WITH LAW; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, the City has certain properties including, but not limited to, various 2 pieces of office equipment acquired in connection with purchase of the new police 3 department facility, various personal computers purchased at the time of the 4 incorporation of the City, and a 1998 two-cubic-yard Chevrolet dump truck, previously 5 used by the Department of Public Works, and all of which is described upon Exhibit A, 6 attached hereto, and 7 WHEREAS, in the interest economic efficiency and pursuant to statutory and 8 charter procedures, it is appropriate, on advice of staff, to declare such properties 9 surplus and non-salvageable, and 10 WHEREAS, there are various means of economically disposing of such 11 properties, 12 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 13 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 14 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas 15 paragraphs are hereby ratified and confirmed as being true, and the same are hereby 16 made a specific part of this Resolution. 17 Section 2. DECLARATION OF SURPLUS PROPERTIES; AUTHORIZATION: 18 Upon inquiry and advice, the City Council hereby declares the properties described 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 upon Exhibit A, attached hereto, surplus and non-salvageable properties, and the City Manager is hereby authorized and directed to take such steps as shall be necessary and appropriate to dispose of same, consistent with applicable law, and to cause the descriptions thereof to be removed from the applicable City inventories, Section 3.
