Crew, City Manager Date: July 18, 2007 Re: Proposed Budget FY 07-08 Please find under separate cover, my proposed operating budget for FY 07-08. I am pleased to say that I believe we can continue our forward progress under this budget. As we did last year, the Council needs to set a maximum proposed millage rate at this meeting. I have recommended maintaining our current millage rate of 5.1488 mills. Also as a part of this resolution, City Council will be setting the two official budget hearings required by law. I have proposed that the first be set on our first regular Council meeting night, September 12, 2007 at 6 p.m. The second is proposed for 6 p.m. on Tuesday, September 25, 2007, the same night as our rescheduled regular Council meeting. RECOMMENDATION: That City Council approve the resolution setting the proposed millage and public hearing dates. K-1) RESOLUTION PROPOSED MILLAGE RATE 1 FISCAL YEAR 2007/2008 RESOLUTION NO. A RESOLUTION OF THE CITY OF MIAMI GARDENS, FLORIDA, ESTABLISHING THE PROPOSED MILLAGE RATE FOR FISCAL YEAR 2007-2008; STATING THE ROLLBACK RATE; SETTING THE DATE, TIME AND PLACE OF PUBLIC HEARINGS TO CONSIDER THE PROPOSED MILLAGE RATE AND TENTATIVE BUDGET; PROVIDING FOR DIRECTIONS TO THE CITY CLERK; PROVIDING FOR REPRESENTATIONS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Chapter 200, Florida Statutes, provides for a uniform procedure for the adoption of ad valorem tax and millage rates as~ociate therewith, and WHEREAS, Section 200.065, Florida Statutes, provides for the adoption of a tentative millage rate, together with the establishment of a rolled-back rate computed pursuant to Section 200.065(1), Florida Statutes, and WHEREAS, on July 1, 2007, Marcus Saiz de la Mora, Acting Property Appraiser of Miami-Dade County, Florida served upan the City a Certification of Taxable Value, certifying to the City its 2007 taxable value and WHEREAS, the City Manager has recommended a budget and a proposed millage that will support the same, based upon the preliminary certified property values provided by the Property Appraiser, and WHEREAS, the provisions of Section 200.OFi5, Florida Statues, require that the City, within thirty-five (35) days of service of the Certification of Taxable Value, furnish to the property Appraiser and Tax Collector the proposed millage rate and the date, time and place at which public hearings will be held to consider the proposed millage rate and the tentative budget, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: Section 1. ADOPTION OF REPRESENTA.TIONS: The foregoing Whereas paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2. ADOPTION OF PROPOSED MILLAGE RATE: The City Council hereby adopts and establishes the proposed millage rate for FY 2007/2008 at 5.1488, which is $5.1488 per $1,000.00 of assessed property within the City of Miami Gardens, Florida. Section 3: COMPUTATION OF ROLLBACK RATE: The roll-rate is $4.2458 per $1,000.00 of assessed property within the City of Miami Gardens, Florida which is a 21.26% increase over the roll-back rate. Section 4. ESTABLISHMENT OF DATE, TIME AND PLACE OF PUBLIC HEARING: The date, time and place of the first and second public hearings on the proposed millage rate and tentative budget is set by the City Council as follows: Date Time Place First Budqet Hearinq: Wednesdav September 12, 6:00 p.m 2007 Citv of Miami Gardens 1515 NW 167 St., Bldq. 5, #200 Miami Gardens. FL 33169 Second Budqet Hearinq: Tuesdav September 25, 2007 6:00 p.m. Citv of Miami Gardens 1515 NW 167 St., Bldg. 5, #200 Miami Gardens, FL 33169 Section 4. DIRECTIONS TO THE CITY CLERK: The City Clerk is directed to send the original Certification of Taxable Value and a certified copy of 2 RO1-33 this resolution to the Property Appraiser and the Tax Collector on or before August 3, 2006. Section 5. EFFECTIVE DATE: This resolution shall be effective immediately upon its adoption.
