CITY MANAGER'S OFFICE
• Continued preparation of the FY OS budget.
• Attended weekly police transition meetings.
• Met with the property owner who owns the triangle piece of property at the Police Station.
Ordered an appraisal.
• Met with realtor for the consideration of purchase of a property at Bunche Park.
• Met with a potential vendor of a red-light running system for the City.
• Interviewed Finance Director applicant.
PUBLIC WORKS (Tom Ruiz)
1. Staff continues to perform asphalt street repairs and concrete sidewalk repairs and
installation with A.D.A ramps at the corners on- going citywide.
2. StafF continues to clean and maintain bus bench areas throughout the City.
3. Staff continues to mow public right-of-ways to ensure that the roadways are aesthetically
pleasing.
4. Staff continues to trim and prune trees citywide.
5. Coordinated tree planting (100) along NW 151 Street and Railroad Drive with KMGB.
6. Continue to perform/check storm drain cleaning inspections.
7. NW 27th Ave Beautification Project has been completed in our City. We continue to
coordinate the project with the City of Opa-Locka on project activities, inspections and
payment of invoices.
8. Public Works is in the process of moving the equipment and operations from the Myrtle
Grove Inspection Station to the new public work's facility (1050 NW 163 Drive).
9. The drainage project on NW 175 Street started on June 29, 2007. (25 % of catch basins
French drains have been installed).
10.On July 11, 2007 Public Works Department had a meeting with AT&T to address permitting
and restoration issues on City's Right-of-Way.

MONTHLY REPORT
11.On July 12, 2007 Public Works (Mariana) met with DR. Horton (Mr. Karl Albertson & Tony
Polombo) to discuss the drainage situation between the new houses constructed on first
phase of the project. We discussed the possibility of the new yard drainage system may not
be the solution for the problem.
12. Public works permits processed (15) driveways, (6) paving and/or drainage, and (19)
utility/banners, (1) parking lot re-striping for a total of 52 Permits issued.
13.Attended the City's DRC Meeting on July 12, 2007.
14. Director attended the Local Mitigation Strategy Meeting at Miami Beach on June 13, 2007
15. Met with the County (Mike Gambino) to discus the National Flood Insurance Program
(NFIP).
16. Workshop with FPL 911 Calls at the TMC Center 5110 NW 159 Street Miami, FI. Discussed
the procedures on Police / Fire Process in reporting wire and/or pole down with the process
review (Fax / On-line reporting).
17. Met with Karl Thompson (North Miami Beach) on their 5 year on-going water plant
expansion plan into the area where they bought all the properties.
18. Director attended the Go Green seminar in the City of Coconut Creek on June 28, 2007.
19. Interviews for the Public Works Inspector on June 29, 2007.
20. Met with the Carol City Community Center committee and Judson to discus project issues
from the plans and specifications.
21. Met with Jay Marder and Chris Steers to implement the traffc intersection studies from the
Transportation Element from the Comprehensive Master Plan on July 11, 2007.
22. Attended a workshop with Denese Williams and Pam Thompson for debris recovery from
FDOT and the State on July 12, 2007 at FDOT District #S facility.
23. Met with BEA Engineers on the Police Department Facility.

MEDIA AND SPECIAL EVENTS Coordinator (Ula Zuckerl
• In the process of planning the City's annual community day celebration which will be held
on Saturday, July 28th, 2007.
• Met with Tomorrow's Strategies to discuss branding campaign the City will kick-off in 08'
FY.
• Participated in a sponsorship webcast: proposal writing for sponsorships.
• Community Outreach department recently hired a new Events and Media Planner, Debra
Anderson.
• The MLK Advisory Committee has started to meet and plan the 2008 MLK celebration
event.
• In the process of developing marketing Items, applications and event plan for the Miami
Gardens Scholarship pageant. Recruitment will begin in September. Pageant will be held
in February 08'
• Working with IT Department - we are in the process of developing a website for the Miami
Gardens Scholarship Pageant.
• Annual Hurricane Bulletin was mailed to every Mail Gardens household; each household
should have received one on the mail.
• The Community Outreach division entered an award competition for event marketing
materials. Items from several different events have been submitted for the Red Baron
Award. Award winners will be announced in August at the Florida Festival and Events
Conference.
• Met with Miami Dade Community College in an effort to establish a relationship and to
help promote the college and education to our community members by inviting our MDCC
to events.
• Attended Alonzo Mourning's Summer Groove Gala Dinner.
• Department is making an aggressive effort to outreach to our business contacts and
people we have relationships with in order to foster sponsorship opportunities for the
events and other programs.
• Media clippings and outreach to the news media has been very good this month.
INFORMATION TECHNOLOGY (William Henderson)
Travel / Training
i. William Henderson attended the Florida Local Government Information
Systems Association (FLGISA) annual summer conference in St. Augustine,
FI.
ii. Tristan Lattibeaudiere attended OSSI training for the Police CAD system.
There was a certification exam issued which Tristan passed.

Community Emergency Response Team (CER~ graduates - 14 graduates were in

Canada there were 98 City of Miami Gardens Seniors that attended, through sponsorship
of themselves.
^ Attended Bi-monthly meetings of the North Dade Campus & Community Alliance at St.
Thomas University. Discussion and critique of the workshop entitled; "Undoing Racism"'"
& Community Organizing Retreat°. The committee recommended that the People's
Institute; be invited to return to present the workshop.
^ Presently organizing and coordinating in conjunction with the Elderly Affairs Committee a
project entitled; "Seniors Share Mart'; to be conducted in July, 2007, and each week-end
during the month of August.
^ Met with the President & CEO of the Alliance for Aging, Inc., an area agency on Aging for
Miami -Dade County.
• Attending bi-monthly meetings in preparation for the Annual Family Fall Festival to be held
October 31, 2007 at Dolphin Stadium.

Follow up on vehicles and equipment in repair status, schedule routine service and warranty
repairs, coordinate vehicles spare key duplication, sort and stack in key box. Assist with Police
Fleet inspection at Calder, installed hubcaps on 12 vehicles. Perform fleet inspection at Public
Works and Parks Maintenance facility, rearrange parking of vehicles at City Hall, and attend
demonstration of in car camera system at Police department. Meeting with Asst. City Manager
Mr. H. McHugh, continued with paperwork and vehicle registration and tag assignment.
06/25 to 06/29/2007.
Follow up on repairs, schedule routine services, and review past weeks Vehicle Condition
Reports and Fuel Receipts. Meeting with Asst. City Manager Mr. H. McHugh, and Meeting with
Controller in Finance Department. Assist with Police Fleet inspection at Calder, installed hubcaps
on 6 vehicles. Meet with vender and Public Works Manager at PW facility to inspect and quote
on damages to vehicle from weekend vandalism. Completed hubcap installation on Police
vehicles, pick up registration and tags from agency, follow up on warranty repairs on Police
vehicles, and perForm complete fleet inspection.
07/02 to 07/06/2007.
Follow up on vehicles in repair status, review last week's VCRs and Fuel Reports, perform fuel
reconciliation, receipt on invoicing, requisitioning and filing. Assist with Police fleet inspection at
Calder, continued with paper work and filing. Off 4`h July.
Start at PW Facility, due to the vandalism and theft over the holiday. Perform inspection with HR
Risk analyst and assist with securing the Storage Containers, Gate and Fence. Call in Welding
Vendor to perform repairs on containers.
07/09 to 07/13/2007.
Start at PW Facility, Meet with Vermeer Stump Grinding Machine Technician, received vehicle
from warranty repair, road test and deliver to using department.
Meet with Asst. City Manager Mr. H. McHugh. Follow up on vehicles in repair status and
schedule routine services and needed repairs. Review estimates of damages to vehicles, tools
and equipment loss with HR Risk analyst. Assist with Police Fleet inspection, and picked up
registration and tags from agency on way back to office. Meet with Sales Representative, Sales
and Service manager from Bobcat of Metro Dade to discuss frequency of repairs and down time
of Tool Cat. Continue with paper work to end of work day. Meet with technician from Palmetto
Motorsports to perform warranty repairs to Kawasaki Mules at Parks. Install, replace missing and
faded City Seals and Decals on vehicles and perform complete fleet inspection including
Corrections Crew vehicles.

PLANNING - Jay Marder and Bhairvi Pandva
• Transit Circulator Feasibility Analysis - Miami Dade County Metropolitan Planning
Organization's project manager has provided city staff with draft alternatives for a
circulator to review. Consultant is David Plummer & Associates.
• State Road 7 Livable Community Study - Communicated with District IV, FDOT
regarding their project to six-lane SR-7 as related to the Mulroney Dodge dealership
modifications.
• MiMo Architectural Survey Project - Report and draft architectural guidelines to be
presented to the City Council at September 4 Zoning Meeting. Again, 22 significant MiMo
buildings in the City are included which has been submitted to the Florida Department of
State to recognize those sites in the City as significant historic Miami Modem architecture.
• Florida Local Update of Census Addresses (LUCA) for 2010 - Submitted Technical
Assistance Grant application for a maximum grant award level amount of $1,320 to
Department of Community Affairs. City will not pursue a consolidated application with
Miami-Dade County contrary to county applying for LUCA grant on behalf of Miami
Gardens. However, the City is in communication with the county's LUCA contact and we
will coordinate our activities to the maximum extent feasible.
LAND DEVELOPMENT REGULATIONS - Jay Marder, Bhairvi Pandya, Cyril Saiphoo and
Oneca Lowery
Revise Sign Regulations - Land Design Innovations provided staff with summary of
workshop results. Summary provided to the City Council at the July 18, 2007 zoning hearing
meeting. LDI and city staff held conference call to draft regulations and schedule. Draft
regulations are expected to be provided to staff early August, with a 2nd stakeholder's
workshop scheduled for September 19, 2007 to present draft regulations. Notifications will be

sent out mid August advising of details. Working towards first reading to adopt new
regulations at November zoning meeting.
Permitted Uses, Site Dimension, Definitions, Special Footnotes and Summary Tables -
Identified and listed all permitted uses under current zoning code. Summarized all uses
under current zoning code per each "use category". Developed definitions for each use and
use category with related footnotes. Ongoing.
ZONING - Cyril Saiphoo, Nixon Lebrun, Oneca Lowery
Public Hearings -
1. Antioch Missionary Baptist Church Expansion - Applicant has submitted revised
plans, and request is tentatively scheduled for the Oct. 3, 2007 City Council Zoning
meeting. Staff review and recommendation expected mid August.
2. Miguel Hernandez - Applicant is requesting create two duplex lots from a single
family lot requiring a lot frontage variance. Application is scheduled for the Sept. 5,
2007 City Council Zoning meeting. Recommendation are prepared and will sent to
applicant by July 20, 2007
3. Cornnerstone Church - Applicant is requesting the church in conjunction with the
approved daycare. Applicant is scheduled for the Sept. 5, 2007 City Council zoning
meeting. Staff recommendation is expected to be sent to applicant by July 20.
4. Majorca Isles Community Development District - applicant is requesting an
expansion of the CDD to include a 6.4 arce parcel. The applicant is scheduled for the
Sept. 5, 2007 City Council zoning agenda as a consent agenda item. There are no
outstanding issues at this time. Staff recommendation will be sent out July 20.
5. Miami Tower, LLC - Applicant is requesting new tower in new location and removing
existing tower. On going negotiations on dedication of 25.0' wide strip of land to City;
and negotiations of removal of all melaluca tress has been proffered by the applicant.
Applicant will amend proffered declaration of restrictions at public hearing. Applicant is
scheduled for the July 18, 2007 City Council zoning meeting.
6. Palmetto Expressway Business Park - Applicant requesting a use variance to allow
an Enterprise Rent a Car operation. Applicant is scheduled for the July 18, 2007 City
Council zoning meeting. Jay, Cyril met with Ron Book, representative for applicant to
discuss condition of requiring sidewalk as part of staff's recommendation of approval.
Condition remains part of staffs recommendation.
7. Advance Business Park (City Furniture) - Applicant is requesting a non-use
variance to increase size of sales area. Applicant is scheduled for the July 18, 2007
City Council zoning meeting. No outstanding issues recommendation.
Development Review - Bharivi Pandya, DRC Coordinator
1. Palmetto Gardens Village Shopping Center at NW corner of Palmetto
Expressway and 37~' Avenue - Reviewed revised plans with applicant for
redeveloped shopping center which reflected curb and gutter sidewalks on NW

Committee reviewed the Stadium's plans to continue to utilize the Snake Creek
Canal right-of-way bank on the south side of the canal for parking. The plans are to
be permitted by the South Florida Water Management District. This land is not on
the Stadium property and is therefore subject to the City's permitting process.
There is no planned construction that would require a permit from the City.

• Tootsie's - Cyril prepared documentation sent to Code Enforcement indicating the ACS
sign is not in compliance due to the declaration not being proffered for its' use. Code
Enforcement is too take actions deemed necessary to enforce the issue.
• Departmental Filing System - New file shelving scheduled to arrive week of 7-29. File
folders have been ordered and labef system agreed upon. Vendor to provide software
template for new labels.
• Miami Dade Transit Charrette Reports - Continued coordination including meeting with
Miami Dade County Transit representatives to review the City's comments on the 183rd
Street and 199th Street Charrette Plans prepared by the County; Continued interface with
the County's consultants to clarify recommended revisions needed to make the reports
acceptable to the City.
• Miami Dade Transit Stations - As the North Corridor project proceeds, Transit is
trimming the budget due to increased costs and financial feasibility concerns. Several
important architectural elements are being eliminated. Staff has discussed the City's

^ On June 30, Aquatic Management Services had their first Splash Bash at Norwood, Brentwood,
Myrtle Grove, and Bunche Pools. The day included bounce houses, water slides, music, fun food,
and giveaways. Over 300 people came to the pools and enjoyed the festivities.
