Proposed Resolution waiving competitive bidding and authorizing the City Manager to
issue purchase order for the purchase of Electronic Control Devices for the Police
Department.
Staff Summary
When the MGPD transitions police service from Miami-Dade County (MDC) on
December 1, 2007, Electronic Control Devices (ECD) made by Taser International will
be an integral part of daily police operations. ECDs provide officers with a less lethal
force option to assist in restraining a subject who is combative or offers physical
resistance. ECDs will enable officers to subdue persons from harming themselves or
others. The ECD is a device that temporarily immobilizes and incapacitates subjects so
officers are able to reduce threats and safely apprehend otherwise unruly subjects.
ECDs serve as a valuable tool to enhance officer safety and the safety of others by
reducing officer shootings and injuries.
Prior to issuing the ECDs, officers will be required to attend an eight (8) hour ECD
certification course and demonstrate proficiency and policy knowledge.
Taser International is the sole source manufacturer of the patented less than lethal
Electro Muscular Disruption device (Taser). If approved, the City would be contracting
with DGG Taser and Tactical Supply, located in Jacksonville, Florida, which is the sole
authorized distributor for Taser International in the State of Florida. The Miami Gardens
Police Department will be purchasing Tasers with Cam AudioNideo recording for
enhanced accountability. The Cost per unit is $1418.70 including holster, and staff is
requesting the initial purchase of 40 units for a total initial cost of $56,748.08. It is
anticipated that the Police Department will purchase additional devices in the future as
officers obtain the necessary certifications to carry these weapons.

That the City Council approve the attached resolution waiving competitive bidding and
authorizing the City Manager to issue a purchase order to DGG Taser & Tactical
Supply for the purchase of ECD devices not to exceed the budgeted amount.
RESOLUTION No. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE
PURCHASE ORDERS ON AN AS NEEDED BASIS TO DGG TASER,
INC., FOR THE PURCHASE OF ELECTRONIC CONTROL DEVICES
FOR THE POLICE DEPARTMENT IN AN AMOUNT NOT TO EXCEED
$56,748.08; WAIVING THE COMPETITIVE BIDDING REQUIREMENTS
OF THE CITY PURCHASING ORDINANCE; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE
DATE.
1 WHEREAS, the City of Miami Gardens is in the process of creating its Police
2 Department and hiring Police Officers, and
3 WHEREAS, Electronic Control Devices ("ECD") will be an integral part of daily
4 police operations, and
5 WHEREAS, ECDs provide police officers with a less lethal force option in assist
6 in restraining suspects who are combative, and
7 WHEREAS, the City Manager recommends that the ECDs be purchased from
8 Taser International, and
9 WHEREAS, DGG Taser, Inc., located in Jacksonville, Florida, is the only
10 distributor of Taser International ECDs in the State of Florida, and
11 WHEREAS, it is expected that the cost per ECD unit will be $1,418.70 which will
12 include a holster, and
13 WHEREAS, an initial purchase of forty (40) units will be made at a cost of
14 $56,748.08, and
15 WHEREAS, it is anticipated that if additional tasers are required, they will be
16 purchased by the City Manager using his authority,
17 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
18 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
19 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
20 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
21 made a specific part of this Resolution.
22 Section 2. AUTHORIZATION: The City Councif of the City of Miami Gardens,
23 Florida, authorizes the City Manager to issue purchase orders to DGG Taser, Inc., for
24 the purchase of Electronic Control Devices for the Police Department, in an amount not
25 to exceed $56,748.08.
26 Section 3. WAIVER OF COMPETITIVE BIDDING: In accordance with Section
27 15(a) of the City's Purchasing Ordinance, the City Council hereby authorizes a waiver of
28 the competitive bidding requirements of the purchasing code.
29 Section 4. EFFECTIVE DATE: This Resolution shall take effect immediately
30 upon its final passage.
