Staff Summary
Governing Board passed the attached resolution that requested Congress to provide the necessary
funding for bringing the Herbert Hoover Dike into compliance with current levee standards. As you are
aware, the dike, which provides flood protection for communities surrounding Lake Okeechobee, does not
meet levee safety standards and has structural deficiencies.
Failure of the dike would have catastrophic consequences for communities surrounding ~ake
Okeechobee. As the impact of the failure of the dike would be felt throughout South Florida, the District is
requesting that local governments enact resolutions supporting the attached District resolution.

RESOLUTION No. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, REQUESTING THAT THE UNITED STATES
CONGRESS APPROPRIATE FUNDS NECESSARY TO BRING THE
HERBERT HOOVER DIKE INTO COMPLIANCE WITH CURRENT
LEVEE PROTECTION SAFETY STANDARDS; TO EXPEDITE FUNDING
FOR THE IMPROVEMENTS THROUGH PROMPT ENACTMENT OF
THE ENERGY AND WATER APPROPRIATIONS BILL OR SOME
OTHER MECHANISM; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR INSTRUCTIONS TO THE CITY
CLERK; PROVIDING AN EFFECTIVE DATE.
1 WHEREAS, Lake Okeechobee was impacted by four hurricanes during the 2004
2 and 2005 hurricane seasons, and
3 WHEREAS, subsequently, at the request of local community leaders, the
4 Governing Board of the South Florida Water Management District commissioned an
5 independent, expert review panel to evaluate all U.S. Army Corps of Engineers
6 documents concerning the structural integrity of the 140 mile-long Herbert Hoover Dike
7 surrounding Lake Okeechobee, and
g WHEREAS, the report found that the dike does not meet current levee protection
9 safety standards, and
10 WHEREAS, the failure of the dike poses a clear and imminent threat of
11 catastrophic proportion to the communities surrounding Lake Okeechobee, and
12 WHEREAS, the dike was not built to current levee engineering standards and
13 therefore needs expedited Congressional appropriations to be brought into compliance
14 with such standards,
15 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
16 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
17 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
18 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
19 made a specific part of this Resolution.
20 Section 2. REQUEST FOR APPROPRIATION OF FUNDS: The City Council
21 of the City of Miami Gardens, Ftorida, hereby requests the Congress of the United
22 States to appropriate funds necessary to bring the Herbert Hoover Dike into compliance
23 with current levee protection safety standards and to expedite funding for the
24 improvements through prompt enactment of the Energy and Water Appropriations Bill or
25 some other mechanism.
26 Section 3. INSTRUCTIONS TO THE CITY CLERK: The City Clerk is hereby
27 instructed to send certified copies of this Resolution to the President of the United
28 States, the President of the United States Senate, the Speaker of the United States
29 House of Representatives and to each member of the Florida delegation to the United
30 States Congress.
31 Section 4. EFFECTIVE DATE: This Resolution shall take effect immediately
32 upon its final passage.
33 PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF MIAMI
34 GARDENS AT ITS REGULAR MEETING HELD ON JUNE 13, 2007.
