Staff Summarv After Hurricane Wilma, Miami-Dade Police Officers, assigned to the City of Miami Gardens, were directing traffic to provide a safe and orderly flow of traffic until power was restored. Staff identified a need to have portable traffic signals in case of an emergency where street signals are inoperable. Portable traffic signals would be used to ensure continuous traffic flow in the intersections where the street signals are damaged or if there is a power outage which will allow police officers to attend other priorities related to a local state of emergency. The Department of Homeland Security, through the Office of Grants and Training is providing financial assistance to several agencies in the Fort Lauderdale urban Area. Financial assistance will be provided to the City of Miami Gardens through the Fiscal Year 2006 Urban Area security Initiative (UASI) Grant Program for the purchase of 18 portable traffic control signals for a total of $154,000.00. J-4) CONSENT AGENDA RESOLUTION 1ST INTERNATIONAL, LTD The City of Coral Springs purchased eleven traffic signals from IST International, located in Cincinnati, Ohio after Hurricane Wilma. Coral Springs conducted research on portable traffic signals and purchased eleven units from IST immediately after the storm. Coral Springs' police personnel were very satisfied with its operation and are purchasing ten more units for a total of 21. IST International LTD. owns the patent on the concept of the ultra-portable remote controlled traffic light which covers the function of the signal. (see attached letter) Some of the features that make IST's signals easy to operate are as follows: • They have all the colors of a regular signal and green turn arrows, whereas other similar systems are used for construction work zones, have one or finro colors and do not have turn arrows. • IST's signals can fit within any intersection with less traffic obstruction and can be operated by remote. Other larger units are twice as expensive and more difficult to transport and setup. • Solar panels help sustain the batteries, and when needed, battery change-outs are easily done. • All of the parts are interchangeable which makes them easier to maintain, especially in an emergency. • Storage of the signals when not in use is easier due to their compact size. IST International LTD has offered the cities a 34% discount from their original list price of $11,385. The City's cost for each signal including is $7,498.20. The cost of the trailer to haul the signals is $ 9,962.00, and the cost for four additional batteries and accessories is $8,979.40. Staff recommends waiving competitive bidding and authorizing the City Manager to issue a purchase order for the purchase of 18 portable traffic signals including accessories, trailer to IST International LTD in the amount of $153,909.00. RESOLUTION No. 2007- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, WAVING THE COMPETITIVE BIDDING REQUIREMENTS OF THE CITY'S PURCHASING ORDINANCE AND AUTHORIZING THE CITY MANAGER TO ISSUE A PURCHASE ORDER TO IST INTERNATIONAL, LTD, IN THE AMOUNT OF $153,909.00 FOR THE PURCHASE OF PORTABLE TRAFFIC SIGNALS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, in the event of an emergency, in order to keep traffic flow orderly 2 and to minimize injury, it is necessary for the City to have a supply of portable traffic 3 signals to be used by the Police Department, and 4 WHEREAS, the City of Coral Springs purchased 11 traffic signals from IST 5 International, Ltd, and have indicated satisfaction with their operation, and 6 WHEREAS, the City Manager is recommending that the City Council waive the 7 competitive bidding requirements of the City's Purchasing Code and authorize the City 8 Manager to authorize a purchase order to IST International, Ltd, in the amount of 9 $153,909.00, and 10 WHEREAS, funding for this purpose is available through the Fiscal Year 2006 11 Urban Area Security Initiative Grant Program, 12 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 13 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 14 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas 15 paragraphs are hereby ratified and confirmed as being true, and the same are hereby 16 made a specific part of this Resolution. 17 Section 2. AUTHORIZATION: The City Council of the City of Miami Gardens, 18 Florida, hereby authorizes the City Manager to issue a purchase order in the amount of 19 $153,909.00 to IST International, Ltd. 20 Section 3. WAIVER OF COMPETITIVE BIDDING: In accordance with Section 21 15(a) of the City's Purchasing Ordinance, the City Council hereby authorizes a waiver of 22 the competitive bidding requirements of the Purchasing Code. 23 Section 4.
