GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY
ATTORNEY TO NEGOTIATE AND EXECUTE, A PURCHASE AND SALE
AGREEMENT BETWEEN THE CITY OF MIAMI GARDENS AND
WACHOVIA BANK IN SUBSTANTIAL FORM AS THAT AGREEMENT
ATTACHED HERETO AS EXHIBIT A; PROVIDING FOR THE ADOPTION
OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE.
For the past several years, I have been working on a long-term project to identify and bring to
City Council for consideration, a physical site for a future City Hall building. We currently rent
our present location, and it has been discussed often that we eventually need to find a central
location for City Hall.
I am pleased to bring you what I believe is a great site for a future City Hall that meets all of the
parameters that we have discussed. It is centrally located in the town center area and has
sufficient land to meet our current and future City Hall needs. It also will act as a key anchor for
the eventual town center redevelopment. This site is the current location of the Wachovia Bank
on NW 27t" Avenue. Wachovia is planning to move their operations further north on 27tn
Avenue, still in the City.
The property contains 4+ acres and an appraisal I had commissioned pegged the value at $4.2
million, the asking price. The environmental reviews I commissioner also found the property to
be uncontaminated. Funds for this purchase were included in the public improvement bonds of
2005 and 2007. A copy of the appraisal and Environmental report is available at Hillary's desk.
RECOMMENDATION: That City Council approve the purchase of the Wachovia
property utilizing funs available in the 2005 and 2007 public facilities bonds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY
ATTORNEY TO NEGOTIATE AND EXECUTE, A PURCHASE AND SALE
AGREEMENT BETWEEN THE CITY OF MIAMI GARDENS AND
WACHOVIA BANK IN SUBSTANTIAL FORM AS THAT AGREEMENT
ATTACHED HERETO AS EXHIBIT A; PROVIDING FOR THE ADOPTION
OF REPRESENTATIONS; PROVIDING AN EFFECTIVE DATE.
1 WHEREAS, the City Manager has negotiated with Wachovia Bank to purchase a
2 piece of property located at 18601 NW 27th Avenue, in the City of Miami Gardens, and
3 WHEREAS, the proposed property will be used for the future City Hall site, and
4 WHEREAS, funding for the purchase will be taken from public facility bonds
5 previously issued by the City Council in 2005 and 2007, and
g WHEREAS, it is expected, that the transaction will not close until early 2008 in
7 light of the fact that the Bank is still operating and will be in the process of closing down,
8 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
9 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
10 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
11 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
12 made a specific part of this Resolution.
13 Section 2. AUTHORIZATION: The City Council of the City of Miami Gardens
14 hereby authorizes the City Attorney and City Manager to negotiate and execute that
15 certain Purchase and Sale Agreement in substantial form as that Agreement attached
16 hereto as Exhibit A, and to take whatever steps are necessary and appropriate to close
17 on the transaction.

18 Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately
19 upon its final passage.
