CITY MANAGER'S OFFICE
• Served as a panelist at the University of Miami's Best Practices Conference along with
George Burgess (County) and Pete Hernandez (Miami).
• Began preparation of the FY 08 budget.
• Interviewed two applicants for the Finance Director position.
• Worked with the City's Lobbyists on the tax rotl-back exemption provision in the House
and Senate bills.
• Attended and spoke at the Police Chief's breakfast meeting with the Miami Gardens'
business community at Calder.
• Attended weekly police transition meetings.
• Met with other City Manager in Miami Beach to discuss the potential tax cuts.
• Interviewed potential technology employee to assist in the implementation of police
software systems.
• Met with principals of Atlantic Truck concerning redevelopment of their property on 7tn
Avenue Extension.
• Hosted for two days, a Federal Parole Agent for his leadership training class.
PUBLIC WORKS (Tom Ruiz)
1. Staff continues to perform asphalt street repairs and concrete sidewalk repairs citywide.
2. Continue to trim and cut grass and trees on city owned property.
3. Staff continues to clean and maintain bus bench areas and trash receptacles throughout
the city.
4. Coordinating with Vila and Son on the 27th Ave. Beautification project. 90% Completion
Also, installed 5 water meters. FPL connection service panels (2).
5. Straight-line Engineering installed 760 LF of sidewalk. The sidewalk was constructed
at the following locations:

• NW 155 Terr from NW 27 PI & NW 29 Ave.
• NW 27 Court from NW 155 Terr to 159 Street.
The total amount spent on this budget year for sidewalk installation is $96,202.60
6. On April 25, 2007 we had pre-construction meeting with Acosta Tractors, Inc. for the
installation of drainage infrastructure on NW 175 Street between NW 37 Ave & NW 42
Ave. We also submitted plans to Miami Dade County Public Works Dept. for their
approval.
7. On May 1, 2007 we meet with Rainbow Paving, Universal Truth CDD and Office of
Community & Economic Development (OCED) to discuss the completion of the
drainage project at Vista Verde area.
8. On May 2, 2007 we meet with Commissioner Jordan's office and the group mentioned
above to discuss the status of the additional funds in order to complete the drainage
project at Vista Verde as per original plans. Commissioner Jordan is working with OCED
Office for the additional $102,000.00. Also, Rainbow Paving will absorb the additional
cost of approximately $42,000.00 which includes price increases from the 2004 bid and
some additional paving and curb.
9. On Monaay 3, 2007 we meet with Vila & Son to address maintenance issues on Golden
Glades Landscape project.
10.FDOT Project: Milling and resurfacing of NW 27th Ave. between Ala Baha and NW
187th Street. Contractor: De Moya Group, Inc.

INFORMATION TECHNOLOGY (William Henderson)

than 4 times the capacity.
ii. This upgrade allows our entire system to be backed up onto one backup

i. We are recommending that our File Server (CN1GSERVER) be replaced
as the stability of this machine cannot be verified after repeated failures
IV. CMGSERVER Crash
i. Data
1. All data has been recovered since the hard drive failure
approximately one month ago.
2. All departmental data has been restored to the departmental
folders located on the "X" drive.
3. Some "My Documents" data recovered form the failed system is
still pending restoration to users. We have begun distributing this
data to individuals as is necessary.
V. IT Department Policy and Procedura
a. IT is in the process of developing a policies and procedures manual governing
key IT functions and tasks
b. This document will help to ensure universal application of IT standards and
prevent system downtime
c. Once completed and implemented this document will allow the IT division to
assume a preventative support posture as opposed to a reactive one.

Communitv Outreach Specialist (Lillie Q. Odom)
Coordinated and navigated the volunteers for the Education Compact, held at the
Miami Dade Public School Board's meeting with Superintendent Rudolph Crew. The
community participation was overwhelming with approximately 100 elected officials,
business leaders, educators, and residents in attendance.
Two buses to commute the volunteers to the meeting were sponsored by the Antioch
Baptist Church of Carol City and NEXTAFF (Buffy A. Butler).

held October 31, 2007 at Dolphin Stadium

Vehicle Condition Reports and Fuel Receipts, process requisitions and invoice receipts.
Started preparation of Code Enforcement Vehicles for delivery to using department, ordered
in filing supplies and set up files for all new vehicles. Perform complete fleet inspection at
Public Works and Parks Maintenance Facility.
04/23 to 04/27/2007.
Review inspection report from last Fleet inspection, Vehicle Condition Reports and Fuel
Receipts; scheduled repairs and routine services. Follow up on vehicle for repairs at Body
Shop. Out of office 04/24. Request Estimates for Spare Tires Stolen from City Vehicles in
parking lot at City Hall, follow up on Police Report. Continue on Vehicle File setup, fuel
receipt reconciliation and invoice receiving. Attended Safety Committee Meeting, assisted
with Accident Review Committee setup. Perform Complete Fleet inspection at City Hall's
parking lot, PW and Parks Maintenance Facility. Call in Tire Co. to perform repair of flat tires

04/30 to 05/04/2007.
Follow up on vehicles in repair status, review last Fleet inspection report, Vehicle Condition
Report and Fuel Receipts. Schedule repairs and services needed. Meeting with Welding and
Fabrication Co. to design and ir~.stall internal locking devices on Utility Trailers. Schedule
meeting with Asst. City Manager Mr. H. McHugh. Continue on Vehicle File setup, fuel receipt
reconciliation and routine office work. Attend meeting with Auto Nation Fleet Services
Manager at Maroone Chevrolet in Pembroke Pines to review concerns with vehicle in for

05/07 to 05/11 /2007.
Started at PW and Parks Maintenance Facility, Called in Florida Detroit Diesel to perform
warranty repair on New Sterling Dump Truck, stayed, monitored repair, and perform road test
after work was completed. Respond to and Assist HR Risk analyst with Vehicle accident
inspection. Completed Fuel reconciliation, participated on Accident Review Committee, and
started to replace all faded City Seal on Vehicles. Perform fleet inspection at PW and Parks
Maintenance Facility. Visited Fleet Truck and Tire in Hollywood to review estimate of work to
be performed, picked up vehicle from Fleet Truck and take to Maroone Dodge in Miami
Gardens. PerForm Fleet inspection on vehicles parked at City Hall's parking lot.
05/14 to 05/15/2007.
Follow up on vehicles in repair status, scheduled routine services, review Vehicle condition
reports, fuel receipts, and last vehicle inspection report. Received New Crew Cab Dump

Truck, and started to process registration. Attend EDEN training on Budget Preparation. Visit
PW and Parks Maintenance Facility to inspect completed installation of locking device on
Utility Trailers. Continue to set up vehicle files and completed all VCR filing for month.
HUMAN RESOURCES (Taren Kinqlee)
• Participated in the Police Department Transition Meetings. Coordinated the scheduling
of the initial interviews for 480 police officers which will take place in June and July
over a six week period. Began the hiring process for Police Captains and Sergeant
candidates.
• Staff attended a course on Law Leadership and Liability for Law Enforcement
Managers and Supervisors.
• The Safety Committee met to discuss workplace safety and health issues and identify
corrective measures.
• An Accident Review Committee was formed to determine if accidents are avoidable or
unavoidable and to make recommendation on degree of employee fault in accidents.
• Staff has coordinated the property appraisal of City parks. Reported scheduled to be
completed in 60 days and forwarded to the Florida League of Cities.
• Held several meetings with department supervisors regarding recruitment, discipline
and performance management. Developed job descriptions, administered benefits,
responded to unemployment claims, salary/benefit surveys, etc.

Initiatives
Coordinated meetings reference City's 2"d Annual Hurricane Expo: scheduling, sponsors,
vendors, staffing, corporate partnerships etc. Event is scheduled for June 9th in
partnership with the 27th Avenue Wal-Mart Store, presenters/sponsors include Miami-
Dade Fire Rescue, the Office of Emergency management, NOAA, Aventura Hospital the
Miami Humane Society, Miami-Dade Animal Control, The Florida State Attorney's Office,
The American Red Cross, and various vendors.
2. Continued follow up on Team Development for Building Department Staff regarding JRD
& Associates organizational analysis of building department and implementafion of new
policies and procedures.
3. Implementation of various recommendations underway: Recruitments for all level of staff
continue, new reporting structure being implemented, Customer Service Survey under
way with customer intercepts completed. Additional projects for Benchmarking and Fees
pending contract changes at May 9th Council meeting.
4. Recruiting for Assistant Administrator in the Building Department completed; offer made
and accepted, pending background.
5. EDEN: Go Live training for Licensing Module underway with Go-live date of May 21 St
Debugging of Parcels and Permits module continues, several internal and systems errors
being resolved.
6. Met with Human Resources regarding proposed positions for Building Department,
resolved salary and hiring ranges upgrading completed.
7. Build out for expansion of Code Enforcement and Planning and Zoning Departments 98%
complete; Still Pending Final Fire Inspection and C/O: Space Saving Cubicle System
ordered.
8. Visited the City of Plantation Building Department, met with Building Services managers
and directors and shared ideas and information.

• MASTER PLANS -
o Recoqnition of the Citv's Future Land Use Plan/CDMP - Won the Florida
Planninct and Zoninq Associations Outstandinq Innovation Award to be
presented June 8 at the FPZA's annual conference in Sarasota. Also,
published an article about the plan in Florida Planninq Maqazine, the monthly
newsletter by the Florida Chapter of the American Planning Association. Also,
scheduled to make a presentation about the plan to the Miami Dade County
Planner's Technical Committee for their June meeting.
o Transit Circulator Feasibility Analysis. - St~rvey provided to Mayor/Council
and several others. Consultant is David Plummer & Associates.
o State Road 7 Livable Community Study - Continued efforts will include
setting up presentations to FDOT and the MPO, working with FDOT to implement
the new proposed cross section instead of the simple repaving of SR-7 currently in
the Work Program, and developing wording for incorporation of guidelines and
design criteria in the City's new LDR.

o MiMo Architectural Survey ~roject - As noted last month, the consultant had
provided a draft report. The preliminary finding is that, there are over 122
significant MiMo buildings in the City. Their concentration will qualify the City for a
national historic district multiple resources (area-wide) designation. The consultant
has been given direction to prepare a city-wide nomination that will be submitted to
the Florida Department of State to recognize and designate the City as an area of
significant historic Miami Modern architecture. Expect to receive the Nomination
Forms and related information next week for review. Deadline to forward to State
Department is May 30, 2007. Also coordinated with the State Department and
consultant regarding a State Grant Amendment to include Urban Design
Guidelines in the scope of services (no additional charge to City). (Bhairvi
Pandya).
LAND DEVELOPMENT REGULATIONS - Jay Marder, Bhairvi Pandya and Oneca Lower
• Revise Sign Regulations - After the Council workshop on April 11, 2007, staff
compiled a scope of work to revise the entire sign code at Council's direction. That
scope has now been developed and one of our consultants, Land Design Innovations,
has been issued a notice to proceed.
• Window Signs Enforcement - Without going into arcane details, the Miami Dade's
sign code does not permit window signs. Simple observation reveals hundreds if not
thousands of violations. Rather than issuing violations at this time and incurring
unnecessary disruption of businesses, staff is considering a more careful approach to
correcting such violations.
• Land Development Regulations - Permitted Use Tables - Files have been
recovered as of May 14 and work is proceeding.
o Land Use Definitions are being revised
o Parking requirements table is being complied.
ZONING - Jay Marder, Bhairvi Pandya, Nixon Lebrun, Oneca Lowery, Jacquelyn Gardner
• Certificate of Use/ Occupational License Applications - Reviewed 77
• Plans Review - reviewed over 67 plans for Building Department and conducted
related inspections and signed Certificate of Occupancies.
• Held Development Review Committee meeting and otherwise reviewed various
projects:
1. St Monica's Catholic Church - Elderly Housing, HUD funded. Anticipate rezoning
application.
2. Mt. Herman AME Church - Elderly Housing - Met with Carlisle development group
re. application for approximately 100 units. Rezoning will be required for this
project. The City could not sign a requested zoning verification form necessary to
complete the application for funding with state. Anticipate continued processing of
this project, including request for rezoning, in order to apply for funding in next
year's funding cycle.

3. Workforce Housing on SR-7/441 - Reviewed conceptual plans for a 12 story
condominium project near Golden Glades WalMart, 65 units. This project requires
a public hearing.
4. Antioch Missionary Baptist Church Expansion - Reviewed major expansion plan
application which requires a public hearing.
5. PRC Building - Reviewed redevelopment plans of new owner; architectural
concepts include modern elements in order to reflect a corporate image.

Development District for maintenance of facilities.
• Met with Code Enforcement to consider compliance issues at Fenton site, illegal
parking of vehicles in residential zone in back of SR-7 car dealers.
GEOGRAPHIC INFORMATION SYSTEMS (GIS) - Bhairvi Pandya, Casli Jean
• Developed the initial floor plan layout for the MG Police Department utilizing AutoCAD
2007
• Attended the 2007 ESRI Southeast Regional GIS Conference held in Jacksonville, FL
(May 2 - 4, 2007)
• Attended an Asset Management Workshop for Small- to Mid-size cities held in Cocoa
Beach, FL (April 19)
• Subscribed to Miami Dade County data service in order to obtain updates including
updated folio address database and digital aerial photographs.
OTHER ACTIVITIES -
• Miami Dade Transit Charrette Reports - After coordinating with Dolphin Stadium
representatives, transmitted review of 183~d Street and 199th Street Charrette Plans;
The responses essentially state that the reports be revised to reflect the City's CDMP,

attended Parrot Jungle fieldtrip on April 30. The seniors attended a movie and lunch
outing on April 17, as well as a Florida Marlins game on May 7. Some seniors also
attended a trip to Dream Dinners on April 25.
Buccaneer Park
After-school program is on-going. This month for early release day students had a
pizza party. Tennis competition at Buccaneer Park and Norwood is on going.

Co-Ed Sports Development Program: Currently involved in our final cycle of the sports
programming for the school year. Flag football games began on April 21, 2007 at Myrtle
Grove Park. There are 110 participants with 9 staff and 7 community volunteers assisting.
The program will end on May 25'h with championship games held at Scott Park.
Staff Training:
^ Recreation Aides attended a summer training workshop held in Hollywood on May 9
and 11.
^ Recrzation Leaders attended the "Survive the Summer" workshop held by The
Children's Trust on May 12.
^ Kara Petty was certified as a Playground Safety Inspector.
Teen Program:
The Teen Program continued to meet each Monday, Wednesday, and Friday at their
respective locations.
Norwood Pool- Every Friday the Teen Program met at Norwood Pool to swim for two hours.
Teen Summit: On Saturday April 21 the Teen Program attended a Teen Summit hosted by
the City of Tamarac. The Summit was informative as well as fun. The sessions focused on
topics that included: Ethics, Character Development, and Job Seeking Skills.
City of Opa-Locka: On Saturday April 28 the Teen Program walked through the streets of
Opa-Locka participating in a Prayer Walk-A -Thon focusing on stopping the violence in the
Cities of Opa-Locka and Miami Gardens.
The Hip Hop Project: On Monday May 7 the Teen Program went to the red carpet premiere
of the movie The Hip Hop Project. The film was a documentary of the lives of a group of
young people that let the art of music inspired their lives to be better individuals. Although
dealing with personal challenges they came together and recorded a positive hip hop album.
After the movie one of the highlight teens performed a song and held a Q&A session.
