Title
Authorize the City Manager to issue a purchase order to State of Florida, DMS for
installation of a fiber-optic line between City Hall and the Police Department's new
facility in the amount of $91,236.37.
Staff Summarv
The Council auth~rized the purchase of property to house the Police Department and
services related to the operation of that department. We are currently in the process of
designing and installing a network for their personnel to use. This network and IT'
operations will need to be integrated with the systems at City Hall, which will allow
access to our financial software system Eden (performing payroll, budgeting,
purchasing, etc.), as well as other systems.
In order to get optimal speed and functionality, it is recommended that we establish a
direct fiber-optic line between both buildings. Staff solicited the input of installers;
including vendors awarded the State of Florida's TIP program. Three quotes were
received, two from state contracted companies. The lowest responsive quotation was
from Protect Video, in an amount of $91,236.37 which includes the State's 6%.
The State of Florida through the TIPS program/Suncom Network Services has
competitively bid & awaxded to several companies in different zones throughout the
state contracts to provide telephone, modem, DSU/CSU, radio/paging, cellular, cabling
etc. The state acts as the GC - cities, state agencies, & counties issue purchase orders
(Communication Purchase or lease authorization) CPLA. The state then procures the
services. When the services are complete the state invoices the entity. The state charges
6% for this service.
We recommend authorizing the City Manager to issue a purchase order to State of Florida in
the amount of $91,236.37 for Protect Video to install a fiber-optic link. Funds are available
in the Police Department's budget.
RESOLUTION No. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE
A PURCHASE ORDER TO THE STATE OF FLORIDA DEPARTMENT OF
MANAGEMENT SERVICES FOR INSTALLATION OF A FIBER-OPTIC
LINE BETWEEN CITY HALL AND THE NEW POLICE DEPARTMENT
BUILDING IN THE AMOUNT OF $91,236.37; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING AN EFFECTIVE
DATE.
1 WHEREAS, the City Council authorized the purchase of property for the Police
2 Department, and
3 WHEREAS, the City is in the process of closing on the Police Department
4 property, and
5 WHEREAS, the City is in the process of designing and installing a network so
6 that the systems at City Hall will integrate with the Police Department system, and
7 WHEREAS, it is necessary that a direct fiber-optic line be established befinreen
8 City Hall and the Police Department building, and
9 WHEREAS, the City staff solicited quotes from installers who are vendors with
10 the State of Florida through the State's TIP Program, and
11 WHEREAS, three quotes were received and the lowest responsive quotation was
12 from Protect Video in an amount of $91,236.37, and
13 WHEREAS, the City is required to make the purchase from Protect Video
14 through the State of Florida Department of Management Services, and
15 WHEREAS, funding for this purchase is available in the Police Department's
16 Budget,
17 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
18 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
19 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
20 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
21 made a specific part of this Resolution.
22 Section 2. AUTHORIZATION: The City Council of the City of Miami Gardens,
23 Florida, authorizes the City Manager to issue a purchase order to the State of Florida
24 Department of Management Services for installation of a fiber-optic line befinreen City
25 Hall and the new Police Department building in the amount of $91,236.37.
26 Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately
27 upon its final passage.
