StafF Summary
The City established a capital improvement project department (CIP) to oversee the
development and implementation of capital projects throughout the City, including the planning,
professional selection, monitoring, billing and compliance with all applicable conditions, contract
requirements and grants. Since that time, the CIP program has initiated several steps to begin
the renovation of the City's entire park system including the selection of
architectural/engineering firms to formulate a re-design of the master plan for all City owned
parks, including the community center. The City began to develop its parks and recreation
master plan in August 2006. As part of this process, the City completed four separate public
input meetings for thirteen parks, including the Rolling Oaks, Norwood and Myrtle Grove Parks.
In those meetings, residents, City staff, and other stakeholders discussed their ideas for
possible improvements to the various parks. The meetings evaluated types of amenities,
priority levels, green space versus land use, recreational programming, park design, etc.

MUSCO SPORTS LIGHTING, LLC
The City then worked with the consultant architectural engineering firm to create conceptual
designs based on stakeholder comments, green development design principles, preservation of
open space and the promotion of natural resources. Upon review and approval by the Parks
and Recreation Board in February 2007, as well as the City Council in June 2007, the City staff
was authorized to take the necessary steps to implement the many suggestions mentioned by
our residents and park staff to upgrade the parks. Upon completion of the planning and design
phase, CIP obtained preliminary cost estimates, reviewed our existing budget and stipulations
specified by various funding sources including hard deadlines for expenditures of grant funds.
City Staff presented to the City Council as part of its master plan a phased development
approach which infrastructure improvements at all the parks. The scope includes irrigations
upgrades, installation of fencing, lighting, landscaping, and signage. It was recommended that:
(1) all parks get the basic fundamental improvements consistent with industry standards and up
to par with our neighboring communities; and (2) all parks receive immediate improvements so
necessary to its survival.
However, in lieu of incorporating all listed infrastructure improvements as one bid package and
in order to meet the hard deadlines of Safe Neighborhood Parks' (SNP) 2002S/PC Series
funding allocation which expires December 2007, City staff intends to replace and /or repair
existing field lighting at Rolling Oaks Park, Norwood Park and Myrtle Gove Park, respectively.
Staff identified a qualified municipal contract that can be utilized for these services; the attached
quotes reflect the pricing utilizing the City of Jacksonville bid SC-0511-06. The City of
Jacksonville competitively bid for park and playground equipment, Musco Sports Lighting, LLC
was awarded sports lighting.
The new field lighting is reflective of the standardized design for all future park designs,
exhibiting L.E.E.D. (Leadership in Energy and Environmental Design) elements, green
principals and focused projection allowing minimal reflection into neighboring residences,
Recommendation:
It is recommended that the City Council approve the attached resolution authorizing the City
Manager to issue a purchase order for the purchase of field lighting for Rolling Oaks, Norwood
and Myrtle Grove Parks, respectively, in accordance with the City of Jacksonville bid in the
amount of $284,200.00 to Musco Sports Lighting, LLC.

OF TWO HUNDRED EIGHTY-FOUR THOUSAND TWO

1 WHEREAS, the City has a capital improvement project department (CIP), and
2 CIP has began a renovation of the City's entire park system as a part of the Parks and

14 certain City of Jacksonvil~e bid to permit Musco Sports Lighting, LLC to install new
15 lighting for the fields at Rolling Oaks, Norwood and Myrtle Grove Parks, respectively,

16 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
17 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
18 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
19 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
20 made a specific part of this Resolution.
21 Section 2. AUTHORIZATION: The City Council hereby authorizes the City
22 Manager to issue a purchase order in the amount Two Hundred Eighty-Four Thousand
23 Two Hundred ($284,200.00) Dollars, to Musco Sports Lighting, LLC for the installation
24 of field lighting at Rolling Oaks, Norwood and Myrtle Grove Parks, respectively.
25 Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately
