HomeMy WebLinkAboutL-1: Manager's ReportStaff Monthly Report Oct-Nov 2007 CITY MANAGER'S OFFICE • Attended weekly potice transition meetings. • Continued work on a City Revenue Manual, documenting all City revenues. • Continued to work with city attorney and contractor on an agreement for the red-light camera program. • Held interviews for the IT Director position. • Reviewed towing bids with Selection Committee. • Met with a new Business - We Colors - who wanted to help with parks program. • Met with former No. Miami Mayor Celestine regarding his building inspection business. • Evaluated proposals for bond financing. • Interviewed candidates for CIP Project Manager. • Met with Bearing Point regarding additional assistance in Information Technology. • Met with Karl Thompson of North Miami Beach utilities regarding a local business that is leaking chemicals into the NMB well area. • Met with the County Manager and his staff regarding extending police responsibility transfer date. PUBLIC WORKS (Tom Ruiz) 1. Staff continues to perform asphalt street repairs and concrete sidewalk repairs and installation with A.D.A ramps at the corners on- going citywide. 2. Staff continues to clean and maintain bus bench areas throughout the City. 3. Staff continues to mow public right-of-ways to ensure that the roadways are aesthetically pleasing. 4. Staff continues to trim and prune trees citywide. 5. Continue to perform/check storm drain cleaning inspections. In addition, our vendor, Envirowaste has cleaned debris from several canals. L-1) REPORTS CITY MANAGER 6. Coordination with City of Opa-Locka, Miami-Dade County on NW 27th Beatification Project: Final walk through was on 11/5/07, Opa-Locka Portion / Landscape issues / concerns. 7. FDOT Project: Continue to coordinate the milling and resurfacing north of the Palmetto on NW 27 Avenue. 8. Met with Miami Dade County - Public Works Canal Maintenance (Mr. Miguel Estevill), to discuss responsibilities, schedule and maintenance issues on October 16, 2007. 9. Met with the contractor that installed the fiber optic cable befinreen City Hall and Police Department and finalized the permit on October 17, 2007. 10. On October 29, 2007, staff had pre-construction meeting with North Miami Beach on the installation of new water mains. Project started October 31. 11. On October 29, 2007, staff met with WASD to discuss lift station relocation on NW 207 Street. 12. On November 13, 2007, staff met with FDOT and the landscaping contractor and created a punch list for the Turnpike Sound Wall Beautification Project. A punch list will be written by FDOT and sent out to the contractor by October15, 2007. The major items on the punch list will be: work on the swale area and add new sod, replace stolen plants, work on irrigations to move some heads being to close to the shrubs. 13. Working on establishing a contract for underground locating services to be able to register the Police/Public Works fiber optic cable with "Sunshine State One Call". 14.Attended the City's DRC Meeting on November 9, 2007. 15. FDOT Project: Continue to project management the milling and re-surfacing of NW 27th Ave between Ali Baba and NW 183rd St: ( 80% ) Completed. 16. The Public Works Director is providing 4 hour training classes and certifying the Police Department on the Incident Command System (IC-100) and the National Incident Management System. 17. The Public Works Director provided a Public Work workshop to the Police Department on October 18, 2007. 18. The Director attended the Community Traffic Safety Meeting on November 5, 2007. 19. City's Debris Management Plan to the State was approved. 20. Congratulations to Willie Dixon, Dennis Dykes, and Rick Miller on passing the Florida Stormwater Sediment and Erosion Control Inspector Certification Program. (NPDES Requirement) KEEP MIAMI GARDENS BEAUTIFUL 1 . ~ Miami Gardens Drive Beautification Project • Landscape plans are currently under review by FDOT Community Planting • Completed- please see city's website Arbor Day Event 2008 • planning KAB Graffiti Hurts Grant Program • Applying 441 Phase II Landscape Project • LAP agreement approved • Waiting for plans to be completed by Landscape Architect • Will go out to bid shortly Community Beautification Grant/ Fall 2007 • Open to city of Miami Gardens applicants Adopt A Road (volunteer program) • 2 cleanups this month 2007-2008 Anti -Litter Radio Commercial Competition • Two PSA have been produced , • Super star rapper Rick Ross and Dolphin Player Travis Daniels have volunteered their time to participate in the anti-litter PSAs • PSA came first place nationally • PSAs will be played in local theatres and local TV stations • Currently being played in the Miami Lakes Cobb Theatre Swat A Litter Bug Campaign • 18 litter bugs have been swatted this month Landscape Maintenance • New ground covers have been purchased to replace dieing or slow growing plant materials for both 441 and 27 Ave • Significant planting on 27 Ave • 27 Ave maintenance is out to bid. Beautification Award Program • Completed FINANCE DEPARTMENT (William Alonso, Director) 1) Analyzed, as part of the review committee, the seven responses received on our RFP for the new $4.7 Million capital equipment debt for FY2007-08. 2 2) During October, the city sent out the first stormwater fee billing to those residents within the city that are not being billed by the City of North Miami Beach or WASA. This first billing was a retroactive billing from March thru Sept 2007. In the future, billings will be done on a quarterly basis with the next billing going out in January 2008. 3) Began the development of a budget reporting format for Council presentations. 4) Began preparing the Management Discussion and Analysis and other statistical schedules required for the CAFR 5) Closed the books on FY2007 and began preparation of financial statements for auditors 6) Auditors began work on FY2007 audit on Monday November 19, 2007, we are on schedule to present audit report to Council in January 2008. HUMAN RESOURCES (Taren Kinqlee) • Participated in the Police Department Transition Meetings. Coordinated orientation of newly hired police department employees. • Attended EDEN 2007 User Conference. • Staff participated in meeting with Parks and I.T. department regarding fire system requirements for parks. • Safety Review Committee meeting was held. • Responded to several public records request. • Held several meetings with department supervisors regarding recruitment, discipline and performance management. Sponsor packages have been sent to potential spoinsors and we are in the process of meeting with many of them. • Debra has been diligently working on MLK. The committee meets bi-weekly on Tuesdays. The entertainment program is currently being developed. Sponsorship kits, vendor applications and souvenir program ad applications are available and have been distributed. Visit www.mlkcelebration.com for more information. • Festival of Carols is set for Saturday, December 15th, 2007. This year ee have teamed up with 99 Jams who will be distributing toys at the event. • Planning for our Black History Month Event, the Heart And Soul Health Health and Fitness event is being planned. This event will be held in February, • Recruitment for the Miss Miami Gardens Pageant has been successful. Already we have received 12 applications. The first orientation is scheduled for Dec. 14 and the actual pageant is schedule for February 23, 2008. It was distributed online to about 1100 people. The response and feedback from those who read it was overwhelmingly positive. Everyone who responded was impressed and asked that we continue to send it to them. A number 5 of people passed it on and subscribed. Most popular articles were Jazz in the Gardens and Police Swearing-In Ceremony. • Met with branding company and with company to manage sponsorship and corporate sponsorship opportunities. At this point we are reviewing proposafs. • Organized the Mayor's reception to receive Nigerian delegates from the Anambra State in Nigeria. This event, hosted in the Council Chambers offered Americans a chance to explore investment opportunities in Nigeria. • Ula Attended the UniverSoul Circus kick-off Luncheon and Debra attended the event press conference which took place in the City of Miami Gardens. • Ula attended the"40 Years, 40 Families" program hosted by the Eldorado Furniture Family and presented the Capo family with a proclamation on behalf of the City. • Attended the annual Greater Miami Convention & Visitors Bureau meeting at Dolphin stadium • Organizing the City of Miami Gardens Holiday Party in collaboration with Lillie Odom • Completed Tourist Development Grant and Submitted the final documents to the Miami-Dade Cultural Affairs Department • Debra and Ula have been writing and sending out a number of press releases. Some of the items we have pitched to the media and gained media exposure include: 1. Councilman Williams' crime prevention community walk through held in collaboration with the Miami Gardens Police Department 2. House Lottery 3. Follow-up on the visit from the Nigerian Delegation INFORMATION TECHNOLOGY (William Henderson) I. Travel / Training i. None. II. Software Projects a. EDEN i. None b. Backup Software i. We are moving to a better backup software. The new software is more user friendly and offers greater functionality. It will be operational by the end of today. c. Imaging 6 i. The City has purchased licenses for imaging computers. This will allow for quicker computer deployment using limited resources. It also allows for faster computer repairs. III. Hardware Projects a. Additional Networking Hardware ~ i. In order to accommodate the newly acquired phone system we are in the process of upgrading our existing infrastructure at City Hall. Bearing Point is re-engineering the network infrastructure and this should be completed by Dec 1. b. Fiber Optic Cabling i. We are currently investigating the cost of running a fiber optic cable to the newly acquired Wachovia building. c. City-Wide Phone System i. The Avaya phone system implementation is scheduled to for completion by February 1, 2008. d. Police Mobile units i. Using the newly acquired imaging solution we have successfully deployed all Police mobile units e. City - Hall computer replacements i. We will be replacing 1/3 of the computers at City Hall. Again, the follow up Customer Service surveys shows significant increase in customer satisfaction (up to 72% from 37%): final report on customer service outreach initiatives and performance measures given at the November 14th Council Meeting. 3. A draft of Comprehensive Development Master Plan Amendment specific to Public School Facilities, Capital Improvement, Intergovernmental Coordination 11 Elements; Interlocal Agreement; and procedures and adoption timeline presented to City Council on November 7, 2007. Transmittal of Comprehensive Development Master Plan and Interlocal Agreement scheduled for December 5, 2007. • State Road 7 Livable Community Study -Presented State Road 7 Livable Communities Study to Miami Dade County Metropolitan Planning Organization committees on October 24 and October 29. • State Road 7 Resurfacing - Contacted FDOT Project Manager for Resurfacing Project. Met at FDOT Doral Office to discuss the City's desires to incorporate beautification, decorative pavement and other amenities into the FDOT project. FDOT will review SR - 7 Livability Community Study to determine specific additional work that can be accommodated. The project is scheduled for preliminary design in FY 2008 and construction in 2011. MiMo Architectural Survey Project - Coordination ongoing with regional office. Golden Glades Charrette-Attended and participated in the Charrette on October 31, 2007 as part of the national Rail-Volution Conference being held in Miami. Transit Oriented Development (TOD) Marketplace, November 2, 2007 - The Department promoted the Miami Gardens Town Center Master Plan project at the above- mentioned nationally attended, Rail-Volution Conference in Miami. Participated in the TOD Market Place and displayed Miami Gardens' Town Center project in the forum. The forum was attended by mixed use developers as well as transit professionals. Tennis: City of Miami Gardens Parks and Recreation is now part of the Tennis in the Parks Community.
