Staf# Summary
The Code Enforcement Department and the Police Departmer~; requires services for the tow~ny,
storage and disposal of abandoned, unregistered and junked vehicles, trailers and boats that
are in the right-a-way, streets, highways, public or nrivate ~repArty throughout the City on an as
needed basis.
Analvsis:
The Code Enforcement Department irtends to have a compar~y perform an initial City wide
towing of a!! abandoned, unr~gistered and junked vehicles, t~ ailers an~d boats which shall ae
completed wit~oin thi-~y calendar days. The departn~ent wl!I then reaui~~e towing, starag~ and
disposal servic~s a~ r~eeded. The Police Ge~~a~tment in±Frc~~ to h~ve a com~an_y perfarrn
towi~g. storage and disposal services for ~.~zh!cl~s invclv~u ir ac~ide~ ~:~, ;mpourd~r~g a~c~
storage of ~~ehicies i~volved in irvestigati~n~ cn ar. ~;s neee~ci ~~sis.
Staff prepared s~eci~ications to retain a prim~ry and se~ondary~ qualified cornpany currently
licensed to provide towing, storage and disaosaf of vehicles `or an in~tial term contract of three
years. The speci`ications alsa required the succe ,sful comoany to guarantee the City no IPSs
than 10°'0 of the gross value of all tows. Tne RFi' #07-08-00~ advert~sed on September 27,
2007. A broadcast notice was sent to 266 suppliers. Seven proposals packages were
requested. Four proposals were received, Kauffs of Miami. Inc. located in Opa Locka;
Westbrook Motors, located in Hialeah; MidTown Towing of Miami, Inc. located in Miami and
Seay Towing, located in North Miami Beach. Seay Towing was non-responsive as certain
required documents were not submitted with their proposal.
A evaluation committee consisting of Danny Crew, City Ma~ager; Maurice Murray, Assistant
Director of Code Enforcement; Carmen Quinn, Director of Code Enforcement; Chris Steer,
Assistant City Manager; and Majar Alfred Lewers evaluated the proposals in accordance with
the criteria. The committee met and short~d listed the companies. A site visit was conducted to
inspect the facilities, tawing vehicles and equipment of the top two companies, Kauffs of Miami
and Westbrook Motors. The committee evaluated the eviden:e of equipme~t, vehicles and
storage facilities based on the site visit. A copy of the proposal document and submittals are
available at the assistant to the mayor and council's office fo~ review. The evaluation ranking
sheet is attached as Exhibit "A". ~
Recommendation:
It is recommended that the City Council approve the attached resolution authorizing the City
Manager to negotia~e and execute an agreement wi;h Kauffs of Miami, Inc. as primary contactor
for a term contract of three years for the services cf towing and storage of vehicles plus tawing,
storage and disposal of abandoned vehicles.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AWARDING A BID TO KAUFFS OF MIAMI, INC.,
AS A PRIMARY CONTRACTOR FOR TOWING SERVICES;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
AN AGREEMENT WITH KAUF'S OF MIAMI FOR THIS PURPOSE;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING AN EFFECTIVE DATE.

WHEREAS, the Code Enforcement Departmer,t and the Police Department
requires towing services for the storage and disposal of abandoned, unregistered and
junked vehicles within the City, and
WHEREAS, City staff prepares specifications to r~tain a primary and secondary
qualified company to provide towing services, and
WHEREAS, RFP No. 07-08-004 was advertised or September 27, 2007, and
WHEREAS, four proposals were received in respense to the RFP, and
WHEREAS, City staff has evaluated the proposais, and have determined, that
based upon evaluation facilities towing vehicles and ec~uipment, that Kauffs of Miami,
Inc., should serve as a primary contractor for towing services for the City,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
Section 1. ADOPTION OF REPRESENTATI~N ~: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being tr~e, and the same are hereby
made a specific part of this Resolution.
Section 2. AWARD OF BID: The City Counci~ of the City of Miami Gardens,
hereby awards a bid to Kauff s of Miami, Inc., as primdry contractor to provide towing
services to the City.
19 Section 3. AUTHORIZATION: The City Manw~er is hereby authorized to
20 negotiate and execute an Agreement with KaufFs of Miami, Inc., for towing services.
21 Section 4. EFFECTIVE DATE: This Resolution shall take effect immediately
22 upon its final passage.
23 PASSED AND ADOPTED BY THE CITY COUNGIL OF THE CITY OF MIAMI
24 GARDENS AT ITS REGULAR MEETING HELD ON NOVEMBER 28, 2007.
