Crew, City Manager Title AN ORDINANCE OF THE CITY OF MIAMI GARDENS, FLORIDA, AMENDING THE CITY'S BUDGET FOR 2006-2007 FISCAL YEAR; CREATING CERTAIN FUNDS; AUTHORIZING THE CITY MANAGER TO MAKE CERTAIN ADJUSTMENTS; AUTHORIZING THE CITY MANAGER TO TAKE ALL ACTIONS NECESSARY TO IMPLEMENT THE TERMS AND CONDITIONS OF THIS ORDINANCE; PROVIDING FOR AN EFFECTIVE DATE. Staff Summar As we approach the end of our fiscal year, it is necessary to make several adjustments in our current adopted budget. The two big items involve items that are currently in the adopted budget, but were budgeted in the wrong Fund. The first involves a$145,000 grant we received from Miami-Dade County for fa~ade renovation. This was budgeted in the Development Services Fund since at the time, that was the closest thing we had to a community development department. Since last October however, we have hired a new CDBG Director and have allocated additional funds for fa~ade work in the CDBG budget. It makes more sense that the grant be administered from this department rather than planning. The second transfer involves moving the original $7.5 million Capital Facilities bond proceeds from the General Fund to the Capital Projects Fund. These funds have now been spent on the police station, public works, NW 27t" Avenue beautification and Rolling Oaks Park addition; however, since payments fro these projects were made from the Capital Projects Fund, it is necessary to transfer the monies from the General Fund to the Capital Projects Fund. I-1) ORDINANCE 2~ READING CITY'S BUDGET FY 2006-2007 Finally, since our budget was approved last September, the City has received $615,000 in State Housing Initiative Partnership (SHIP) funds for our housing program. The State requires that these be kept in a separate fund and physically, the money has to be kept in a separate bank account. These were done in order to receive the grant. This confirms that set up. RECOMMENDATION: That City Council adopt the ordinance on second reading. Ordinance No. 1 ORDINANCE NO. 2007 2 3 AN ORDINANCE OF THE CITY OF MIAMI GARDENS, FLORIDA, 4 AMENDING THE CITY'S BUDGET FOR 2006-2007 FISCAL YEAR; 5 CREATING CERTAIN FUNDS; AUTHORIZING THE CITY MANAGER TO 6 MAKE CERTAIN ADJUSTMENTS; AUTHORIZING THE CITY MANAGER 7 TO TAKE ALL ACTIONS NECESSARY TO IMP~EMENT THE TERMS 8 AND CONDITIONS OF THIS ORDINANCE; ~'ROVIDING FOR AN 9 EFFECTIVE DATE. 10 11 12 WHEREAS, in accordance with Section 4.5 of the City of Miami Gardens 13 Charter, the City Council adopted a Budget for Fiscal Year 2006-2007, and 14 WHEREAS, the City Manager recommends that the City establish certain 15 accounting funds for the FY 06-07 budget, and 16 WHEREAS, it is appropriate to provide for certain transfers, appropriations and 17 authorizations based upon previous and anticipated expenditures and revenues, 18 WHEREAS, the City Council has determined that it is necessary to amend the 19 budget to reflect these changes, 20 21 NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF TFiE CITY 22 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS: 23 24 SECTION 1. ADOPTION OF REPRESENTATIQNS: The foregoing V`Jhereas 25 Clauses are hereby ratified and confirmed as being true, and the same are hereby made a 26 specific part of this Ordinance. 27 SECTION 2. AMENDMENT TO BUDGET: 28 A. SEVERABIL~TY: If any section, subsection, sentence, cla~:sE, phrase 2 or portion of this Ordinance is for any reason held invalid or unconstitutional by any court 3 of competent jurisdiction, such portion shall be deemed a separate, distinct and 4 independent provision and such holding shall not affect the validity of the remaining 5 portions of this Ordinance. 6 SECTION 6.
