GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE
A PURCHASE ORDER TO FLORIDA DETROIT DIESEL, MIAMI,
FLORIDA, IN THE AMOUNT OF $50,978 FOR THE PURCHASE AND
DELIVERY OF EMERGENCY STAND-BY GENERATOR WITH A
MANUAL TRANSFER SWITCH; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
Staff Summarv
After Hurricane Wilma, City Hall was without electrical power for several days, making
emergency and normal working conditions extremely difficult. Staff worked from the
Police Substation. Equipment such as phones and phone lines, desks, chairs,
computers etc. were brought to the substation and were limited. A stand-by emergency
generator with trailer would provide power to City Hall in a similar emergency and
minimize disruption in our daily services.
The Department of Homeland Security, through the Office of Grants and Training is
providing financial assistance to several agencies in the Fort Lauderdale urban area.
Financial assistance will be provided to the City of Miami Gardens through the Fiscal
Year 2006's Urban Area Security Initiative (UASI) Grant Program for the purchase,
delivery and installation of an emergency stand-by generator for a total of $190,000.

Analvsis:
The City Engineer prepared specifications for the purchase of a stand-by emergency
generator with trailer and specifications for the installation of the transfer switch at City
Hall. The bid for the generator was advertised on September 13t", 2007. A broadcast
notice was issued to 381 suppliers. Forty vendors requested bid packages. Four bids
were received and publicly read on September 27th, 2007. Copies of the bid
documents and submittals are available for review in the Council's Office, by contacting
the Assistant to the Mayor/Council.
The bids were evaluated for compliance with the specifications and the company's
ability to deliver the generator within the required time frame. Based on the evaluation,
the apparent low and responsive bidder is Florida Detroit Diesel, located in Miami,
Florida. Two companies submitted proposals for generators that did not meet the City's
minimum specifications per our Engineer. The City's engineering consultant also
evaluated the bid submittals and concurs that Florida Detroit Diesel submitted an
approved generator and that the contractor is very reliable. A copy of the tabulation is
attached as Exhibit "A".
Standby Systems, Inc. located in Melbourne, Florida, protested the recommended
award stating their bid specified an equivalent generator. An appeals hearing was held
on October 16th, 2007 in accordance with the Purchasing Ordinance 2005-10-48. The
Honorable Judge Ader presided over the hearing. The hearing examiner's official
finding concurred with the City's consultant that the unit submitted by Standby Systems
is not an equivalent generator and did not meet the minimum specifications.
Recommendation:
We recommend that the City Council approve the attached resolution, authorizing the
City Manager to issue a purchase order to Florida Detroit Diesel, located in Miami,
Florida, in the amount of $50,978 for the purchase and delivery of emergency stand-by
generator with a manual transfer switch.

STANDBY GENERATOR; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; AUTHORIZING THE CITY MANAGER TO ISSUE
A PURCHASE ORDER; PROVIDING AN EFFECTIVE DATE.
~ WHEREAS, on occasion during hurricane season, the City may be without
2 power, and
3 WHEREAS, in an effort to ensure that necessary City functions can continue in
4 the event of an emergency, the City Manager is recommending that the City Council
5 purchase a standby generator with a trailer to provide power to City Hall in the event of
6 an emergency, and
7 WHEREAS, Department of Homeland Security, through the office of Grants and
8 Training, is providing financial assistance to agencies located within the Fort Lauderdale
9 Urban Area, and
10 WHEREAS, the City of Miami Gardens was awarded an 2006 Urban Area
11 Security Initiative Grant in the amount of $190,000.00 to go towards the purchase of an
12 emergency standby generator, and
13 WHEREAS, City staff advertised specifications for an emergency standby
14 generator on September 13, 2007, and
15 WHEREAS, four (4) bids were received and publicly read on September 27,
16 2007, and
17 WHEREAS, the bids were evaluated for compliance with the specifications and
18 the apparent low and responsive bidder is Florida Detroit Diesel located in Miami,

20 WHEREAS, the City Manager is recommending that the City Council authorize
21 the City Manager to issue a purchase order to Florida Detroit Diesel in the amount of
22 $50,978.00 for the purchase and delivery of an emergency standby generator with a
23 manual transfer switch,
24 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
25 OF MIAMI GARDENS, FLORIDA, AS FOLLOWS:
26 Section 1. ADOPTION OF REPRESENTATIONS: The foregoing Whereas
27 paragraphs are hereby ratified and confirmed as being true, and the same are hereby
28 made a specific part of this Resolution.
29 Section 2. AWARD OF BID: The City Council of the City of Miami Gardens,
30 Florida, hereby awards a bid to Florida Detroit Diesel for an emergency standby
31 generator in the amount of $50,978.00. The City Manager is hereby authorized to issue
32 a purchase order for this purpose.
33 Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately
34 upon its final passage.
