CITY MANAGER'S OFFICE
• Attended weekly police transition meetings.
• Began preparation of a City Revenue Manual, documenting all City revenues.
• Continued to work with city attorney and contractor on an agreement for the red-light
camera program.
• Held interviews for the IT Director position.
• Attended a bid protest hearing.
• Held a meeting on cash-handling procedures for City employees.
• Attended the mandatory pre-bid meeting for the Carol City Complex bid.
• Attended a demonstration of a potential citywide access security system.
• Attended and spoke at three orientation meeting for new police officers.
• Met with Ken Dunn of Calder concerning the upcoming referendum on slots at pari-
mutuel facilities and the City's agreement for revenue sharing.
• Interviewed candidates for construction manager for the police and pubic works building
and the Carol City Complex projects.
PUBLIC WORKS (Tom Ruiz)
1. Staff continues to perform asphalt street repairs and concrete sidewalk repairs and
installation with A.D.A ramps at the corners on- going citywide.
2. Staff continues to clean and maintain bus bench areas throughout the City.
3. Staff continues to mow public right-of-ways to ensure that the roadways are aesthetically
pleasing.
4. Staff continues to trim and prune trees citywide.
5. Continue to perform/check storm drain cleaning inspections.
6. FDOT Project Landscaping Golden Glades Sound Barrier Wall: Contractor installing
irrigation water connections.

CITY MANAGER
7. NW 27th Ave Beautification Project continues in the City of Opa-Locka in the irrigation
system installation.
8. FDOT Project: Continue to coordinate the milling and resurFacing north of the Palmetto
on NW 27 Avenue.
9. The drainage project on NW 175 Street has been completed. A total of $310,312.00
was spent on drainage improvement project which covered NW 175 Street from NW 37
Avenue to NW 42 Avenue.
10. H& J paved NW 177 Street from NW 5 Ave to NW 7 Ave and NW 179 Street from NW
2 Ave to NW 7 Ave. Total of $ 68,441.00 was spent, which completed the QNIP funds
($1,369,500.00) for 2006/07.
11. Attended the City's DRC Meeting on October 11, 2007.
12. Met with the Karl Albertson (DR Horton - Majorca) on stormwater drainage issues on
September 19, 2007.
13. Director in committee interviewed for the City Project Manager for the Parks Department.
14. Met with St. Thomas University and our Police Department on the National Incident
Management System on September 28, 2007.
15. Submitted the City's Debris Management Plan to the State.

• PSAs will be played in local theatres and local TV stations
Swat A Litter Bug Campaign
• 13 litter bugs have been swatted this month
Landscape Maintenance
• Controlling the weeds this month was a major issue, due to the significant
rain falls. Most of the weeds have been dealt with.
• New ground covers have been purchased to replace dieing or slow growing
plant materials for both 441 and 27 Ave
• Significant planting on 27 Ave
Beautification Award Program
• Winners have been notified
• Pictures are being scheduled
• Expected to be in newspaper by next week
FINANCE DEPARTMENT (William Alonso, Director)
1) Contracted with Gabriel Roeder Smith to do the actuarial report for the city for "Other
Post Employment Benefits" (OPEB) as required under GASB rules.
2) Contracted with American Appraisal to do the valuation of infrastructure obtained from
the County after incorporation (Roads, streets, sidewalks, bridges, culverts) This
valuation will be added as assets to the city's balance sheet for FYE 9/30/07.
3) Began development of a cell phone policy to be applied city-wide.
4) Reviewed all active city credit cards and eliminated all non-necessary cards which will
be replaced with the city's P-Card. The objective is to improve controls over the cards
and receive the full benefits of using the P-card program.
5) Received the final FY9/30/06 audited financial statements from the City's auditors, filed
all required reports with the State Auditor General, the Department of Financial
Services, and the Department of Community Affairs.
6) Began the year end closing process so that the audit for FY2007 can commence in
November 2007 and a final report issued in February 2008.
7) Opened an investment account with the State Board of Administration
8) Obtained Council approval for the installation of credit card processing services as a
means of providing residents with an alternate payment means. Began receiving credit
card payments on October 11, 2007.

9) Met with the IRS and successfully completed an IRS compliance check of payroll and
benefits city-wide.
10)Began working with consultant to do the arbitrage calculations on the City's tax exempt
bonds.
11)Finalized the review and cleanup of the city's general ledger accounts to ensure that the
numbers reported are accurate and represent either true assets and/or liabilities of the
city.
HUMAN RESOURCES (Taren Kinqlee)
• Participated in the Police Department Transition Meetings. Coordinated orientation
of newly hired police department employees.
• Completed new fiscal year procedures to process cost of living adjustments, add
approved budgeted positions to system, update of salary and grade tables, addition
of benefit enhancements, etc.
• Worked with insurance representatives to coordinated 2008 open enrollment
efforts.
• Staff participated in fire inspection of parks.
• Responded to EEOC complaint.
• Held several meetings with department supervisors regarding recruitment,
discipline and performance management. Developed job descriptions,
administered benefits, responded to unemployment claims, salary/benefit surveys.

FINANCE
• Began work on August 21 st
• Worked on revising budget allocation tables for internal charges.
• Met with the City's auditors on the FY 06 audit to wrap up items necessary to
complete the audit. Received completed audit September 19th. Presentation
scheduled for Council Meeting of October 10'n

schedules necessary for them to begin early.
• Analyzed debt service on a City bond issues and prepared debt schedules to
ensure payments are properly budgeted and paid when due.

beginning in FY 07-08.
• Underwent intensive training on the City's EDEN software system.
• Met with each staff member to better understand their duties within the department.
• Helped prepare the RFP for the City 2007-2008 equipment lease purchase bid.
• Met with New Horizons and secured all past City records and completed the
transition from them to the City including changing all bank accounts and other
signatory requirements.

• Prepared Council Item in order to approve the use of the State of Florida Board of

MEDIA AND SPECIAL EVENTS Coordinator (Ula Zucker)
• Preparing for Miami Gardens Police Swearing-In Ceremony.
• Working on Jazz n the Gardens event soliciting sponsors for the event. Sponsor
packages have been sent to potential spoinsors and we are in the process of ineeting with
many of them.
• Debra has been diligently working on MLK. The committee meets bi-weekly on Tuesdays.
The entertainment program is currently being developed. Sponsorship kits, vendor
applications and souvenir program ad applications are available and have been
distributed.

2. Debra has solicited several sponsors who have responded and committed and
include Dr. Chen Medical Center, AARP and Eastern Financial to name a few.
• Ula has started planning festival of Carols which is set for Saturday
December 15th, 2007. More details to follow.
• Planning for our Black History Month Event, the Heart And Soul Health
Health and Fitness event is being planned. This event will be held in
February,
• The MLK website is activated and can be accessed at www.mlkcelebration.com. All the
information, sponsorship kit, vendor applications and souvenir journal ad applications are
available online.
• Tamilla has been working the Miss Miami Gardens Pageant. The pageant
Is scheduled for February 23, 2008 and all events leading to the pageant will begin on
Dec. 1 St, however applications will be available the week of Oct. 22nd, 2007
• The Miss Miami Gardens Scholarship Pageant website @ www.missmiamiqarqens.com
will launch on Oct. 22~d, 2007 and all forms and applications will be available online,
including all pageant information. The website will help facilitate recruitment.
• The City's online newsletter will is expected to launch the first week of November. Articles
will be brief and offer links to extended versions of articles and information. This will not
replace the quarterly newsletter.
• Debra and Ula attended a media workshop hosted by the South Florida Black Journalist
Association. We interacted with journalists who provided us with great insight as to getting
better press.
~ Ula attended the Miami-Dade League of Cities Event.
• Debra and Ula have been writing and sending out a number of press releases. Some of
the items we have pitched to the media and gained media exposure include:

INFORMATION TECHNOLOGY (William Henderson)
I. Travel / Training
i. The City Hall Applications Administrator is currently attending the EDEN
annual user conference in Denver, CO
ii. The IS Manager will be attending the second of four training sessions in the
Florida Institute of Government CPTM CIO Cohort #2 Oct. 29 - 31.
II. Software Projects
a. EDEN
i. We are awaiting a meeting with the building department to finalize the
settings for their Web Extensions module. This module can allow users to

submit permitting applications, apply for inspections, and view their
inspection results all through our website.
ii. Similar modules are awaiting deployment for the Purchasing and HR
departments
iii. Eden has released a new version 4.3.1 which will be deployed as soon as
testing has been completed
III. Hardware Projects
a. Additional Networking Hardware
i. In order to accommodate the newly acquired phone system we are in the
process of upgrading our existing infrastructure at City Hall
b. Fiber Optic Cabling
i. We are currently investigating the cost ofi running a fiber optic cable to the
newly acquired Wachovia building.
c. City-Wide Phone System
i. The Avaya phone system implementation has begun and each department
has been asked to complete a questionnaire that will facilitate the
programming of the system.
d. Custom Application for Community Development
i. We have been asked to develop a custom application for the Community
Development department to allow them to easily track their loan
applications.
1. The database has been designed and built. We are currently
understaffed and have not been able to complete the application
interface to the DB. This project is pending indefinitely.

Department for Security use. Meet with Asst. City Manager Mr. H. McHugh. Start review
Routine paperwork.
Started CDL Training for Parks drivers, assists PD with vehicle concerns and warranty up-
dates; continue with routine paperwork. Deliver Parks Bus to Dealer for special repair,
meet with Dealer service manager to check an warranty concerns on Correction Crew
Vehicle and Parks Bus. Deliver PD Vehicles to Dealer for Tow Hitches installation, pick up

trailers and replaced all faded ones on Parks Maintenance vehicles. Meet with Asst. City

Follow up on vehicles in repair status and assist in picking up ready vehicles from dealer.
PerFormed Fleet inspection @ Public Works Facility and schedule vehicles with defects
and concerns for repair. Review routine paperwo~-k. Review and inspect final installation ot
on-board Camera installation and coordinated towing of PD vehicle with concerns from
Radio installation Facility. Complete review of routine paperwork. Attend City Manager

@ PW Facility and ordered larger City Seal for faded ones on Utility Trailers. Complete

Follow up on vehicles in repair status, start review of routine paperwork, complete
inspection of Police Fleet, schedule warranty repairs of Police vehicles, receive new
Police Prisoner Transport vehicle and meet with PW Manager to begin specification of

ISTANT CITY MANAGER FOR BUSINESS SERVICES
initiatives
1. Coordinated meetings with D.R. Horton regarding continuing drainage issues at Coconut
Cay and Majorca Isles. Requested as-built plans for tract "J" of Majorca Isles in order to verify
accuracy of drainage system as engineered vs. installed. Karl Albertson is now heading up
the correction of the drainage concerns in Coconut Cay.
2. Drafted amendments to current Property Maintenance ordinance for first reading on
October 24th, 2007.
3. Continued to monitor efficacy of new pQ!icies and procedures in Building Department.
Recruitments for all levels of staff continue.
4. Implementation of performance measures and bench marks underway. Permit fee
analysis nearing completion; preliminary fee schedule under review, final schedule due date
extended. Customer Service: second survey/customQr completed; surveys shows significant
increase in customer satisfaction (up to 72% from 37%): final report will be given at
November Council Meeting.
5. Attended UASI and UWAG meetings.
6. Met with Planning and Zoning & Land Design Innovations consulting reference sign code
1 St draft. Numerous comments to be addressed.

inspections; closed 349 code enforcement cases and opened 357 new cases; issued 679
warning notices and 94 civil violation notices; reached out to 84 unlicensed businesses;
processed 29 landlord permits and 43 alarm registrations; conducted 92 lien searches;
removed 286 illegal signs from Row's; and responded to 122 complaints.
• Conducted 1 special operation targeting illegal vendors and unlicensed business operations.
• Attended Assistant City Attorney's meeting along with police and Assistant City Manager to
review M& M Food Store judge's order violations.
• Attended meeting with Community Development, MDPD, and MD Housing to review Section

• Staff Development: Began in-house weekly leadership lunch sessions with Administrative
staff.
Recruitment:
• 1 Permit & Licensing Clerk and 2 Code Enforcement Officers accepted promotions with the
City's Police Department.
• 1 CE Supervisor position was offered and accepted by Luis Albelo from the City of Ft.
Lauderdale. He is scheduled to begin employment with the City on October 22, 2007.
• Currently recruiting for a Permit & Licensing Supervisor and seven (7) Code Enforcement
Officers. 3 officer positions were offered to certified applicants. The offers were accepted
and the applicants are in process.
• 1 Code Enforcement Officer (KK) failed to obtain the required Florida Association of Code
Enforcement Certification Level I employment condition within 2 tries or one year of

employment, due by September 25, 2007. His last day of employment with the City of Miami
Gardens was September 25, 2007.

~ Pubiic Schooi Concurrency - Comprehensive Development Master Plan (CDMP)
Amendment - Legislation enacted by the 2005 Florida Legislature (Senate Bill
360. Laws of Florida 2002-290) mandates all local governments and school boards
adopt a school concurrency system. Coordinating with School Board, Miami-Dade
County and Planners Technical Committee to address concurrency issues.
Working towards completion of the required CDMP amendment by end of 2007.
• Transit Circulator Feasibility Analysis - Three aiternative routes were chosen for
further analysis. A potential user survey was administered at many transit stops.
The survey was also provided to City department directors and supervisors who did
an excellent job of responding.
• State Road 7 Livable Community Study - Tentatively scheduling presentations to Miami
Dade County Metropolitan Planning Organization committees on October 24 anca
October 29 (tentative). Item accepted for October 24 TPTAC meeting.
• MiMo Architectural Survey Project - Potential development of National Register District
of MiMo Buildings in the Sunshine State Industrial Park completed. Coordination
with Department of State's South Florida Regional Preservation Office ongoing.
Further process will be undertaken per directive from regional office. Golden
Glades Charrette - Registered for Charrette to be held on October 31, 2007 as
part of the national Rail-Volution Conference being held in Miami. This will be an
opportunity to plan for the Golden Glades transit and rail stop lands.
• Transit Oriented Development (TOD) Marketplace, November 2, 2007 - The
Department is promoting the Miami Gardens Town Center Master Plan project at
the above-mentioned Rail-Volution Conference in Miami. This will be a one day
event for mixed use developers to see what sites are available. Excerpt from
program: "providing a forum in which developers, investors, transit agencies, cities
and property owners can meet and greet, talk about the art of the deal, or strike up
an actual deal."
LAND DEVELOPMENT REGULATIONS - Jay Marder, Bhairvi Pandya, Cyril Saiphoo and
Oneca Lowery
• Revise Sign Regulations - Received second draft of regulations from consultant which is
under staff review. Conducted staff field survey of the city's signage.
• New Area and Dimensional Requirements - Continued work on Area and Dimensional
Requirements table which includes setbacks, densities, coverage, lot size, etc.
• Request for Qualifications - Working with Purchasing to administer a request for

proposes to change the process of establishing and developing standards for land areas

stations. The proposed new process essentially removes municipalities from a formal
review and approval process. With four proposed Metrorail stations, Miami Gardens,
through Department staff, has expressed strong objections to the proposal, as have
several other cities. Respective staffs are now meeting and working to develop: 1) a
customized approach to development standards for each city that respects the cities'
planning and zoning, and 2) a revised review and approval process that includes the cities
from the beginning until the end of the process.

Upward Bound Center in Opa- Locka. They engaged in an open forum conversation with
other teens in the area as well as adults.
October 2nd Some members of the Teen Leadership Academy was given the wonderful
opportunity to spend one on one time with Mr. Delon Turner. Mr. Turner is a Miami
Gardens native who played basketball and graduated from Miami Carol City Senior High
School. He went on to attend college at Florida A&M University and also went to play
professional basketball around the world. As a local business owner, we were able to go
to the barbershop which he owns, meet his staff and sit and have a conversation with him
as he encouraged our participants to make good grades in school, graduate and go on to
attend college. We then visited his Athlete's Foot store at 163~d Mall. He shared with us
what it takes to run that type of business. Concluding the evening we all went to dinner
and further conversed with Mr. Turner.
