Crew, City Manager Date: August 31, 2007 Re: Annexation of Biscayne Gardens MAC Area During City Council's August break, the Miami-Dade County Board of Commissioners' Government Operations and Environment Committee sent the City a letter inquiring as to whether the City of Miami Gardens would have an interest in annexing the Biscayne Gardens MAC area. (See attached Map). They have also provided us with certain financial and demographic information to assist us in our evaluation. The Biscayne Gardens area forms a doughnut hole surrounded on the north and east by North Miami Beach, on the south and east by North Miami, and on the west by Opa Locka and Miami Gardens. Its northern boundary is generally 163`d Street. To the east, its boundary is in the vicinity of NE 6th Avenue however it does at one point cross West Dixie Highway. On the south, it is a rather ragged border with generally 135`h Street as its limit. Finally, on the west, the area abuts Opa Locka at NW 17th Avenue and Miami Gardens from 151St Street north to the Palmetto interchange. The area is the home to approximately 32,700 residents, or about 1/3 the population of Miami Gardens. Biscayne Gardens' assessed value is $1,135,479,071 or about 30% of Miami Gardens' valuation. (See Table #1). While the numbers are not exact, they are proportionately similar. I have attempted to undertake a simple financial pro forma for this area to try and determine if the areas would pay for itself if annexed by Miami Gardens (Attached). The analysis, while limited, shows that the area would probably fall about $350,000 short of paying it share of City expenses. In looking at the broader financial picture, this shortfall could be erased if the City were to also annex the industrial area south of 183rd Street between our City limits and I-95. This area includes the Public warehouse and IVAX facilities among others. The potential revenue from the combination of these two areas would be sufficient to ensure that that the City remained revenue neutral. I feel confident that the financial numbers are conservative, but should generally reflect the actual situation. RECOMMENDATION: At this time, I am requesting direction from the Council as to whether to express an interest in the area.
