A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE MAYOR,
CITY MANAGER AND CITY ATTORNEY TO PURSUE A
PARTNERSHIP WITH CAREER SOURCE OF SOUTH FLORIDA
TO PROVIDE DISASTER RELIEF EMPLOYMENT THROUGH
THE DISASTER DISLOCATED WORKER PROGRAM;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS,
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on March 11, 2020, Mayor Oliver Gilbert declared a State of
Emergency for the City of Miami Gardens ("City") in response to the Coronavirus
(COVID-19), a severe acute respiratory illness that can spread between humans
through respiratory transmission and presents with symptoms similar to those of
influenza, and
WHEREAS, the World Health Organization previously declared COVID-19 a
Public Health emergency of International concern and in an on-going effort to prevent
the spread of the virus, all non-essential businesses, parks, playgrounds and movie
theaters have been closed until further notice, and
WHEREAS, a mandatory stay at home order has been issued for the City,
however, restaurants and other essential businesses have been allowed to operate at
reduced capacity and residents have been asked to practice social distancing while
conducting essential activities, and
WHEREAS, due to restrictions placed upon residents as a result of COVID-19,
workers have been displaced, laid off, or furloughed from their places of employment
causing undue financial hardship for many of our citizens and business owners, and
WHEREAS, Career Source of South Florida (Career Source) is seeking to
partner with the City to provide Disaster Relief Employment to residents of Miami
Gardens through the National Disaster Dislocated Worker (DWG) Grant, and
WHEREAS, the DWG is designed to provide temporary jobs to help communities
recover from a natural disaster or emergency and salaries for qualified individuals will
be paid by Career Source for up to twenty-six (26) weeks, and
WHEREAS, for the Coronavirus (COVID-19) national health emergency
potentially allowable temporary jobs include loading, unloading, packing, delivering food
and emergency supplies (may include truck-driving), delivering to and/or shopping for
necessary food and emergency supplies for homebound individuals, backfilling and/or
increasing volunteer and/or employee slots when a municipality loses
volunteers/employees in high-risk categories and faces an increased workload due to
the emergency (e.g., 211 , Guardian ad Litem, hospitals, food distribution centers,
nursing homes, and domestic abuse shelters), healthcare professionals and aides,
positions to assess needs and provide assistance and resources to individuals affected
by the emergency and sanitation workers, and
WHEREAS, individuals who qualify for disaster-relief employment include people
who are temporarily or permanently laid off due to the disaster or emergency, dislocated
workers, individuals who are unemployed six out of the last thirteen (13) weeks and self-
employed individuals who become unemployed or underemployed due to the disaster or
emergency, and
WHEREAS, it is in the best interest of the City and its residents for the City
Council to authorize the Mayor, City Manager and City Attorney to pursue a partnership
with Career Source of south Florida to provide disaster relief employment through the
Disaster Dislocated Worker Program,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS.-

OLLOWS:Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby[LW1] authorizes the Mayor, City Manager and City Attorney to pursue a
partnership with Career Source of South Florida to provide disaster relief employment
through the Disaster Dislocated Worker Program.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
