CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, February 26, 2020, beginning at 07:00 p.m., in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Oliver Gilbert, Vice Mayor Rodney Harris, Councilman Erhabor Ighodaro, Councilman Reggie Leon, Councilwoman Lillie Odom, Councilman David Williams Jr., and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Invocation was delivered by Mayor Gilbert. 3. PLEDGE OF ALLEGIANCE Recited in unison. 4. APPROVAL OF MINUTES 4. 1. Regular City Council Meeting Draft Minutes — February 12, 2020 City Clerk Bataille withdrew the minutes from the Agenda. 5. ORDER OF BUSINESS The following items was added to the Consent Agenda: ADD-ON ITEM # 1 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE USE OF MIAMI CITY PARKS AND THE CITY OF MIAMI GARDENS SHOWMOBILE FOR THE MIAMI CAROL CITY SENIOR HIGH ALUMNI ASSOCIATION'S ANNUAL COMMUNITY PICNIC AND THE MIAMI NORLAND SENIOR HIGH SCHOOL ALUMNI ASSOCIATION'S ANNUAL COMMUNITY PICNIC IN FISCAL YEAR 2020; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Councilwoman Wilson pulled Item 11 .1 from the Consent Agenda. A motion made by Vice Mayor Harris, seconded by Councilman Williams Jr., to approve the Consent Agenda passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) None 7. PUBLIC COMMENTS Xavier Ingram, 20641 NW 17th Avenue, appeared before the City Council to express the interest of open dialogue between elected officials and the community to encourage unity. Also for elected officials to be in regular attendance at meetings where the community's concerns are discussed and invited the Council to UPPAC meetings every Saturday from 9:00 a.m. to 1:00 p.m. 8. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE ORDERS TO SAFEWARE, INC., FOR THE PURCHASE OF A CLOSED CIRCUIT TELEVISION CAMERA SOLUTION, BY RELYING UPON COUNTY OF FAIRFAX, VIRGINIA'S, CONTRACT NUMBER 4400008468, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED SEVENTY-TWO THOUSAND THREE HUNDRED SIXTY- TWO DOLLARS AND TWENTY-EIGHT CENTS ($172,362.28),- Page $172,362.28);Page 2 of 6 February 26, 2020 City Council Meeting PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK: PROVIDING FOR AN EFFECTIVE DATE. 11.3. A motion offered by Councilman Williams Jr., seconded by Councilwoman Odom, to approve the consent agenda passed and carried by a 7 to 0 voice vote of the City Council. 12. RESOLUTION(S) 12. 1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND THE CITY CLERK TO EXECUTE AND ATTEST, RESPECTIVELY THAT CERTAIN AGREEMENT WITH CAREER SOURCE SOUTH FLORIDA FOR A YOUTH SUMMER PROGRAM, A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT 'A": APPROPRIATING FUNDING IN AN AMOUNT NOT TO EXCEED ONE HUNDRED AND FIFTY Page 3 of 6 February 26, 2020 City Council Meeting THOUSAND DOLLARS ($150,000.00); PROVIDING FOR INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Councilwoman Wilson expressed wanting to make the City's contribution and the summer program more effective. She proposed an expansion of the Career Source opportunities to involve more youth. She inquired with the City Manager on how many children can be serviced and at what cost. She offered more comments on the importance of having viable programming for the youth to develop work ethic and for greater opportunities to involve more youth. In response, Mayor Gilbert explained that the City's contribution is matched by Miami-Dade County and Career Source. He agreed to amend the Item to contribute $200,000, if it can be matched. He expressed interest in a year round program and suggested the City Manager's office see if this was something that could be accessed under the same mechanism. City Manager Benson stated he would look into the year round programming as the City prepares for budget season and look into adding it into next year's budget. Answering a question posed by Councilman Williams, Jr., Mayor Gilbert indicated the additional funds would come from fund balance. A motion offered by Mayor Gilbert, seconded by Councilman Leon, to approve the Resolution as amended to include an additional $50,000 passed and carried by a 7 to 0 voice vote of the City Council. 13. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: 13.1 ORDINANCES ON FOR FIRST READING/PUBLIC HEARING(S): 13.2 ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) 13.3 RESOLUTION(S)/PUBLIC HEARING(S) 14. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilman Ighodaro commented on the upcoming Workshop to discuss the Formula 1 matter. Answering a questioned posed by Councilman Ighodaro, City Clerk Bataille acknowledge the workshop is a public meeting. Councilman Ighodaro stated knowledge of an article where the owner of Formula 1 is rethinking coming to Miami. He publicized the idea of an Item to support and join the lawsuit against Formula 1. He stated his hopes of the scheduled Council workshop to be a real attempt to find solutions. Councilwoman Wilson referenced a recent School Board District 1 event on February 19th and how she would love to see greater attendance of the community at school events. She encouraged everyone to become involved in a program that benefits the children in the community. She also commended Dr. Gallon, Vice-Chair/District 1 School Board Member for his efforts. Councilwoman Odom reminded everyone the Black History Extravaganza would take place on Saturday, February 29th from 4:00 pm to 7:00 pm at the Betty T. Ferguson Center. Councilman Williams, Jr. thanked the City Manager along with his staff, the City Attorney, Police Department and everyone involved with making the Science Fair a success. He announced a new partnership with Otis Elevator Company and how they have contributed to creating an auxiliary Botanical Fruit Garden at Carol City Middle. He encouraged others to solicit Otis' financial support as they have committed to supporting the City's endeavors on a quarterly basis in different aspects. Councilman Williams, Jr. mentioned the possibility of working with the City Attorney to bring forward an agenda item for consideration on how the legislative assistants are managed. Mayor Gilbert announced the Black History Heritage event on Saturday, February 29th, from 12:00 pm to 4:00 pm at the Community Center, followed by the Black History Extravaganza at 4:00 pm. He congratulated Vice Mayor Harris on the Robotics Competition. He advised the community that he would keep them informed on the progress of mass transportation for the North Corridor and that we are making progress on seeking funding through the state for a Performing Arts Center. Mayor Gilbert offered comments on the decorum of City Council meetings. 16. WRITTEN REQUESTS, PETITIONS & OTHER WRITTEN COMMUNICATIONS FROM THE PUBLIC 17.
