Virtual Special City Council Meeting Minutes
June 10, 2020
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in a virtual special
session, Jun 10 2020, beginning at 10:02 AM, in the Council Chambers, 18605
NW 27th Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Mayor Oliver Gilbert,
Vice Mayor Rodney Harris, Councilman Erhabor Ighodaro, Councilman Reggie
Leon, and Councilwoman Katrina Wilson.
Councilwoman Lillie Q. Odom was absent.
A motion offered by Mayor Gilbert, seconded by Vice Mayor Harris, to
excuse the absence of Councilman David Williams Jr. was approved by a
unanimous voice vote.
A motion offered by Mayor Gilbert, seconded by Vice Mayor Harris, to
excuse the absence of Councilwoman Odom was approved by a
unanimous voice vote.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.

Mayor Gilbert delivered the Invocation.

5. ORDER OF BUSINESS
A motion offered by Vice Mayor Harris, seconded by Councilwoman
Wilson, to approve the Consent Agenda passed by a unanimous voice vote
of the members present.
Mayor Gilbert stated Pursuant to Executive Order Nos. 20-69 and 20-112, issued
by the Office of Governor Ron DeSantis, municipalities may conduct meetings
of their governing boards without having a quorum of its members present
physically or at any specific location, and utilizing communications media
technology such as telephonic or video conference, as provided by Section
120.54(5)(b)2, Florida Statutes. Procedures for the public comment will be
explained by the City Clerk shortly. The members of the City Council appearing
remotely for this meeting are Vice-Mayor Rodney Harris, Councilwoman Katrina
Wilson, Councilman Reggie Leon, and Councilman Erhabor Ighodaro and Mayor
Oliver Gilbert, III. The City Manager, Cameron D. Benson, City Clerk, Mario
Bataille, and City Attorney, Sonja K. Dickens are also appearing remotely. The
meeting will be opened with a prayer and The Pledge of Allegiance.
City Clerk Bataille provided the uniform rules of procedures for the virtual City
Council Meeting.
The procedures were accepted by the Mayor and City Council without objection.

7. PUBLIC COMMENTS
Mary Reeves, 1521 NW 168th Terrace, Miami Gardens, FL, commended the
Miami Gardens Police Department for their service during this time. Additionally,
recommended public messages from the City do not include individual images.
Ms. Reeves spoke in opposition of item 11.1 and 11.6. Lastly, Ms. Reeves
requested clarity on item 11 .6.

GARDENS, FLORIDA, ELECTING TO GIVE ELECTED OFFICIALS THE
OPTION OF JOINING THE ELECTED OFFICIALS CLASS OF THE
FLORIDA RETIREMENT SYSTEM IN ACCORDANCE WITH SECTION
121.052, FLORIDA STATUTES; PROVIDING FOR INSTRUCTIONS TO
THE CITY MANAGER: PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS: PROVIDING FOR AN EFFECTIVE DATE.
11.2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA. ALLOCATING FUNDS FROM COUNCILMAN
IGHODARO'S SPECIAL EVENTS ACCOUNT IN THE AMOUNT OF
THREE THOUSAND TWO HUNDRED DOLLARS ($3200.00) AND
PUBLIC AFFAIRS ACCOUNT IN THE AMOUNT OF ONE THOUSAND
DOLLARS ($1000.00), IN SUPPORT OF 2020 COMMUNITY
DISTRIBUTION; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.3. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER AND THE
CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY, THAT
CERTAIN AGREEMENT WITH MIAMI-DADE COUNTY FOR THE

ACCEPTANCE OF THE 2020 STREET TREE MATCHING GRANT
PROGRAM IN THE AMOUNT OF FOURTEEN THOUSAND FIVE
HUNDRED SIXTY-NINE DOLLARS AND THIRTEEN CENTS
($14,569. 13) TO SUPPORT THE CITY'S "COMMUTE-A-TREE
PROJECT"; A COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT
"A": AUTHORIZING A MATCH OF FUNDS IN THE AMOUNT OF
FOURTEEN THOUSAND FIVE HUNDRED SIXTY-NINE DOLLARS AND
THIRTEEN CENTS ($14,569.13); PROVIDING FOR THE ADOPTION
OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.4. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS. FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK
TO EXECUTE AND ATTEST, RESPECTIVELY, THAT CERTAIN RIGHT
OF WAY DEDICATION DEED WITH THE STATE OF FLORIDA
DEPARTMENT OF TRANSPORTATION; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
11.5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, APPROVING A BID AWARD TO THUNDER
DEMOLITION, INC FOR BENNETT M. LIFTER PARK SELECT SITE
DEMOLITION PURSUANT TO REQUEST FOR QUALIFICATIONS
(RFQ) NO. 19-20-004, DEMOLITION SERVICES CITYWIDE,-
AUTHORIZING
ITYWIDE;AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE
ORDERS, AS NEEDED, FOR THIS PURPOSE: PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
11.6. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA. AUTHORIZING THE CITY MANAGER AND THE
CITY CLERK TO EXECUTE AND ATTEST RESPECTIVELY THE
AGREEMENT WITH MIAMI-DADE COUNTY PROPERTY
APPRAISER'S OFFICE, FOR ACCESS TO CERTAIN EXEMPT
INFORMATION; PROVIDING FOR INSTRUCTIONS TO THE CITY
CLERK; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS:
PROVIDING FOR AN EFFECTIVE DATE.
A motion offered by Vice Mayor Harris, seconded by Councilman
Leon, to approve the Consent Agenda passed and carried by a 5 to
0 voice vote.

Mayor Gilbert announce the commencement of Black Lives Matter series and
encouraged everyone to submit pictures to public affairs to be included in the
Black Lives Matter campaign.
Mayor Gilbert announced the graduate parade that will take place on July 20,
2020 that will end at Hard Rock Stadium and include schools from Dade and
Broward County.
