A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, ACCEPTING INVITATION TO
JOIN THE MIAMI-DADE TRANSPORTATION PLANNING
ORGANIZATION (TPO) GOVERNING BOARD; SELECTING
MAYOR RODNEY HARRIS TO SERVE AS A VOTING MEMBER
OF THE TPO BOARD; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami Gardens Mayor, has been formally invited to join
the Transportation Planning Organization Board ("TPO" Board), and
WHEREAS, the Miami-Dade Transportation Planning Organization (TPO)
Governing Board approves federally required plans and transportation policies, and
WHEREAS, the development of transportation plans and programs is
coordinated through the Transportation Planning Council (TPC) which makes
recommendations to the TPO Governing Board, and
WHEREAS, citizen involvement and participation occurs through several
community Advisory Committees which advise the TPO Governing Board, and
WHEREAS, the TPO Governing Board is vested with the responsibility for
exercising the powers of the TPO including the final decision on all policy matters,
adoption or endorsement of transportation plans and programs, adoption of budgets,
approval of agreements or contracts, adoption of rules, and establishing or changing its
internal operating structure, and
WHEREAS, the TPO Governing Board is comprised of: (Voting Members) -
Miami-Dade County Board of County Commissioners (Commission Districts 1-13) -
eight elected officials; one from each of the eight municipalities with population over
50,000 (City of Coral Gables, City of Doral, City of Hialeah, City of Homestead, City of
Miami, City of Miami Beach, City of Miami Gardens, and City of North Miami) - Four (4)
appointed by the Governor, representing: Miami-Dade County School Board,
Municipality-at-Large (within Miami-Dade County), a Non-Elected Official (residing in
unincorporated Miami-Dade County) and Expressway Authority, and
WHEREAS, the City wishes to continue serving on the TPO Governing Board to
address the transportation needs of the City and surrounding areas, and
WHEREAS, the Board will meet on December 17, 2020 which requires this
resolution to open the vacant position knowing that the City has a new Mayor and the
TPO Board will be able to fill the City of Miami Gardens elected official,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby accepts the invitation to join the Miami-Dade Transportation Planning
Organization (TPO) governing board and selects Mayor Rodney Harris to serve as a
voting member of the TPO Board.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON D' EMBER 9, 2020.
