A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPROVING A CHANGE ORDER
TO THE AGREEMENT AND PURCHASE ORDER WITH MOBIO
BOSTWICK DESIGN PARTNERSHIP FOR ADDITIONAL
ARCHITECTURAL AND ENGINEERING SERVICES
ASSOCIATED WITH RISCO PARK; AUTHORIZING THE CITY
MANAGER TO ISSUE A CHANGE ORDER IN THE AMOUNT
OF ONE HUNDRED SIXTY-ONE THOUSAND TWO HUNDRED
NINETY DOLLARS AND FIFTEEN CENTS ($161,290.15);
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in April 2014, the City of Miami Gardens residents approved a
General Obligation Bond (GOB) in the amount of Sixty Million Dollars ($60,000,000) for
the construction of and improvements to the City's parks and related facilities, and
WHEREAS, City Council authorized the issuance of General Obligation Bonds
to pay the costs of various improvements to the parks, and
WHEREAS, City Council also adopted a Bond Implementation Plan that listed
improvements to be incorporated into each park project, and
WHEREAS, May 17, 2018, staff issued Request for Qualifications (RFQ) #17-18-
018 Risco Park Improvements, inviting qualified firms to submit proposals to provide
architectural and engineering design and construction documents for improvements to
Risco Park located at 19010 NW 39th Avenue. Proposals were received from six (6)
proposers, and
WHEREAS, on July 9, 2018, the Selection Committee heard presentations from
the three firms, Mobio Bostwick Design Partnership, LLLP; Synalovski Romanik Saye,
LLC.; and Wolfberg Alvarez & Partners, Inc. After the presentations from the firms, the
Selection Committee scored and ranked the three (3) firms, and
WHEREAS, on July 25 2018, the Council approved Resolution Number 2018-
127-3541 giving the City Manager the authority to negotiate and execute a contract with
Mobio Bostwick Design Partnership, and
WHEREAS, on November 7, 2019, the City executed a contract and
subsequently issued a PO with Mobio Bostwick Design Partnership, in the amount of
$744,612.79, and
WHEREAS, after the construction drawings were 50% complete, in July 2020 the
City entered into a contract with Kaufman Lynn Construction for Preconstruction and
Construction Manager at Risk services (Resolution #2020-066-3464), and
WHEREAS, the construction drawings were given to Kaufman Lynn for initial
evaluation and pricing, and
WHEREAS, initial costs of the project came in significantly over budget, and a list
of cost-saving measures was generated, and
WHEREAS, due to the extensive changes, Mobio Bostwick Design Partnership
submitted a change order for additional fees associated with the design changes, and
WHEREAS, the additional fees for these design changes total $161,290.15,
which includes revised architectural, mechanical, electrical, plumbing, and landscape
drawings which will allow the project to move forward to 100% construction drawings
within budget, and
WHEREAS, Staff recommends that the City Council approve the resolution to
authorize the City Manager to issue a change order to Mobio Bostwick Design
Partnership in an amount not to exceed $161,290.15 for additional architectural and
engineering services for Risco Park,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby approves a change order to the Agreement and Purchase Order with Mobio
Bostwick Design Partnership for additional Architectural and Engineering Services
associated with Risco Park, and authorizes the City Manager to issue a change order in
the amount of One Hundred Sixty-One Thousand Two Hundred Ninety Dollars and
Fifteen Cents ($161,290.15).
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
