A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPROVING A CHANGE ORDER
TO THE AGREEMENT WITH ENCO LLC FOR ADDITIONAL
ARCHITECTURAL AND ENGINEERING SERVICES
ASSOCIATED WITH NEW COMMUNITY CENTER DESIGN AT
BENNETT LIFTER PARK; AUTHORIZING THE CITY MANAGER
TO ISSUE A CHANGE ORDER IN THE AMOUNT OF
$207,802.06; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in April 2014, the City of Miami Gardens residents approved a
General Obligation Bond (GOB) in the amount of Sixty Million Dollars ($60,000,000) for
the construction of and improvements to the City's parks and related facilities, and
WHEREAS, the City Council authorized the issuance of General Obligation
Bonds to pay the costs of various improvements to the parks, and
WHEREAS, the City Council also adopted a Bond Implementation Plan that
listed improvements to be incorporated into each park project, and
WHEREAS, on November 9, 2016, Council approved ENCO LLC proposal
response for RFP 15-16-047 Bennett Lifter Park Improvements in the amount of
$945,296.38, and
WHEREAS, the Scope of Work includes overall site improvements, new
playground, and renovations of existing community center, and
WHEREAS, during the design process, it was determined that the existing
building did not have adequate space to meet programing needs, upgrades to outdated
underground utilities are required, and to be compliant with current Building Code,
portion of the building is required to be demolished and renovated, and
WHEREAS, the City determined that a new facility with larger meeting space,
new water and sewer connections, and added outdoor space will better serve Bennett
Lifter Park, and
WHEREAS, the additional fees for these design changes to a total of
$207,802.06, which includes revised architectural, mechanical, electrical, plumbing, and
landscape drawings, cost estimating and assistance with acquiring all necessary
permits, and
WHEREAS, Staff recommends that the City Council approve the resolution to
authorize the City Manager to issue a change order to ENCO LLC in an amount not to
exceed $207,802.06 for additional Architectural and Engineering Services for Bennett
Lifter Park,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby approves a change order to the Agreement with Enco LLC for additional
Architectural and Engineering Services associated with the new Community Center
design at Bennett Lifter Park; and authorizes the City Manager to issue a change order
in the amount of $207,802.06.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
