A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING A BID TO RISING
WATERS CONSULTING, INC., FOR FLOODPLAIN AND CRS
CONSULTING SERVICES IN RESPONSE TO RFP 20-21-005;
AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT FOR THIS PURPOSE; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on January 6, 2021, staff issued Request for Proposal (RFP) No. 20-
21-005, Floodplain and CRS Consulting Services via Bidsync, and
WHEREAS, RFP invited qualified firms to submit proposals to provide floodplain
management, consulting services and technical support services to the City, and
WHEREAS, in response to the RFP, proposals were received from two (2) firms;
Dry Out Restorations, and Rising Waters Consulting, Inc., and
WHEREAS, on March 8, 2021, an Evaluation Committee meeting was held and
the Evaluation Committee determined that one (1) proposer; Rising Waters Consulting,
Inc, was responsive and responsible to the requirements of the RFP, and
WHEREAS, the Selection Committee's recommendation of award was posted on
BidSync on March 8, 2021, and
WHEREAS, City staff recommends the City Council approve the attached
resolution authorizing the City Manager to negotiate and execute a contract with Rising
Waters Consulting, Inc, for floodplain management, consulting services and technical
support services to the City, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to negotiate and execute a contract with Rising
Waters Consulting, Inc., for floodplain management, consulting services and technical
support services to the City, and authorizes the City Manager to execute an agreement
for this purpose.

Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
