A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AUTHORIZING THE CITY
MANAGER TO EXECUTE THE SHOTSPOTTER AUTHORIZED
ACCESS FORM TO PROVIDE THE BUREAU OF ALCOHOL,
TOBACCO, FIREARMS AND EXPLOSIVES AGENTS ACCESS
TO SHOTSOPTTER INSIGHT ANALYTICAL APPLICATIONS; A
COPY OF WHICH IS ATTACHED HERETO AS EXHIBIT A;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the United States Department of Justice, Bureau of Alcohol, Tobacco,
Firearms and Explosives (ATF) is requesting authorization to gain access to the
ShotSpotter Insight Analytical applications, and
WHEREAS, ATF Agents and Intelligence Analysts along with our assigned Task
Force Officers, need to make sure they are focused on making the highest impact on
violent crime., and
WHEREAS, in order to enhance their ability to identify, investigate and incarcerate
the most violent offenders in the City of Miami Gardens, they would add ShotSpotter
Insight as another layer of intelligence to the combined Crime Gun Intelligence arsenal
(MGPD Crime Analysis, NIBIN Enforcement Support System, Firearms Tracing, Social
Media and Confidential Human Sources) to ensure we target the most violent offenders,
and
WHEREAS, there will be no cost to the City of Miami Gardens for granting ATF
access to the ShotSpotter application,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to execute the ShotSpotter Authorized Access Form
to provide ATF Agents access to ShotSpotter Insight Analytical applications and any
updates or addenda as it relates to access to ShotSpotter Insight Analytical applications
as outlined in the agreement.
Section 3: INSTRUCTIONS TO THE CITY CLERK: The City Clerk is hereby
authorized to obtain two (2) fully executed copies of the subject Agreement with one to

be maintained by the City, and one to be delivered to the Florida Division of Emergency
Management.
Section 4: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON MAY 12, 2021.
