A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING A BID TO BEJAR
CONSTRUCTION, INC. FOR CONSTRUCTION SERVICES
RELATED TO THE OVERALL IMPROVEMENTS TO ANDOVER
PARK IN RESPONSE TO REQUEST FOR PROPOSAL NUMBER
20-21-007; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT FOR THIS
PURPOSE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on January 14, 2021, staff issued Request for Proposal (RFP) No. 20-
21-007, Andover Park Improvements, and
WHEREAS, the RFP invited qualified firms to submit proposals to provide
construction services related to overall improvements for Andover Park, and
WHEREAS, in response to the RFP, proposals were received from four (4)
proposers, Bejar Construction, Inc., Campus Construction Group, Inc., Continental
Construction USA LLC, and Florida Engineering and Development, Corp, and
WHEREAS, on March 25, 2021, an Evaluation Committee meeting was held and
the Evaluation Committee determined that all four (4) proposers, were responsive and
responsible to the requirements of the RFP, and
WHEREAS, the Evaluation Committee shortlisted two (2) firms, Bejar
Construction, Inc. and Campus Construction Group, Inc., and invited them to make oral
presentations before the Committee, and
WHEREAS, on April 15, 2021, the Evaluation Committee heard presentations from
the two (2) firms, Bejar Construction, Inc. and Campus Construction Group, Inc., and
WHEREAS, after presentations from the firms, the Evaluation Committee
recommended Bejar Construction, Inc. for the award, and
WHEREAS, the Evaluation Committee's recommendation of award was posted on
April 15, 2021, and
WHEREAS, staff recommends the City Council authorize the City Manager to
negotiate and execute a contract with Bejar Construction, Inc. to provide construction
services related to the overall improvements to Andover Park.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing “WHEREAS”
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: APPROVAL: The City Council hereby authorizes the City Manager to
negotiate and execute a contract with Bejar Construction, Inc. to provide construction
services related to the overall improvements to Andover Park.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON JUNE 9, 2021.
