A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
NO. 20-21-001 TO PRIMARY VENDOR, METRO EXPRESS INC.,
AND TWO SECONDARY VENDORS ATC ENGINEERING INC.
AND NATIONAL CONCRETE AND PAVING LLC, FOR
CITYWIDE DRAINAGE IMPROVEMENTS; AUTHORIZING THE
CITY MANAGER AND CITY ATTORNEY TO NEGOTIATE AND
EXECUTE AGREEMENTS FOR THIS PURPOSE IN AN
AMOUNT NOT TO EXCEED THE BUDGETED AMOUNT;
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, various areas in the City of Miami Gardens are subject to flooding
impacting the quality of life in this City, and
WHEREAS, the services of a Drainage Contractor is required to complete projects
for drainage improvements in the City to respond to resident complaints, and
WHEREAS, the work to be performed is removal and replacing of exfiltration
trenches, stormwater lines, stormwater catch basins and manholes, road restoration,
swale reconstruction, replacement of sidewalk, curb and gutters and other minor items
related to the nature of these city-wide stormwater drainage improvement projects on an
as needed basis, and
WHEREAS, some repairs may be emergency requests or based on investigation
determining that the existing infrastructure has failed and that replacement is required,
and
WHEREAS, this contract shall compliment the City’s maintenance crew, and
WHEREAS, in support of the City of Miami Gardens Citywide Drainage
Improvements project, Invitation to Bid (ITB) Number 20-21-001 was advertised on
BidSync on June 26, 2019, and
WHEREAS, the ITB opened on November 23, 2020. Eight (8) firms submitted bids
in response to the advertised bid and they were publicly read: ATC Engineering Inc.;
Continental Construction USA, LLC; GPE Engineering and General Contractor Corp.;
Metro Express Inc.; National Concrete and Paving LLC; RG Underground Engineering,
Inc.; Southeastern Engineering Contractors, Inc.; and Southern Underground Industries,
Inc., and
WHEREAS, City staff evaluated all eight bids for compliance with the
specifications, and

WHEREAS, staff recommends that award be made to Metro Express, Inc. as
primary vendor and secondary vendors ATC Engineering, Inc. and National Concrete and
Paving, LLC., and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Invitation to Bid No. 20-21-001 to primary vendor, Metro Express Inc., and
two secondary vendors ATC Engineering Inc. and National Concrete and Paving LLC, for
citywide drainage improvements, and further authorizes the City Manager and City
Attorney to negotiate and execute Agreements for this purpose in an amount not to
exceed the budgeted amount.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON MARCH 24, 2021.
