A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPROVING AMENDMENTS TO
THE LOCAL HOUSING ASSISTANCE PLANS (LHAP);
PROVIDING FOR THE ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, upon becoming a US HUD entitlement community in 2007, the City
became eligible to receive funding from the Florida Housing Finance Corporation in the
form of State Housing Initiatives Partnership (SHIP) Program funds, and
WHEREAS, the City received its first SHIP funding allocation in FY 2007- 2008,
and
WHEREAS, adoption of a Local Housing Assistance Plan (LHAP) is a requirement
for receiving SHIP funding, and
WHEREAS, the LHAP governs the use of these State funds through various
initiatives targeted at generating and preserving affordable housing, and
WHEREAS, the plan covers a three-year period, and
WHEREAS, the City‘s previous LHAP covers the funding period from 2016-2019
and was adopted by City Council on April 13, 2016 via Resolution No. 2016-77-2976, and
WHEREAS, the current LHAP covers the funding period from 2019 to 2022, and
was adopted by City Council on June 12, 2019, via Resolution No. 2019-138-3267, and
WHEREAS, Staff is proposing to amend both the 2016-2019 plan as well as the
2019-2022 plan due to available funding spanning both time periods, and
WHEREAS, the amendment to the plans include the addition of two allowable
spending activities: Replacement Housing and New Construction, and
WHEREAS, this will provide more flexibility for staff to serve the community
through housing rehabilitation activities, and
WHEREAS, it will also take advantage of any future opportunities to work with
private developers on providing high-quality affordable housing throughout the
community,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby approves.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
