CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Jul 14 2021, beginning at 07:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE Recited in unison. 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – June 9, 2021 4.2. Regular City Council Meeting Draft - June 23, 2021 City Clerk Bataille withdrew the draft minutes from the Agenda. 5. ORDER OF BUSINESS Councilwoman Ighodaro added: 6.1 PROCLAMATION PRESENTATION BY CONGRESSWOMAN FREDERICA WILSON. Councilwoman Ighodaro pulled item 11.5 from the Consent Agenda. Vice Mayor Leon pulled Item 11.2 from the Consent Agenda. Councilwoman Julien pulled Item 11.7 from the Consent Agenda. A motion made by Councilman Stephens, seconded by Councilwoman Campbell, to approve the Agenda as amended passed and carried by a unanimous voice vote of the City Council. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. PROCLAMATION PRESENTATION BY CONGRESSWOMAN FREDERICA WILSON. The Honorable Congresswoman Frederica Wilson appeared before the City Council and spoke on the impact the Bahamian culture has had on the development of the City of Miami and Miami Dade County. She continued to stress the importance of recognizing the impact the Bahamian community has had on shaping Miami-Dade County similar to the Haitian and Cuban cultures. Therefore she made it known she is in the process of establishing a Bahamian Museum and Cultural Art Center in Coral Gables. Congresswoman Wilson continued to commend the City Council for hosting the Bahamian Independence Day celebration event while recognizing Councilwoman Ighodaro leadership for sponsoring the event. Lastly, Congresswoman Wilson presented a Congressional Proclamation to commemorate the 48th Anniversary of Bahamian Independence. 7. PUBLIC COMMENTS Oscar Braynon II, 9155 South Dadeland Blvd, Miami, FL, appeared before the City Council representing Acentria Public Risk and lobbied that the City Council consider awarding Acentria Public Risk RFP Number 20-21-088 "Insurance Brokerage Services" (Item 11.7). Jonathan Jallad, Vice President/Sales Leader for Acentria Public Risk, appeared before the City Council and provided an overview on the history and services provided by Acentria Public Risk. Kristen Hollist, co-founder of Optimal Health, appeared before the City Council and spoke on Optimal Health partnership with Acentria Public Risk and the healthcare services they provide. Barbara Ahwee, 2501 NW 151 Street Road, Miami Gardens, FL, appeared before the City Council referencing the celebration of Caribbean Heritage month and opined it would be more cost effective for the City to celebrate the various Caribbean heritages in one Caribbean event for all Caribbean nations versus multiple Caribbean events for each Caribbean island. Janiece Davis, representing Urban Health Partnership, appeared before the City Council and spoke in support of agenda item 11.4. Karen Hunter-Jackson, 1420 NW 199th Street, Miami Gardens, FL, appeared before and shared her concerns on the status of the abandoned building located across from Top Golf. Second, Ms. Hunter-Jackson followed-up with the Mayor on the status on a request made to have a City Wide town hall meeting to discuss the upcoming Formula One event. Lastly, Ms. Hunter-Jackson shared concerns with the park and ride locations around the City. Lavern Deer, 18721 NW 11th Road, appeared before the City Council and thanked Councilwoman Julien and Councilwoman Ighodaro for recognizing the Caribbean nationals in the City. Rea Hughes, 3335 NW 188th Street, Miami Gardens, FL , appeared before the City Council and indicated at the June 23rd City Council Meeting members of the Lake Lucerne community expressed concerns referencing the renovations of Bennett Lifter Park. Ms. Hughes continued to share concerns on the bond improvement to Myrtle Grove Park. Susan Holtzman, 1111 NW 1st Street, Miami, FL, provided written communication in support of agenda item 11.4. Lynette Hickenbottom, 20832 NW 25th Avenue, Miami Gardens, FL, provided written communication in support of agenda item 11.4. 8. ORDINANCE(S) FOR FIRST READING: 8.1. A motion was made by Councilwoman Wilson, seconded by Councilman Stephens. Councilman Stephens spoke in support of the amendment changing the approval from a unanimous vote of the City Council to a majority vote of the City Council. Councilman Stephens shared concerns with the amendment change that the individual being honored does not have to be deceased. Answering a question posed by Councilman Stephens, Councilwoman Wilson provided an overview on the item and this amendment will give the City an opportunity to recognize the long standing work of individuals while they are still living. Mayor Harris shared the history on how this original ordinance was created by the previous council and shared concerns on opening the flood gates on street renaming by moving some of the restrictions originally established. Councilwoman Wilson agreed with the concerns raised by the Mayor and indicated if there is any un-readiness by any members of the Council that this item be workshop for further discussion and review by the City Council prior to voting. Nonetheless, Councilwoman Wilson opined the Ordinance does warrant an amendment but would like to do that with wise Council. Answering a question posed by Vice Mayor Leon, City Clerk Bataille indicated this item can be workshop by consensus of the City Council. Councilman Stephens spoke in support of having a workshop to further discuss the item. Answering a question posed by Councilwoman Wilson, Attorney Dickens indicated there will be no prejudice in bringing back the Item for Council approval should she decided to withdraw the item. A motion to approve the Consent Agenda made by Vice Mayor Leon, seconded by Councilman Stephens, passed and carried by a unanimous voice vote. 12. RESOLUTION(S) 12.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, ALLOCATING FUNDS FROM COUNCILWOMAN SHANNAN IGHODARO’S SPECIAL EVENTS ACCOUNT IN THE AMOUNT NOT TO EXCEED FIVE THOUSAND DOLLARS ($5,000.00), IN SUPPORT OF THE 59TH INDEPENDENCE CELEBRATION OF JAMAICA; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Vice Mayor Leon thanked Councilwoman Julien and Councilwoman Ighodaro for recognizing the independence of the Caribbean Nations in the past. Vice Mayor Leon shared concern with the City funding this event and the possibility leaving out other nations as it does not bring us together as a City. Vice Mayor Leon continued to indicated that he would support an item that recognizes every Caribbean heritage. Councilman Stephens agreed with the comments made by Vice Mayor Leon as the City of Miami Gardens is a very diverse community. Additionally, spoke in support of inclusiveness of all nationalities as he is not against celebrating any Caribbean culture. Therefore he cannot support this item. Councilwoman Julien stated she has not come before the City Council to request for funding to celebrate the Haitian Culture. Additionally, Councilwoman Julien spoke in support in celebrating all Caribbean culture in one event. The City Council must not forget the City's diversity is the City's strength and we must stick together. However, Councilwoman Wilson indicated she is not in the business on dictating how Councilmembers allocate the funds that are made available to them. Councilman Stephens stated he does not want to get into the business of dictating how Councilmembers utilize funds allocated for them however the City Council has a moral obligation to insure we are good stewards over the City's finances. Councilman Stephens questioned if Councilwoman Ighodaro would be willing to amend the item to be more inclusive with other Caribbean cultures as suggested by Vice Mayor Leon. A motion was made by Councilwoman Ighodaro, seconded by Councilwoman Wilson, to approve the item. There being no further discussion, Mayor Harris called the question. After the vote on this item, Councilwoman Wilson recommended a having a future item that will encompass celebrating all Caribbean heritages together. Mayor Harris suggested the Council hold a workshop to plan on how the City celebrates all Caribbean heritages. Answering a question posed by Councilman Stephens, City Clerk Bataille indicated the City does have a Caribbean Affairs Advisory Board, however the board is inactive due to lack of appointments to the board. A motion offered by Councilwoman Ighodaro, seconded by Councilwoman Wilson, to approve the Resolution passed and carried by a 4 to 3 roll call vote of the City Council. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AUTHORIZING AN EXPENDITURE IN THE AMOUNT OF SIXTY THREE THOUSAND DOLLARS ($63,000) TO DESIGN SOUTH FLORIDA, NUNC PRO TUNC, TO JUNE 19, 2021; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Councilwoman Ighodaro commended Councilwoman Wilson on a successful Juneteenth Celebration and questioned if this item in addition to the funding already approved by the City Council. Councilwoman Wilson indicated this is not in addition to amount approved by the City Council. Councilwoman Wilson explained the cost for the stage setup exceeded the Manager's spending authority hence why this item is being brought before the City Council for approval. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, APPROVING THE EVALUATION COMMITTEE’S RECOMMENDATION FOR AWARD TO PUBLIC RISK INSURANCE PROVIDERS (PRIA), FOR RFP NUMBER 20-21-008, INSURANCE BROKERAGE SERVICES FOR GROUP EMPLOYEE BENEFITS; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. Answering a question posed by Councilwoman Julien, Procurement Director Peter Parkin provided an overview on the item and indicated PRIA is the incumbent vendor for the City. Mr. Parkin further explained the evaluation process and recommendation of the evaluation committee. Answering a question posed by Councilwoman Julien, Human Resources Director Melissa Negron indicated PRIA has been the City's broker for the past three years. Answering a question posed by Councilman Stephens, Ms. Negron indicated the City does not have any issues with PRIA. City Attorney Dickens further explained the City's contract with PRIA is up hence why there was a solicitation and an item before Council. Answering a question posed by Councilman Stephens, Mr. Parker indicated there are no presentation by the vendors this evening, however if it is the will of the Council we can have the vendors appear before the Council to present their bid. Councilman Stephens stated he trust the recommendation made by staff, however he would like an opportunity to review a presentation of the top two ranked firms before voting on the Item. Councilwoman Campbell raised concerns regarding the statement that the Human Resources Director has recommended PRIA, however the Human Resources Director did not sit as part of the evaluation committee. Councilwoman Campbell indicated it was amicable that Acentria was present tonight to speak to the Council while PRIA was not. Councilwoman Campbell further shared concern with the evaluation committee's local preference consideration given to one organization and not the other as both companies are based in Daytona Beach. City Manager Benson recommended an opportunity to bring this item back at a future meeting with both vendors presenting their proposal to the Council. Answering a question posed by the City Manager, Human Resources Director explained the current broker will remain in place until we have another broker selected by the City Council. Councilwoman Julien spoke in support of awarding the RFP to Acentria. A motion was made by Councilwoman Julien to award this RFP to Acentria. City Attorney Dickens opined the City Council should bring back this item to provide an opportunity for both companies to present before the City Council. Councilwoman Julien withdrew her motion. Answering a question posed by Councilwoman Campbell, Mr. Parkin explain the local preference evaluation by the evaluation committee which are guided by the procurement code. The item was withdrawn by the City Manager. 13. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS DISCLOSURE: 13.1 ORDINANCES ON FOR FIRST READING/PUBLIC HEARING(S): 13.2 ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S) 13.3 RESOLUTION(S)/PUBLIC HEARING(S) 14. REPORTS OF CITY MANAGER/CITY ATTORNEY/CITY CLERK (3 MINUTES EACH) City Manager Benson announced his office will be coordinating an Alzheimer's Day walk and will provide further details to the Council in the near future. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilman Robert Stephens question if the Manager's Office responds to the comments raised during public comment. City Manager Benson indicated all concerns raised during public comment are handled by Assistant City Manager Vernita Nelson. Councilman Stephens stated he wanted to insure that the City continues to highlight the diversity and inclusion that Miami Gardens represent by celebrating all of the nations collectively. Councilman Stephens reported on and congratulated the 10 scholarship recipients of the Miami Gardens Higher Education Initiative Certificate Scholarship program funded by Miami-Dade College- Medical Campus. Councilman Stephens announced Job Fair & Miami Dade College Day in Miami Gardens taking place on July 16, 2021 at the Betty T. Ferguson Recreational Complex. Councilman Stephens announced a Back to School Bash & Book bag Giveaway taking place on August 14, 2021. Councilwoman Shannan Ighodaro commended the City Manager's Office, Police, Parks and Recreation for their support with the Bahamian Independence Day celebration event. Councilwoman Ighodaro express sympathy on the recent current events taking place in Haiti. Councilwoman Julien express her condolences to Haitian President Jovenel Moïse and his family. Councilwoman Julien asked that everyone keep resident Basil Cole in their prayer as he just went through a medical procedure. Councilwoman Campbell express her condolences to the Haitian Community.
