City Council Minutes
June 23, 2021
1. CALL TO ORDER/ROLL CALL
The City Council for the City of Miami Gardens, Florida, met in regular session,
June 23 2021, beginning at 07:00 PM, in the Council Chambers, 18605 NW 27th
Avenue, Miami Gardens, Florida.
The following members of the City Council were present: Vice Mayor Reggie
Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro,
Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman
Katrina Wilson.
Also in attendance were: City Manager Cameron Benson, City Attorney Sonja
Dickens, and City Clerk Mario Bataille.
A motion offered by Vice Mayor Leon, seconded by Councilman Stephens,
to excuse the absence of Mayor Harris passed by a unanimous voice vote
of the City Council.

5. ORDER OF BUSINESS
Councilwoman Julien pulled Item 11.1 and Item 11.2 from the Consent Agenda.
A motion offered by Councilwoman Campbell, seconded by Councilman
Stephens, to approve the agenda as amended was approved by a voice
vote of the City Council.

Councilwoman Linda Julien recognized the following winners of the
Haitian Heritage Month Essay Contest.

7. PUBLIC COMMENTS
Miami Dade County Commissioner - Vice Chair Oliver Gilbert appeared to
commend the City Council on all of the great work that is being done in the City
of Miami Gardens.
Angelou Garcia, 16330 NW 45 Avenue Miami Gardens, FL appeared before City
Council to express concerns about city maintenance and disappointments.
Jennifer Nahover, 1731 NW 206 Street Miami Gardens, FL appeared before City
Council to express concerns about delayed renovations to Bennett Lifter Park.
Tamar Nahover, 1731 NW 206 Street Miami Gardens, FL appeared before City
Council to express concerns about delayed renovations to Bennett Lifter Park
and the need for the youth in the area to have a place to enjoy.
Lynette Hickenbottom, 20832 NW 25 Avenue Miami Gardens, FL appeared
before City Council to express concerns about delayed renovations to Bennett
Lifter Park.
Aubrey Nickerson, 18320 NW 43 Court Miami Gardens, FL appeared before City
Council in support of Item 11.1 - DESIGNATING THE FIRST MONDAY IN
MARCH AS "COVID-19 MEMORIAL DAY.
Gale Olivia Cunningham, 19001 NW 14th Avenue Road Miami Gardens, FL
appeared before City Council to thank all City Council members for their
willingness and support to meet with her to hear and discuss her concerns.
Rea Hughes, 3335 NW 180 Street Miami Gardens, FL appeared before City
Council to ask City Council members to present Items they will bring before
Council to their constituents for recommendations.

11. CONSENT AGENDA:
11.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE ONE-YEAR RENEWAL OF
INVITATION TO BID NUMBER 16-17-034 IN THE AMOUNT OF
$65,000.00 FOR CANAL RIGHT-OF-WAY LANDSCAPE
MAINTENANCE TO WEED-A-WAY, INC.; AUTHORIZING THE CITY
MANAGER TO ISSUE PURCHASE ORDERS AS NEEDED FOR THIS
PURPOSE; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AUTHORIZING THE CITY MANAGER TO
EXECUTE SUBRECIPIENT AGREEMENTS WITH THE CENTER FOR
FAMILY AND CHILD ENRICHMENT (CFCE), JESSIE TRICE
COMMUNITY HEALTHY SYSTEM (JTCHS), MD MARKETING
NETWORK (MDMN), QQ RESEARCH CONSULTANTS, AND UHI
COMMUNITY CARE CLINIC FROM THE GRANT AWARDED TO THE
CITY BY THE CENTERS FOR DISEASE CONTROL AND PREVENTION
(CDC) FOR RACIAL AND ETHNIC APPROACHES TO COMMUNITY
HEALTH (REACH); PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.3. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, ACCEPTING A FIVE HUNDRED ELEVEN
THOUSAND ONE HUNDRED AND FORTY-SIX DOLLAR AND
TWENTY-FIVE CENTS ($511,146.25) GRANT AWARD FROM THE
DEPARTMENT OF HEALTH AND HUMAN SERVICES, CENTERS FOR
DISEASE CONTROL AND PREVENTION (CDC) FOR RACIAL AND
ETHNIC APPROACHES TO COMMUNITY HEALTH (REACH), NUNC
PRO TUNC TO APRIL 1, 2021; AUTHORIZING THE CITY MANAGER
TO EXECUTE ANY AND ALL DOCUMENTS RELATED TO THE
ACCEPTANCE OF THIS AWARD; PROVIDING FOR THE ADOPTION
OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.4. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, ESTABLISHING THE CITY OF MIAMI GARDENS
WEATHERIZATION ASSISTANCE PROGRAM IN THE AMOUNT OF
TWO HUNDRED FIFTY THOUSAND DOLLARS ($250,000.00) TO BE
FUNDED THROUGH THE STATE HOUSING INITIATIVE PROGRAM
(SHIP) FUNDS; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
11.5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, TO JOIN WITH THE STATE OF FLORIDA AND
OTHER LOCAL GOVERNMENTAL UNITS AS A PARTICIPANT IN THE
FLORIDA MEMORANDUM OF UNDERSTANDING AND FORMAL
AGREEMENTS IMPLEMENTING A UNIFIED PLAN; AUTHORIZING

SAID MEMORANDUM OF UNDERSTANDING; PROVIDING FOR
INSTRUCTIONS TO THE CITY CLERK; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
A motion offered by Councilman Stephens, seconded by
Councilwoman Campbell, approve the Consent Agenda passed and
carried by a 6 to 0 voice vote of the City Council.
12. RESOLUTION(S)
12.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, DESIGNATING THE FIRST MONDAY IN
MARCH AS "COVID-19 MEMORIAL DAY" IN REMEMBERANCE OF
THOSE WHO HAVE LOST THEIR LIVES AND IN HONOR OF THOSE
WHO CONTINUE TO SUFFER FROM THE IMPACT OF THE VIRUS;
AND URGING RESIDENTS TO CONTINUE TAKING PREVENTATIVE
MEASURES TO MITIGATE THE SPREAD OF THE VIRUS; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVDING FOR AN
EFFECTIVE DATE.
Councilwoman Julien indicated she had no questions at this time.

Councilwoman Ighodaro, to approve the Resolution failed by a 2 to

SHANNAN IGHODARO’S SPECIAL EVENTS ACCOUNT IN AN
AMOUNT NOT TO EXCEED FIVE THOUSAND DOLLARS ($5,000.00),
IN SUPPORT OF THE 48TH INDEPENDENCE CELEBRATION OF THE
COMMONWEALTH OF THE BAHAMAS; PROVIDING FOR THE

13. QUASI-JUDICIAL ZONING HEARINGS/JENNINGS
DISCLOSURE:
Nakeischea Smith Director of Development Services provided the procedures
for Quasi-Judicial Zoning Hearing Items.
City Clerk Mario Bataille administered the Oath of Truthfulness to all interested
parties for this meeting Quasi-Judicial Items.
City Clerk Bataille polled the City Council on Jennings Disclosure, to which all
members indicated they have had no ex-parte communication and the decision
they make this evening will be based on the evidence presented before them.
13.1 ORDINANCES ON FOR SECOND READING/PUBLIC HEARING(S)
13.1.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, AMENDING ARTICLE II –
“ADMINISTRATION”, ARTICLE X - "ACCESSORY USES AND
STRUCTURES”, ARTICLE XV – “PLANNED CORRIDOR
DEVELOPMENT DISTRICT (PCD) AND ENTERTAINMENT
OVERLAY DISTRICT (EO)”, OF THE CITY OF MIAMI GARDENS
LAND DEVELOPMENT CODE; PROVIDING FOR ADOPTION OF
REPRESENTATIONS; REPEALING ALL ORDINANCES IN
CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING
FOR INCLUSION IN CODE; PROVIDING AN EFFECTIVE DATE.

City Manager Benson provided an overview on the item and
explained the amendments recommended by staff on Second
Reading.
A motion offered by Vice Mayor Leon, seconded by
Councilwoman Campbell to approve the amendment to the
Ordinance passed and carried by a unanimous voice vote of the
City Council.
Councilman Stephens posed a question to the City Manager about
the impact the amendment would have on home based businesses.
In response, City Manager Benson explained if the bill was signed
into law the Ordinance will then be amended and brought back to
Council.
A motion offered by Councilman Stephens, seconded by
Councilwoman Julien, to approve the Ordinance on Second
Reading as amended passed and carried by a 6 to 0 roll call vote
of the City Council.

13.3.1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS, FLORIDA, APPROVING THE APPLICATION
SUBMITTED BY STEPHANE W LOISEAU ON BEHALF OF TANJA
LAND 712 LLC, TO REDUCE THE SIDE SETBACK TO 2 FEET
WHERE THE MINIMUM ALLOWABLE IS 7.5 FEET AND TO
REDUCE THE REAR SETBACK TO 4 FEET WHERE THE
MINIMUM ALLOWABLE IS 20 FEET, FOR THE PROPOSED AIR

City Manager Benson explained the process in which administration
reviews development items before they come before Council and
why this Item is being presented to City Council.
Councilman Stephens inquired about the plans for the use of the
property and the need for the set back.
In response, Joseph Geller on behalf of the applicant explained the
owner of the property plans to develop warehouses on the property.
In response, Architect Stephen Alonzo on behalf of the applicant
stated that the set back is needed for proper design of the project.
Councilwoman Wilson inquired about future occupants of the
development.
In response, Joseph Geller and Architect Stephen Alonzo explained
the tenants of the property will be comparable to the tenants that are
currently occupying property in the area.
Councilwoman Wilson expressed concerns about lighting in the area
and potential hazards to residents.
In response, City Manager Benson explained the area is
predominantly industrial usage and should not pose additional
traffic/safety hazards.
Councilwoman Campbell inquired about possible tax benefit to the
City.
In response, City Manager Benson affirmed there will be a tax benefit
to the City once the property is developed.
A motion offered by Councilwoman Julien, seconded by
Councilman Stephens, to approve the Resolution passed and
carried by a 6 to 0 roll call vote of the City Council.

Councilman Stephens thanked all vendors and all those who assisted in a
successful World Elder Abuse event hosted by his office. Congratulated
Councilwoman Ighodaro on a successful Senior Prom, additional kudos were
extended to Councilwoman Wilson and her office for leading the planning efforts
for a successful Juneteenth event. Announced upcoming events: Job Fair in
partnership with Miami Dade College – July 16th; Legal Clinic and Resource Fair
in July, date TBA; Back to School give away in August. Higher Education
Scholarship Program deadline June 24th.
Councilwoman Ighodaro commended the City of Miami Gardens for recognizing
Juneteenth as a holiday prior to the federal government. Commended the City
for hosting a successful Juneteenth event. Thanked all who supported and
attended the Senior Prom. Announced Uni’Tea on July 7 at Bunche Park.
Wished everyone born in June and July a happy birthday, a Happy 4th of July
and invited residents to attend the Fireworks display.
Councilwoman Wilson thanked everyone for their support on a successful
Juneteenth event, gave kudos to the Parks Department for always going above
and beyond.
Councilwoman Campbell thanked everyone who supported and attended the
Bahas Reunion additional kudos were expressed to the Parks and Recreational
Department and the Police Department for all their hard work and dedication to
the success of all City events. Asked for continued prayers for her family.
Councilwoman Julien asked City Clerk Bataille for an update on the recall efforts.
In response, City Clerk Bataille advised that there was no signatures submitted
to the Clerk Office, therefore the Office cannot proceed with the recall process.

Vice Mayor Leon reported on all the successful events that are being held in the
City. Additional thanks to the Public Affairs department for their efforts in
supporting the Juneteenth event.
