A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, ESTABLISHING THE MIAMI
GARDENS INTERNET FOR ALL INITIATIVE; AUTHORIZING
THE CITY MANAGER TO TAKE ANY AND ALL STEPS
NECESSARY TO IMPLEMENT THE INTENT AND PURPOSE OF
THIS RESOLUTION; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the COVID-19 pandemic has revealed the reality of inequitable and
detrimental gaps in internet access, adoption, and affordability throughout the nation; and
WHEREAS, although multiple local Miami Gardens internet service providers and
federal programs offer various broadband relief options for residents and non-profit
organizations, lack of access to the internet and barriers to adoption of internet service
were highlighted and exacerbated by closures implemented to combat the spread of
COVID-19; and
WHEREAS, data from the U.S. Census Bureau, American Community Survey
suggests that the percentage of households in the City of Miami Gardens with access to
a broadband internet subscription, lies significantly below both the national and Miami-
Dade County household averages; and
WHEREAS, increased internet access and adoption will enable more workers to
telecommute and provide essential broadband access to local households. Several cities
across the United States have attempted to implement municipal broadband and other
dramatic increases in internet access and adoption with variable success and can
therefore provide lessons for the City of Miami Gardens; and
WHEREAS, implementation of the Miami Gardens Internet for All Initiative will
mitigate the impact of the existing broadband internet access disparity experienced by
Miami Gardens residents, which has been exacerbated by the COVID-19 pandemic.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to take any and all steps necessary to implement the
intent and purpose of this Resolution.

Section 3: EFFECTIVE DATE: This Resolution shall take place immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON DECEMBER 8, 2021.
