A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING A CONTRACT FOR
REFUSE COLLECTION AND RECYCLING SERVICES TO
GREAT WASTE RECYCLING, LLC IN RESPONSE TO RFP
NUMBER 20-21-015; AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT FOR THIS PURPOSE; PROVIDING
FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, on July 13, 2021, Request for Proposal (RFP) Number 20-21-015,
Refuse Collection and Recycling Services, was solicited via BidSync, and
WHEREAS, the RFP invited qualified firms to submit proposals to provide refuse
collection and recycling services to the City, and
WHEREAS, in response to the RFP, proposals were received from three (3)
proposers; Great Waste & Recycling Service, LLC, Waster Connections of Florida, Inc.
and Waste Management Inc. of Florida, and
WHEREAS, on August 19, 2021, an Evaluation Committee meeting was held and
the Evaluation Committee determined that all three (3) proposers were responsive and
responsible to the requirements of the RFP, and
WHEREAS, the Evaluation Committee scored and ranked the three (3) firms and
determined Great Waste & Recycling Service, LLC was ranked number one (1) and
recommended them for award, and
WHEREAS, the Evaluation Committee's recommendation of award was posted on
August 19, 2021, and
WHEREAS, staff recommends the City Council authorize the City Manager to
execute a contract with Great Waste & Recycling Service, LLC to provide refuse collection
and recycling services to the City of Miami Gardens,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing “WHEREAS”
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council authorizes the City Manager to
execute a contract with Great Waste & Recycling Service, LLC to provide refuse collection
and recycling services to the City of Miami Gardens.

Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON DECEMBER 8, 2021.
