A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
PROPOSAL- FOR THE “BUILDING OPPORTUNITY” SALE OF
CITY OWNED PROPERTY FOR THE DEVELOPMENT OF THE
PROPERTY IDENTIFIED AS FOLIO NO. 34-1132-023-0540 AND
GENERALLY LOCATED AT NW 38TH COURT AND NW 201ST
STREET, MIAMI GARDENS, FL TO ELITE EQUITY
DEVELOPMENT, INC.; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE A PURCHASE AND SALE AGREEMENT
CONTRACT FOR THIS PURPOSE; PROVIDING FOR THE
ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on August 17, 2020, Request for Proposal (RFP) - Building
Opportunity Sale of City Owned Property was issued, and
WHEREAS, the RFP invited qualified firms to submit proposals for development
opportunities on thirteen individual parcels of land, which included six residential parcels
and seven commercial parcels located throughout the City, and
WHEREAS, in response to the RFP, one residential proposal from Elite Equity
Development Inc. was received for the property identified as Folio No. 34-1132-023-0540
and generally located at NW 38TH Court and NW 201ST Street, Miami Gardens, FL, and
WHEREAS, on January 5, 2021 an Evaluation Committee meeting was held and
the Evaluation Committee recommended no award, and
WHEREAS, subsequently on June 8, 2021 upon receipt and review of new
valuation information from the Miami Dade County Property Appraiser's office, the
Evaluation Committee reconvened and recommended award for Folio No. 34-1132-023-
0540 and generally located at NW 38TH Court and NW 201ST Street, Miami Gardens,
FL to Elite Equity Development Inc., and
WHEREAS, City Staff recommends that the City Council approve the award of the
property identified as Folio No. 34-1132-023-0540 and generally located at NW 38TH
Court and NW 201ST Street, Miami Gardens, FL to Elite Equity Development Inc. and
authorizes the City Manager to negotiate a purchase and sale agreement contract for this
purpose,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:

Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby approves the award of the property identified as Folio No. 34-1132-023-0540 and
generally located at NW 38TH Court and NW 201ST Street, Miami Gardens, FL to Elite
Equity Development Inc. and authorizes the City Manager to negotiate a contract for this
purpose. The City Council further authorizes the City Manager to negotiate a purchase
and sale agreement with Elite Equity Development Inc. for this purpose, and to bring the
negotiated contract back to the City Council for approval.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON FEBRUARY 9, 2022.
