A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR
QUALIFICATIONS NO. 20-21-021, PRE-QUALIFICATION OF
GENERAL BUILDING/SPECIALTY TRADE CONTRACTORS, TO
AMERICAN SECURITY GROUP A-1 INC. DBA A-1 LOCK AND
KEY; ANDREVY SOLUTIONS LLC.; CONWELL & ASSOCIATES
CONSULTING COMPANY; FIKON, CORP.; HNL CORP.; JAMES
JOYCE CONSTRUCTION CORP; KIB CONSTRUCTION CORP.;
ONE TRADE CAPITAL, INC., DBA R & J PLUMBING AND
BACKFLOW SERVICES; RJ SPENCER CONSTRUCTION LLC
DBA RJS CONSTRUCTION AND THE BANNERMAN GROUP,
INC.; AUTHORIZING THE CITY MANAGER TO ISSUE
PURCHASE ORDERS ON AN AS-NEEDED BASIS FOR THE
BUDGETED AMOUNT; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on July 29, 2021, Request for Qualifications (RFQ) Number 20-21-
021 - Pre-Qualification of General Building / Specialty Trade Contractors was solicited via
BidSync and closed on September 7, 2021, and
WHEREAS, eleven (11) firms submitted responses to the solicitation and the bids
were publicly read, and
WHEREAS, on January 24, 2022, a Selection Committee (Committee) meeting
was held and it was determined that American Security Group A-1 Inc. dba A-1 Lock and
Key; Andrevy Solutions LLC; Conwell & Associates Consulting Company; Fikon, Corp.;
HNL Corp.; James Joyce Construction Corp; KIB Construction Corp.; One Trade Capital,
Inc., dba R & J Plumbing and Backflow Services; RJ Spencer Construction LLC dba RJS
Construction and The Bannerman Group, Inc. (collectively “Firms”) were responsive and
responsible to the requirements of the RFQ, and
WHEREAS, City Staff recommends that the City Council award RFQ Number 20-
21-021, Pre-Qualification of General Building/Specialty Trade Contractors, to the Firms
and authorize the City Manager to issue Purchase Orders for this purpose,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby awards Request for Qualifications No. 20-21-021, Pre-Qualification of General
Building/Specialty Trade Contractors, to American Security Group A-1 Inc. dba A-1 Lock

and Key; Andrevy Solutions LLC.; Conwell & Associates Consulting Company; Fikon,
Corp.; HNL Corp.; James Joyce Construction Corp; KIB Construction Corp.; One Trade
Capital, Inc., dba R & J Plumbing and Backflow Services; RJ Spencer Construction LLC
dba RJS Construction and The Bannerman Group, Inc. and authorize the City Manager
to issue Purchase Orders on an as-needed basis for the budgeted amount.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON FEBRUARY 23, 2022.
