HomeMy WebLinkAbout2022-026-3739_-_RFP_No._21-22-002_Annual_Maintenance_Contract_Janitorial_Services_Citywide_-_AdoptedRESOLUTION NO. 2022-026-3739 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, AWARDING REQUEST FOR PROPOSAL (RFP) 21-22-002 TO SUNSHINE CLEANING SYSTEMS, INC. AS THE PRIMARY VENDOR AND SFM SERVICES, INC. AS THE SECONDARY VENDOR, FOR JANITORIAL SERVICES; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AGREEMENTS FOR THIS PURPOSE NOT TO EXCEED THE BUDGETED AMOUNT; PROVIDING FOR THE ADOPTION OF REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on October 19, 2021, staff issued Request for Proposal (RFP) No. 21- 22-002 for Annual Maintenance Contract Janitorial Services Citywide, and WHEREAS, the RFP invited qualified firms to submit proposals to furnish all labor, equipment and materials required to perform janitorial services for the City municipal offices and various park facilities, and WHEREAS, in response to the RFP, proposals were received from fourteen (14) proposers, A Super Cleaning Corp, Adams Enterprise USA, Inc. (Well Done Services, LLC), Amer Plus Janitorial & Maintenance LLC, ASG Facility Maintenance, Chi-Ada Corporation, EFCO USA INC., Encompass Onsite, LLC, Friendly's Cleaning & Remodeling Services LLC, High Sources, Inc., Jesus Martinez Dba Professional Cleaning Solutions, National Cleaning Contractors USA Inc., SFM Services, Inc. Sunshine Cleaning Systems, Inc., and United States Service Industries, Inc. (USSI), and WHEREAS, on February 3, 2022, an Evaluation Committee meeting was held and the Evaluation Committee determined that A Super Cleaning Corp, ASG Facility Maintenance, Chi-Ada Corporation and Friendly's Cleaning & Remodeling Services LLC, were non-responsive to the requirements of the RFP, and WHEREAS, the Evaluation Committee determined that Adams Enterprise USA, Inc. (Well Done Services, LLC), Amer Plus Janitorial & Maintenance LLC, EFCO USA INC., Encompass Onsite, LLC, High Sources, Inc., Jesus Martinez Dba Professional Cleaning Solutions, National Cleaning Contractors USA Inc., SFM Services, Inc., Sunshine Cleaning Systems, Inc., and United States Service Industries, Inc. (USSI) were responsive and responsible to the requirements of the RFP, and WHEREAS, after evaluation and scoring, the Evaluation Committee ranked Sunshine Cleaning Systems, Inc. as the first-ranked firm (primary) with a total proposed price of $560,658.92 and SFM Services, Inc. as the second-ranked firm (secondary) with a total proposed price of $675,300.00, and WHEREAS, staff recommends the City Council authorize the City Manager to negotiate and execute agreements not to exceed the budgeted amount with Sunshine DocuSign Envelope ID: F4BD1957-47F0-416A-8342-0852BAAFE339 Page 2 of 3 Resolution No. 2022-026-3739 Cleaning Systems, Inc., as the primary vendor and SFM Services, Inc. as the secondary vendor, to furnish all labor, equipment and materials required to perform janitorial services for the City municipal offices and various park facilities. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA AS FOLLOWS: Section 1: ADOPTION OF REPRESENTATIONS: The foregoing “WHEREAS” paragraphs are hereby ratified and confirmed as being true, and the same are hereby made a specific part of this Resolution. Section 2: AUTHORIZATION: The City Council hereby authorizes the City Manager to negotiate and execute agreements not to exceed the budgeted amount with Sunshine Cleaning Systems, Inc., as the primary vendor and SFM Services, Inc. as the secondary vendor, to furnish all labor, equipment and materials required to perform janitorial services for the City municipal offices and various park facilities. Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon its final passage.
