A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, AWARDING INVITATION TO BID
(ITB) 21-22-008, SIDEWALK REPLACEMENT AND
INSTALLATION ANNUAL CONTRACT TO PRIMARY VENDOR
METRO EXPRESS, INC. AND SECONDARY VENDOR GPE
ENGINEERING & GENERAL CONTRACTOR CORP.;
AUTHORIZING THE CITY MANAGER TO ISSUE PURCHASE
ORDERS FOR THIS PURPOSE NOT TO EXCEED THE
BUDGETED AMOUNT; PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on January 19, 2022, Invitation to Bid (ITB) No. 21-22-008, Sidewalk
Replacement & Installation Annual Contract was solicited via BidSync, and
WHEREAS, the ITB invited qualified firms to submit proposals to provide sidewalk
installation, repair and replacement services to the City, and
WHEREAS, in response to the ITB, proposals were received from five (5)
proposers, and
WHEREAS, City staff evaluated the proposals for compliance with the bid
specifications and tabulated vendor pricing, and
WHEREAS, staff recommends City Council award Metro Express, Inc. as the
primary vendor and GPE Engineering & General Contractor Corp. as the secondary
vendor, and
WHEREAS, staff recommends the City Council authorize the City Manager to
issue purchase orders not to exceed the budgeted amount to Metro Express, Inc. as the
primary vendor and GPE Engineering & General Contractor Corp. as the secondary
vendor to provide sidewalk installation, repair and replacement services to the City of
Miami Gardens,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to issue purchase orders not to exceed the budgeted
amount to Metro Express, Inc. as the primary vendor and GPE Engineering & General

Contractor Corp. as the secondary vendor to provide sidewalk installation, repair and
replacement services to the City of Miami Gardens.
Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF MIAMI
GARDENS AT ITS REGULAR MEETING HELD ON APRIL 13, 2022.
