CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Mar 09 2022, beginning at 07:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Councilman Robert Stephens delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes – February 23, 2022 City Clerk Bataille withdrew the minutes from the Agenda. 5. ORDER OF BUSINESS Item 6.2 was withdrawn from the Agenda by Vice Mayor Leon. A motion made by Councilman Stephens, seconded by Councilwoman Campbell, to approve the Agenda as amended passed and carried by a unanimous voice vote. 6. SPECIAL PRESENTATIONS (5 MINUTES EACH) 6.1. PROCLAMATION PROCLAIMING THE MONTH OF MARCH AS PURCHASING MONTH. Mayor Harris, joined by the City Council, presented the Procurement Department with a Proclamation proclaiming the Month of March as Purchasing Month. 6.2. SPECIAL PRESENATION TO THE DEMOCRATIC WOMEN'S CLUB OF MIAMI DADE COUNTY. This Item was withdrawn from the Agenda. 6.3. SPECIAL PRESENTATION ON INTERNATIONAL WOMEN'S MONTH. SPECIAL PRESENTATION BY COUNCILWOMAN SHANNON CAMPBELL. Councilwoman Campbell recognized Councilwoman Shannan Ighodaro, Councilwoman Julien, Councilwoman Wilson, City Attorney Sonja Dickens, Assistant City Manager Vernita Nelson, and Deputy Chief Audrey Coney-Brown as part of International Women's Month. 7. PUBLIC COMMENTS Ron Murray, 2000 NW 173rd Terrace, Miami Gardens, FL, appeared before the City Council and shared concerns regarding the maintenance of the lake abutting their property. Issiah Edwards, 2200 NW 204th Street, Miami Gardens, FL, appeared before the City Council and thanked the City Council for their support of the 2nd Annual Issiah John Edwards Legacy Foundation Scholarship program. Gale Cunningham, 19001 NW 14th Ave. Road, Miami Gardens, FL, appeared before the City Council and spoke in support of recently adopted legislation sponsored by Councilwoman Ighodaro recognizing the Month of March as International Women's Month. Ms. Cunningham continued to speak in opposition of Item 13.2.1 and requested Council continued to fill vacant advisory board positions. Daianny Lemus, 19159 NW 33rd Court, Miami Gardens, FL, appeared before the City Council and spoke in opposition of the Item. James Ward, 3351 NW 189th Street, Miami Gardens, FL, appeared before the City Council and spoke in opposition of the Item. Audry Ward, 3351 NW 189th Street, Miami Gardens, FL, appeared before the City Council and spoke in opposition of the Item. Tracy Troy, 3320 NW 189th Street, Miami Gardens, FL, appeared before the City Council and spoke in opposition of the Item. Osiel Burgos, 18712 NW 32nd Court, Miami Gardens, FL, appeared before the City Council and spoke in opposition of the Item. Additional written communication on this item has been attached as Exhibit B. There being no further comments, Mayor Harris closed the floor. A motion was made by Councilman Stephens, seconded by Vice Mayor Leon, to approve the Ordinance on Second Reading. Answering a question posed by Councilwoman Wilson, Attorney Robert Holland (representing the applicant) provided an overview on the recently held community meeting and the commitments made by the developer to the community. Councilwoman Wilson shared concern with the Item being considered without addressing the concerns raised by the residents. Attorney Dickens cautioned the Council that their decision tonight should be based on confidential substantial evidence and not based on opinions. Therefore the City Council decision should be fact based. Nonetheless, whether the commitments made by the developer meet the concerns of the residents can be addressed at site plan review. Councilwoman Wilson shared concerns with approving the re-zoning without knowing the develop plan in its entirety and improving the infrastructure in the area. Councilwoman Wilson continued to share concern with the increased amount housing in the area without the appropriate infrastructure. She continued to speak in opposition of the item and requested the item be deferred. Councilwoman Julien spoke in support of the item and how this item increases the housing stock within the City of Miami Gardens. Vice Mayor Leon left the meeting at 8:07 PM. After further deliberation on the Item, Mayor Harris called the questioned. REPORTS OF MAYOR AND COUNCIL MEMBERS (3 MINUTES EACH) Councilman Stephens recognized Assistant City Manager Vernita Nelson for her work with Jazz in The Gardens. Councilman Stephens reported on his sponsored Scholarship Initiative. Councilwoman Ighodaro report on her most recent visit to the Bahamas and how the City of Miami Gardens was being recognized in their local media for Jazz in the Gardens.
