A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS,FLORIDA, AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ALL CONTRACTS
AS NECESSARY FOR THE PRODUCTION OF THE SECOND
ANNUAL JUNETEENTH CELEBRATION TO BE HELD ON JUNE
18TH AND 19TH, 2022; WAIVING BIDDING PROCEDURES FOR
PURCHASES MADE IN CONNECTION WITH THIS
MANAGER CITY TOAUTHORIZING CELEBRATION; THE
EXCEED HIS PURCHASING AUTHORITY AS NECESSARY FOR
THIS EVENT;PROVIDING FOR THE ADOPTION OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on July 22, 2020, the City Council approved an amendment to
Chapter 2, Article IV, Division 1, Sec. 2-377 of the City Code of Ordinances entitled
“Holidays” and designated Juneteenth as an official City Holiday, and
WHEREAS, the Second Annual Juneteenth Celebration will take place on
Saturday, June 18, and Sunday, June 19 of 2022, and
WHEREAS, funding in the amount of Eighty Thousand Dollars ($80,000.00) for
such Juneteenth Celebration is part of the City’s Fiscal Year 2022 Budget, and
WHEREAS, City Staff anticipates that talent costs, marketing, and production
expenditures will exceed the City Manager's authority as prescribed under the City’s
Purchasing Ordinance, and
WHEREAS, Councilwoman Wilson recommends that the City Council approve this
resolution,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1: ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2: AUTHORIZATION: The City Council of the City of Miami Gardens
hereby authorizes the City Manager to negotiate and execute all contracts as necessary
for the production of the Second Annual Juneteenth Celebration to be held on June 18th
and 19th, 2022. The City Council also hereby waives bidding procedures for purchases
made in connection with this Celebration. Lastly, the City Council hereby authorizes the
City Manager to exceed his purchasing authority as necessary for this event.

Section 3: EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON APRIL 27, 2022.
