A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MIAMI GARDENS, FLORIDA, APPROVING THE SIXTEENTH
ANNUAL JAZZ IN THE GARDENS MUSIC FESTIVAL TO BE
HELD IN MARCH 2023; AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ALL CONTRACTS AND TO
RETAIN CONSULTANTS, AS NECESSARY FOR THE
PRODUCTION OF THIS FESTIVAL; WAIVING BIDDING
PROCEDURES FOR PURCHASES MADE IN CONNECTION
WITH THIS FESTIVAL; AUTHORIZING THE CITY MANAGER TO
EXCEED HIS PURCHASING AUTHORITY AS NECESSARY FOR
THIS ADOPTION THEPROVIDING FESTIVAL; FOR OF
REPRESENTATIONS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Jazz in the Gardens Music Festival has become one of the
premier spring events in the southeastern region of the United States and has increased
the City’s recognition and visibility, and
WHEREAS, City Staff would like to begin planning for the Sixteenth Annual Jazz
in the Gardens Music Festival to be held in March 2023 in order to secure artists and
solicit national sponsors, and
WHEREAS, the budget amount for the 2023 Jazz in the Gardens will be approved
as part of the Fiscal Year 2022-2023 City Budget, and
WHEREAS, City Staff anticipates that performing artists, advertising, marketing,
and production expenditures in several areas will exceed the City Manager's authority as
prescribed under the City’s Purchasing Ordinance, and
WHEREAS, City Staff recommends that the City Council approve this resolution,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI GARDENS, FLORIDA AS FOLLOWS:
Section 1:ADOPTION OF REPRESENTATIONS: The foregoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2:AUTHORIZATION: The City Council of the City of Miami Gardens
hereby approves the Sixteenth Annual Jazz in the Gardens Music Festival to be held in
March 2023. The City Council also hereby authorizes the City Manager to negotiate and
execute all contracts and to retain consultants, as necessary for the production of this
festival. Further, the City Council hereby waives bidding procedures for purchases made
in connection with this festival. Lastly, the City Council hereby authorizes the City
Manager to exceed his purchasing authority, as necessary for this festival.

Section 3:EFFECTIVE DATE: This Resolution shall take effect immediately upon
its final passage.

GARDENS AT ITS REGULAR MEETING HELD ON APRIL 27, 2022.
