CALL TO ORDER/ROLL CALL The City Council for the City of Miami Gardens, Florida, met in regular session, Apr 13 2022, beginning at 07:00:00 PM, in the Council Chambers, 18605 NW 27th Avenue, Miami Gardens, Florida. The following members of the City Council were present: Mayor Rodney Harris, Vice Mayor Reggie Leon, Councilwoman Shannon Campbell, Councilwoman Shannan Ighodaro, Councilwoman Linda Julien, Councilman Robert Stephens, and Councilwoman Katrina Wilson. Also in attendance were: City Manager Cameron Benson, City Attorney Sonja Dickens, and City Clerk Mario Bataille. 2. INVOCATION Mayor Gilbert delivered the Invocation. 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1. Regular City Council Meeting Draft Minutes - February 23, 2022 4.2. Regular City Council Meeting Draft Minutes – March 9, 2022 A motion offered by Vice Mayor Leon, seconded by Councilman Stephens, to approve minutes passed and carried by a 7 to 0 roll call vote of the City Council. THE SEEK FOUNDATION'S BUILD-CODE-GROW AFTER SCHOOL SPECIAL PRESENATION Anike Sakariyawo, Executive Director & Founder of the SEEK Foundation, appeared before the City Council and provided an overview on the services provided by the SEEK Foundation. Joshua Rudolph, student of the SEEK afterschool program, shared his experience as a participant with the SEEK Foundation. 6.2. SPECIAL PRESENTATION BY COUNCILWOMAN SHANNON CAMPBELL. Councilwoman Shannon Campbell introduced Dr. Edward G. Robinson and Mrs. Constance Robinson who presented their creation "READMAN" The Super Hero for Literacy, which supports State and National reading standards in an effort to increase the proficiency levels of young readers. 6.3. SPECIAL PRESENTATION BY COUNCILWOMAN SHANNAN "LADY" IGHODARO. Councilwoman Shannan Ighodaro was joined by the City Council as she recognized the creators of the 3rd SEC Regulated funding platform Crowd Wall Street which is an investment crowdfunding portal that connects startups and emerging businesses with investors. 6.4. EMPLOYEE RECOGNITION AWARD PRESENTATION. City Manager Benson introduced Strategic Communication & Training Specialist Yvena Muselaire who presented the Employee Recognition Award to Events Specialist Samuel Randle. 6.5. 2022 FLORIDA LEGISLATION SESSION PRESENTATION BY YOLANDA CASH JACKSON. City of Miami Gardens Lobbyist Yolanda Cash Jackson appeared before the City Council and provided an update on 2022 Florida Legislative Session and answered questions posed by the City Council. Councilwoman Campbell requested the City Council has a more proactive approach to the City's Legislative Program as only one initiative (The Higher Education Program) received funding during this legislative session. Councilwoman Wilson conquered with Councilwoman Campbell. She continued to speak on the importance to have more communication between her office and the City Council to discuss the types of legislative and appropriations that are being passed by the State. 7. PUBLIC COMMENTS Karen Hunter Jackson, 1420 NW 199th Street, Miami Gardens, FL, appeared before the City Council and spoke on the upcoming Arbor Day Senior Project 2022. Francis Ragoo, 889 NW 214 Street, Unit 102, Miami Gardens, FL, appeared before the City Council and provided additional information on the upcoming Arbor Day Senior Project 2022. Gale Cunningham, 19001 NW 14th Avenue Road, Miami Gardens, FL, appeared before the City Council and spoke on the purpose of Town Hall Meetings. She continued to share her appreciation for the dialogue she has been able to have with the Mayor and City Council. 8. ORDINANCE(S) FOR FIRST READING: 8.1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MIAMI GARDENS, FLORIDA, RELATING TO ELECTIONS, CALLING FOR 2022 SPECIAL ELECTION FOR PROPOSED CHARTER AMENDMENTS; PROVIDING FOR CLOSE OF ELECTION BOOKS; APPROVING THE OFFICIAL BALLOT FORM; PROVIDING FOR NOTIFICATION; PROVIDING FOR ADOPTION OF REPRESENTATIONS; REPEALING ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE. City Clerk Bataille provided an overview and intent of the proposed Ordinance. A motion was made by Vice Mayor Leon, seconded by Councilman Stephens, to approve the Ordinance on First Reading. There being no further discussion, Mayor Harris called the question.
